Container Vessel Damages San Francisco Bay Bridge
The U.S. Coast Guard received a report of a container vessel Cosco Busan allision with the San Francisco Bay Bridge. The vessel was out bound with a pilot onboard at the time of the allision. The vessel reported damage to the forward left side and bulk fuel (MF 380) was leaking from the vessel. Visibility was limited during the time of the allision due to fog. U. S. Coast Guard and San Francisco Police Department are enforcing a 100 foot saftey zone around the vessel and the fuel in the water and CALTRANS is assessing the San Francisco Bay Bridge. The vessel is currently being moved to Anchorage 9. U. S. Coast Guard pollution investigators and marine inspectors from Sector San Francisco are conducting investigations into the amount of bulk fuel spilled and the cause of the allision.

San Francisco Bay Area WTA Appoints New CEO
On October 30, the San Francisco Bay Area Water Transit Authority Board of Directors appointed Steve Castleberry as the WTA’s new Chief Executive Officer. He will take the helm on January 1, 2004. Castleberry has been serving as the WTA’s manager of System Planning since shortly after the inception of the organization. Ship Owner to Pay $2m for SF Oil Spill
Agents for the owner of a cargo ship that dumped oil into San Francisco Bay have agreed to pay $2 million to the city of San Francisco, the AP reported Thousands of birds died, beaches closed and the crabbing season was delayed after the 900-ft. Cosco Busan sideswiped the Bay Bridge. The crash cut a gash in the hull, and 54,000 gallons of oil were spilled. The agreement was reached with Hudson Marine Management Services of Pennsauken, N.J

Coast Guard Investigates Possible Oil Spill
The U.S. Coast Guard was investigating a possible gasoline spill in the San Francisco Bay between Alcatraz Island and the Golden Gate Bridge that left a slick that stretched for several miles along the waterfront, according to a Bay Insider report. The Coast Guard was trying to track the spill to any vessels in the area. There was not much of the product in the water since it was declared unrecoverable. Guilty Plea in Case of Cosco Busan Ship Pilot
John Joseph Cota, a California ship pilot, pleaded guilty on March 6 to negligently causing the discharge of approximately 53,000 gallons of oil into San Francisco Bay in violation of the Oil Pollution Act of 1990, a law enacted in the wake of the Exxon Valdez disaster. Cota, who piloted the M/V Cosco Busan when it hit the San Francisco Bay Bridge on Nov. 7, 2007, also pleaded guilty to violation of the Migratory Bird Treaty Act for the death of protected migratory birds.
State of California Approves Major Ferry Expansion Plan
The San Francisco Bay Area Water Transit Authority (WTA), a regional transit agency, announced that Governor Davis signed Senate Bill (SB) 915 (D-Perata, Oakland) giving the WTA the green light to develop seven new Bay Area ferry routes, expand existing ferry routes, and build 31 new boats. The new law, signed on October 10, 2003, makes the WTA a permanent transit agency. The WTA is authorized to operate a comprehensive San Francisco Bay area regional public water transit system.
