Devon Grennan, president and CEO of Global Diving & Salvage, and president of the Spill Control Association of America (SCAA) asks the tough questions. What are the biggest challenges the spill response industry faces in light of the current political and economic climate in the United States? And what is SCAA doing to meet these challenges? I see the primary challenge that the spill response industry – as well as SCAA’s membership – currently has is to manage expectations and competing interests at a unique point in our nation’s energy renaissance.

Researchers tackle the tough problems despite a lack of funding and official incentives to move forward. Progress, in particular for Arctic spill response equipment and techniques, is being made. Even in the messy but now seemingly distant wake of such environmental disasters such as the Exxon Valdez grounding and the Deepwater Horizon accident, domestic oil spill response requirements still provide little or no incentive for responders in the U.S. to develop and deploy new equipment. Elsewhere, other countries (especially Norway) have better options for testing and approving systems using an intentional spill. Here at home, this approach has been recommended especially for the Arctic by many stakeholders, to no apparent avail.

Fire onboard a boat or ship is generally considered the most dangerous situation on the water. While advances in technology have helped to mitigate risk, consistently investing to upgrade a crew’s firefighting training, skills and equipment is the best means to keep crew, ship and cargo safe if disaster strikes. While innovative new fire-resistant materials and advanced fire suppression equipment onboard ships and boats has helped to improve fire security, technology alone is not a one-stop security blanket in the quest to keep crew and ship free from harm in the case of a fire.

On January 22, 2015, the Environmental Protection Agency (EPA) published a Proposed Rule on dispersants. The Proposed Rule drastically changes the EPA’s approach to dispersants and could imperil proven and effective means of responding to marine oil disasters. The Proposed Rule seems to be written from the perspective that dispersants are dangerous and should not be used and seeks to establish new toxicity and other standards. This approach may have the practical effect of prohibiting the use of dispersants when needed.

When Elastec/American Marine managed the controlled burn operation in the Gulf of Mexico in 2010, the response operation was more efficient when aerial surveillance was available. Fixed-wing aircraft and helicopters were frequently employed in the search for oil, but those alternatives proved costly and were also unavailable at night. In other scenarios, limitations such as fog, heavy rains or snow may make flying impractical and unsafe for the flight crew. Valuable time may be lost preparing and filing flight plans…

The U.S. Arctic Research Commission believes that the U.S. needs a robust research program to address spill response in broken ice, as shipping moves into the Arctic Ocean and offshore oil drilling - in several Arctic nations - moves forward. Mead Treadwell, chair of the U.S. Arctic Research Commission, prepared testimony for the August 20 field hearing in Anchorage of the U.S. Senate's Homeland Security Subcommittee of the Senate Appropriations Committee. Treadwell told the committee that, contrary to laws passed by Congress after the Exxon Valdez oil spill disaster in 1989, a significant national oil spill research program does not exist, nor is one planned to fit the special needs of the Arctic. These challenges are described in terms of the revolution in military affairs (RMA). The first revolution, system of systems, already working its way into doctrine but rapidly on its heals is the second RMA, information dominance. It is this second revolution that is forming the battlefield. It is determining the way we will fight the future battle space, including identifying who our enemies are, how they fight, and the asymmetric threats they pose.

The Washington State Department of Ecology established an Internet site regarding the Dalco Passage oil spill. On October 14, approximately 1,000 gallons of oil will released by an unknown source into waters of Puget Sound. Cleanup has been completed and investigators are still searching for the source. As a result of this spill, the State and the U.S. Coast Guard have established an Oil Spill Early Action Task Force to look into ways to improve early notification procedures, response policies, and response technology.
