The U.S. Department of Transportation's Maritime Administration (MARAD) has an open request for proposals (RFP) that demonstrate microgrids for marine terminal operations. Closing bid date is February 16. Total funding could equal $1.5 million. This is a cost sharing effort. A 958-foot bulk carrier has refloated after running aground about 2.5 miles east of Virginia Beach, Thursday morning.Crew members aboard the vessel, JSW Salem, contacted U.S. Coast Guard Sector Hampton Roads watchstanders in Portsmouth after the Panamanian flagged ship ran aground near Cape Henry Buoy #4.The ship's crew reported there were 120,000 metric tons of coal and 26 people aboard the ship.A 45-foot Response Boat-Medium crew from Station Little Creek launched and arrived on scene to assist.

The Coast Guard is searching for two men reported overdue from a boating trip near Ketchikan Sunday. Coast Guard Air Station Sitka MH-60 Jayhawk crews and Coast Guard Station Ketchikan 45-foot Response Boat - Medium crews are conducting search patterns on the southern end of Gravina Island. An Air Station Sitka MH-60 Jayhawk crew located a 16-foot skiff belonging to the missing capsized north of the intended route in Blank Inlet on Gravina Island at approximately 9:45 a.m. Sunday. The crew of the good Samaritan fishing vessel Storm Rage righted the skiff and is towing it back to Ketchikan. Alaska State Troopers have activated the Ketchikan Volunteer Rescue Squad to assist with shoreline searches. The Coast Guard Cutter Maple is expected to arrive on scene Monday morning.

The U.S. Coast Guard said the Port of Virginia will close Friday at midnight in anticipation of Winter Storm Helena, which is expected to bring snow and wind which will likely create particularly hazardous conditions, including zero visibility onshore and on the water. Commercial vessels will be prohibited from entering and departing the Chesapeake Bay. Additionally, movement within the Port of Virginia will be closed to vessel traffic 5,000 gross tons or greater unless permission is granted by the Captain of the Port. “There is a real danger to all vessels on the water,” said Capt. The Essex Amphibious Ready Group (ARG) transited the Straits of Malacca and conducted routine operations in the South China Sea as part of a deployment to the Western Pacific Nov. 7-10. The ARG's flagship, the multipurpose amphibious assault ship USS Essex (LHD 2), conducted the patrol as the amphibious transport dock USS Anchorage (LPD 23) and the amphibious dock landing ship USS Rushmore (LSD 47) prepared for bilateral training exercises with Brunei and Malaysia. On Nov. 10, Rushmore began offloading troops for the 2015 iteration of Malaysia-U.S. Amphibious Exercise (MALUS AMPHEX 2015), in which U.S. personnel will train with Malaysian amphibious units ashore to instruct and develop core competencies and enhance interoperability with a key partner nation in the region.

San Antonio-class amphibious transport dock ship USS Anchorage (LPD 23) rendered assistance and provided aid to the crew of a stranded Sri Lankan-flagged fishing vessel, M/V Lakshan, Nov. 4 at 12:30 p.m. local time. Watchstanders spotted six mariners aboard the vessel waving articles of clothing in an attempt to get the attention of the U.S. Navy ship as Anchorage was transiting through the U.S. 7th Fleet area of operations. The commanding officer aboard Anchorage, Capt. J.J. Cummings, ordered the dispatch of a rescue and assistance team, which determined Lakshan had experienced a crank case explosion, leaving both engines unworkable and beyond at-sea repair.

Trident Seafoods has opened a $40 million production and distribution center in Carrollton, Ga., providing 175 full-time jobs and the capacity to produce 50,000 tons of finished products annually for the U.S. market. "We are excited to add Trident to our family of customers, especially within the valuable refrigerated cargo market," said Georgia Ports Authority Executive Director Curtis Foltz. Savannah's Garden City Terminal offers 84 refrigerated container racks and 814 chassis plug-ins, powering 2,830 refrigerated boxes at a time.

The U.S. Coast Guard was investigating a large oil sheen off the California coast west of Santa Barbara on Wednesday, a spokeswoman for the agency said. The slick, which was about 60 feet (18 meters) wide, was spotted about 1,000 yards (meters) offshore from Goleta State Beach west of Santa Barbara, said Coast Guard spokeswoman Petty Officer Andrea Anderson. Anderson could not give the approximate length of the sheen. In May, as much as 2,400 barrels of crude oil were spilled onto a pristine beach about 15 miles (24 km) west of Goleta when a pipeline ruptured along the coast. But there were no immediate reports of any link between the two incidents. "We don't have a definite source yet," Anderson said of the oil sheen discovered on Wednesday.

USS Rushmore (LSD 47) rendered assistance to 65 people on makeshift bamboo rafts in the waters between the Indonesian islands of Kalimantan and Sulawesi June 10. Shipboard lookouts spotted the distressed persons waving orange and white flags. Rushmore's commanding officer, Cmdr. Thomas Stephens, ordered the launch of a small boat with two search and rescue swimmers to provide assistance. Rushmore Sailors discovered 65 people on sinking bamboo rafts tied together with no means of propulsion, food or water. Sailors and Marines brought all 65 people on board the Rushmore for medical attention and will coordinate with local officials for their well-being.

Hundreds of barrels of oil that gushed from a ruptured coastal pipeline in scenic California this week could stiffen opposition to large oil projects that companies want to build in the state, notably those to deliver cheap U.S. crude on trains. Several proposed oil-by-rail offloading terminals in California were already being contested in light of several fiery crude train derailments since 2013 that have stoked safety concerns about spills and explosions. Now, the sight of oil washing up on the shores of Santa Barbara could further galvanize rail opponents after up to 2,500 barrels of crude leaked on Tuesday from a pipeline owned by Plains All American Pipeline LP.

A pipeline ruptured along the scenic California coastline on Tuesday, spilling some 21,000 gallons (79,000 liters) of oil into the ocean and on beaches before it could be secured, a U.S. Coast Guard spokeswoman said. The pipeline, which runs parallel to Highway 101 near Santa Barbara, left a slick extending about four miles (6.4 km) along Refugio State Beach, extending about 50 yards (46 meters) into the water, Petty Officer Andrea Anderson of the Coast Guard said. Anderson said the company responsible for the 24-inch (61- cm) pipeline was identified as Plains All American Pipeline, which had brought in a company to begin cleaning up the spill. Refugio State Beach was closed. The cause of the rupture had not been determined, Anderson said.
