High rates worldwide for moving oil are driving up Mexico’s fuel costs as importers face tanker fees on North America’s busiest maritime route that are more than double levels seen in recent years, traders and shippers said.On routes to Mexico, the extra costs have added price volatility to an otherwise stable freight market, according to Refinitiv Eikon data and people familiar with the matter.The rates are the latest blow to state oil company Petroleos Mexicanos, which controls the bulk of fuel imports later sold at subsidized retail prices.

Galveston-based dredging contractor Callan Marine is the prime contractor to the Texas Department of Transportation for a maintenance dredging project located at the Bolivar Ferry Terminal. The project consists of the removal of 369,000 cubic yards of material and returning the landings to the required depth of 22 feet.The dredged material has been hydraulically transported via 4,000 feet of pipeline to placement area BU-1, located northeast of the dredging location.Callan expects the project to be complete in mid-July by the company’s fleet dredge the General Patton.

The container carriers have managed to reduce their combined CO2 emissions by around one third since 2009, according to a new report. Average CO2 emissions per container per kilometer for global ocean transportation routes have declined by 8.4 percent from 2013 to 2014 and by more than 29 percent since 2009, according to BSR’s Clean Cargo Working Group (CCWG) annual report for 2015. The report attributed a portion of these results to the changes in carrier representation or global trade conditions. In addition, the continued performance improvement was also attributed to carrier fleet efficiency and data quality, both of which have direct benefits for shipping customers. CCWG is comprised of 45 members representing 80 percent of ocean container cargo carriers and many customers.

On Dec. 19, 2007, President George W. Bush signed into law the Energy Independence and Security Act of 2007, which contains provisions establishing a formal marine highway program within the federal government. Under the new law, marine highway or "short sea" transportation refers to the carriage by vessel of cargo in containers, loaded on the vessel by cranes or by means of wheeled technology. Specifically, the new law requires the establishment of a program and the designation of transportation projects to mitigate landside congestion. The program will encourage the development and expansion of vessels, shippers, port and landside infrastructure, and marine transportation strategies by state and local governments.
