APL announced that APL Chu Lai, a 1,200-TEU vessel, has made her maiden direct call at the Chu Lai Tam Hiep Port on 24 March. This officially commences APL’s new weekly Chu Lai Haiphong Express (CHX) service that is delivering its first inbound shipment of automobile components from Japan trans-shipped via Shekou. The cargo has duly arrived for the newly-opened Truong Hai Automobile Joint-Stock company (THACO) – Mazda owned plant situated in the Chu Lai Open Economic Zone. Vietnam’s Prime Minister Nguyen Xuan Phuc visited Cai Mep International Terminal (CMIT) on July 21st, becoming the first container terminal in the Cai Mep area, part of Saigon Port, to receive the Vietnamese Head of State. CMIT is a joint venture between APM Terminals, which holds a 49% share, Vietnam National Shipping Lines, with a 36% share, and Saigon Port, with a 15% share. Prime Minister Phuc was welcomed by CMIT acting Managing director Nguyen Xuan Ky, who expressed the facility’s appreciation to the Vietnamese national and provincial governments, and the Vietnamese Ministry of Transport for supporting policies which have led to the success of the deep-water port complex.

The U.S. Navy began the 8th Annual Naval Engagement Activity (NEA) with the Vietnam People's Navy, July 5, with the arrival of USS Coronado (LCS 4) and USNS Salvor (T-ARS-52) at Cam Ranh International Port. This five-day collaboration will focus on events and skills exchanges in diving and salvage and undersea medicine. A brief at-sea phase will allow ships from both navies to practice the Code for Unplanned Encounters at Sea (CUES), ship handling, and medical evacuations. Subject matter expert exchanges ashore will focus on shipboard damage control, shipboard medicine, and law. NEA will also feature formal office calls, band concerts, community relations events, and team sports.

The Japanese government said on Wednesday it is ready to provide Vietnam with new patrol ships, in its latest step to boost the maritime law-enforcement capabilities of countries locked in territorial rows with China. On Tuesday, Japan agreed to provide two large patrol ships and lend up to five used surveillance aircraft to the Philippines, another country at odds with China over sovereignty issues in the South China Sea. Japan itself has been at loggerheads with China over a group of tiny, uninhabited East China Sea islets. Prime Minister Shinzo Abe told his Vietnamese counterpart, Nguyen Xuan Phuc, of Tokyo's intention in their meeting on the sidelines of ASEAN-related meetings in Vientiane.

Alexey Miller, Chairman of the Gazprom Management Committee, and Nguyen Quoc Khanh, Chairman of the Board of Directors of Vietnam Oil and Gas Group (PetroVietnam), signed today in Moscow a number of documents to strengthen cooperation between the companies. The signing ceremony was attended by Dmitry Medvedev, Prime Minister of the Russian Federation, and Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Vietnam (SRV). the Addendum to extend the Cooperation Agreement on personnel training. According to the Memorandum of Understanding on the development of new oil and gas projects, the parties plan to examine further opportunities for mutually beneficial cooperation in the field of hydrocarbon prospecting, exploration and development.

Vietnam has asked Japan to provide vessels to strengthen its coastguard, a Japanese official said on Thursday, in the latest sign of growing ties among the states locked in maritime rows with China. The request emerged during talks between visiting Japanese Foreign Minister Fumio Kishida and Vietnam's Prime Minister Nguyen Xuan Phuc and Foreign Minister Pham Binh Minh, a Japanese spokesman said. "Vietnam wants new vessels," Masato Otaka told reporters, adding that timing, methods of delivery, costs and quantity of vessels had not yet been decided. Vietnam has been modernising its military, and recently bought six advanced Kilo-class submarines from Russia. Russia and India are the main source of advanced weapons, training and intelligence cooperation.

Defence officials from the Philippines and Vietnam will meet this week to explore possible joint exercises and navy patrols, military sources said, shoring up a new alliance between states locked in maritime rows with China. Ties have strengthened between the two Southeast Asian countries as China's assertiveness intensifies with a rapid buildup of man-made islands in the Spratly archipelago, to which Vietnam and the Philippines lay claim. Both states are also on the receiving end of a renewed charm offensive by the United States, which is holding joint military exercises in the Philippines to be attended this week by U.S. Defense Secretary Ash Carter.
