The U.S. Coast Guard is making available the Environmental Equivalency Evaluation Index (EEEI), which is intended to establish a methodology to assess the oil outflow performance of alternative designs to the double hull tanker. The EEEI consists of a number of modifications to the revised interim guidelines for approval of alternative double hull designs promulgated by the IMO in Res. MEPC.110(49). The EEEI represents a major step forward in freeing innovation from the double-hull strait jacket imposed by OPA 90. 70 Fed. Reg. 41777 (HK Law)
