On March 13, a diverse coalition of 59 national and regional organizations representing a wide array of business, maritime and labor interests signed on to a letter to Senate Commerce, Science and Transportation Committee leadership, Chairman John Rockefeller (D-WV) and Ranking Member John Thune (R-SD), thanking them for cosponsoring S. 2094, a bill that would establish a uniform national framework for the regulation of ballast water and other vessel discharges, and urging swift Committee consideration and approval. S. 2094, introduced on March 6 by Sens. Mark Begich (D-AK) and Marco Rubio (R-FL), has 23 bipartisan co-sponsors, nearly one-quarter of the Senate.

The American Waterways Operators, the national trade association representing the tugboat, towboat and barge industry, praised yesterday’s Senate introduction of a bill calling for the enactment of a uniform national standard for the regulation of ballast water and other vessel discharges, legislation widely viewed as essential to ending the existing confusing, costly and ineffective patchwork of state and federal rules. U.S. Senators Mark Begich, Roger Wicker (R-MS) and Brian Schatz (D-HI) introduced legislation to strengthen the National Oceanic and Atmospheric Administration’s (NOAA) Commissioned Officer Corps as a national asset and improve its ability to recruit and retain talented candidates like other uniformed services. Begich is chairman of the Senate Subcommittee on Oceans, Atmosphere, Fisheries and Coast Guard. Wicker and Schatz serve on the subcommittee as well. The NOAA Corps’ primary mission is to operate NOAA’s fleet of research ships and aircraft.

Chinese Maritime Safety Administration ship 'Haixun 31' to be hosted by US 14th Coast Guard District in Honolulu Harbor. The Haixun 31 will be escorted into Aloha Tower is to be met 4, September 2012,  by a parade of ships that will include the Coast Guard Cutter Galveston Island and the Honolulu Fire Department fireboat Moku Ahi. The Coast Guard and Chinese Maritime Safety Administration are scheduled to conduct a joint search and rescue table top exercise and on water exercise in Honolulu.

The NOAA Hydrographic Services Review Panel will meet May 4-6 in Honolulu to discuss operations, research and development, hydrographic surveying, nautical charting, and geodetic and geospatial measurements. The panel is a Federal Advisory Committee that advises the NOAA Administrator on carrying out NOAA’s navigation services mission, which is to ensure the safe, efficient, and environmentally sound movement of commerce along America’s marine transportation system. The panel will hear from representatives from the maritime community, including port authority officials and marine pilots, as well as non-traditional users of navigation data like coastal planners and emergency responders.
