LNG Marine Fuel Taking Hold in America: FMC Commissioner Speaks

In his speech at the LNG Export & Export & Infrastructure Conference Federal Maritime Commissioner Doyle gives insights on the consequences of the adoption of Liquefied Natural Gas (LNG) as a marine fuel in the United States. I am a Commissioner with the U.S. Federal Maritime Commission. The Federal Maritime Commission is an independent regulatory agency responsible for regulating the nation’s international ocean transportation for the benefit of exporters, importers, and the American consumer. I should emphasize that my thoughts and comments here are mine and mine alone – they do not reflect the position of the Commission, and they should not be construed to represent the positions of any of my fellow Commissioners.

LNG's March to the Sea

The LNG industry is beginning to move offshore, in part as a defensive tactic to avoid the safety and security concerns of local citizens to shore-based terminals and, in part, as an offensive move to access more gas reserves and possibly gain manufacturing and scale efficiencies. Project developers and the engineering contractors and equipment manufacturers that support them are working out the technical challenges of marinizing liquefaction, storage, loading, unloading and regas systems. "Moves to offshore facilities will change the economics of LNG project development," said Bob Nimocks, president of Zeus Development Corporation.

Survey: E-Commerce is Top Priority for E&P Companies

In a survey of chief information officers (CIOs) at leading North American independent oil and gas producers, Zeus Development Corporation has learned that most rate e-commerce as their top priority for 2001. "We learned that most mid-market independents (some 300 companies worldwide that have between $10 million and $14 billion in oil and gas reserves) are interested in Internet-based technology to help them expand offshore and overseas," said Bob Nimocks, president of Zeus Development Corporation, the sponsor of the survey and organizer of the E-Business for E&P: Examining Inside- and Outside-the-Firewall Solutions for Independents conference. New Offshore Terminal Designs May Expedite LNG Deliveries

In the wake of announcements by the Federal Reserve about the need for more natural gas, Saipem Group, Single Buoy Moorings, Bluewater Offshore, Spectrum Energy Services, Hoegh LNG and Aker Kvaerner will discuss radically new concepts for receiving terminals at an industry meeting in Houston, June 19 and 20. "The LNG industry has typically required at least five years to put new supply chains into place. With local community opposition to onshore terminals running high, these lead-times may grow even longer," said Bob Nimocks, president of Zeus Development Corporation, a company that is conducting industry research to investigate new designs.

Conference to Examine Global LNG Marketplace

Zeus Development Corporation announces the organization of a conference, March 12-14, 2003, in Los Angeles, to consider the implications of West Coast terminals for the global LNG industry. "With numerous onshore and offshore terminal proposals under evaluation on the West Coast by ChevronTexaco, Marathon, Shell, Mitsubishi, El Paso and others, the LNG industry will likely drive the golden spike in its circumference of the globe this decade," said Bob Nimocks, president of Zeus Development Corporation.
