Sweden to Launch MSW for Ship reporting

On 1 October 2015 the Maritime Single Window (MSW) portal will be launched for reporting of information regarding entry at port. From that date reports that were previously made in SafeSeaNet Sweden (SSNS) will be made in the portal, and simultaneously the reporting system of Port of Gothenburg will be integrated with the MSW.

Electronic ship reporting in the MSW portal becomes a reality on 1 October. The technical systems will be deployed in several stages and SSNS and Port of Gothenburg are first in line. This means that ship reporting is to be made in the MSW portal from the current date. During a transitional phase all other reports will proceed according to former routines to the authorities concerned.

Reporting to the Maritime Administration will during the transition period proceed through two channels:

  * MSW portal for ship reporting previously made in SSNS (including arrival notification, ATA/ATD, dangerous goods and waste, and pending extended inspections)
  * The Maritime Administration’s e-services for ordering of pilots and fairway dues declaration.

Login to the portal will be the same as before, so there is no need to require new login information to gain access.

Deployment in stages
In order to accomplish a rapid and reliable implementation of Directive 2010/65/EU, the Maritime Administration's assessment is that a deployment in stages is the best option. It is the ambition of all authorities involved that the portal is fully deployed with all systems integrated as soon as possible, making it the single way of entrance for the maritime sector.

Consequently the following systems will be integrated:
• Coast Guard’s KIBS (crew- and passenger lists, maritime security, health declaration)

• Swedish Customs’ cargo declaration

• Maritime Administration’s e-service for ordering of pilots and fairway dues declaration

Application support officer from 1 October
The Maritime Administration will during the transition phase support and assist users of the system. From 1 October there will be an application support officer working full time for the Single Window portal. This function will be located at the traffic service center in Sodertalje (Sweden Traffic) with the aim to assist users by answering questions and handle error reports, etc. A case management system, as well as a new phone solution, has been introduced to secure increased service.

  1.Go to Reportals starting page for ship reporting (www.mswreportal.se from 1 October)
  2.Choose Log in
  3.Choose log in procedure (certificate or one-time password)
  4.Specify log in information
  5.Complete your ship reporting
  6.Go to the Maritime Administration’s e-service for ordering of pilot and fairway dues declaration (www.sjofartsverket.se/e-tjanster)
  7.Specify log in information (as above)
  8.Your ship data is visible in the case list (transmitted from MSW/SSNS)
  9.Submit your ordering of pilot and fairway dues declaration
