In 2004 Congress reclassified towing vessels as vessels subject to inspection. Thus began a lengthy process of regulation drafting by the U.S. Coast Guard, with a great deal of input from the towing industry. In 2011, the Notice of Proposed Rule Making was published giving the public its first look at what has become known as Subchapter M. Over 3,000 comments were received by the Coast Guard on the Proposed Rule.

Your Ship Has Probably Been Cyber Attacked
You have either been hacked... or just didn’t know you have been hacked. I predict that the first catastrophic maritime cyber incident will not be the result of a direct attack on a safety critical specific piece of equipment. It will be the result of an infection on a random PC, perhaps an unassuming email to a crew member, whose PC is either connected to the vessels internal super highway or he transmits the infection internally whilst it lies dormant.

There is no more economically and environmentally efficient way of transporting the world’s goods than by sea. Compared to air or road freight, based on per ton of cargo shipped, shipping’s carbon footprint is small.
