Vitol, the world's largest independent oil trader, has started building a small oil refinery at its storage terminal in Malaysia that will provide low-sulfur fuel for ships, a senior company official said on Monday.The project consists of a crude distillation unit that can process 30,000 barrels per day of crude and is located on the same site as Vitol's oil storage terminal at Tanjung Bin in the southern Malaysian state of Johor, Vitol Asia's President and Chief Executive Officer Kho Hui Meng said.A construction unit under China National Petroleum Corp (CNPC) is handling the project which will involve moving a second-hand CDU from China to the site…

High-sulphur fuel oil (HSFO), essentially the leftovers of an oil refiner's output, will still flow from refineries around the world even after new rules start up in 2020 curtailing its use in the global shipping fleet, a Reuters survey showed.Sixty percent of the 33 refineries contacted by Reuters in a global survey will still produce HSFO in 2020 although the supply will tighten as 70 percent of these refiners plan to reduce their output.Starting that year, ships will have to use marine fuel…

Cosmo says considering adding units to process more heavy crude; looking to maximize diesel output at Sakai coker. Japan's Cosmo Oil plans to increase diesel output at its Sakai refinery in Osaka, looking to capitalize on an expected jump in demand when a global mandate for ships to switch to cleaner fuels kicks in from 2020, its top executives said. The company, wholly owned by Cosmo Energy Holdings, is considering adding units such as a desalter that will allow its 100,000-barrels per day crude distillation unit (CDU) to process more heavy oil and maximize diesel output from its delayed coker in Sakai, Cosmo Oil President Hisashi Kobayashi told Reuters on the sidelines of an industry event.

Exxon Mobil Corp is considering a multi-billion-dollar plan to expand its Beaumont, Texas, refinery into the country's largest, the first major refining investment of the U.S. shale oil boom, people with knowledge of the deliberations said. The expansion of the 344,600 barrel-per-day (bpd) Beaumont refinery, if carried out, would be completed by 2020 and potentially double its size with the addition of a third crude distillation unit (CDU), the sources said. More modest near-term projects to renew and expand so-called coking units to help refine more heavy crude already are under way, they said. Russian Urals crude weakened in the Baltic on Wednesday due to a number of unsold cargoes while Kazakh CPC continued to strengthen due to a lack of sweet barrels. In the Platts window, Trafigura bought a cargo of Urals from Eni at dated Brent minus $1.30 a barrel, some 35 cents weaker than previous price estimates, traders said. Total bid for a cargo of CPC at dated Brent minus 40 cents, some 10 cents stronger than previous price estimates. The price of Urals in southern Europe moved closer to parity with dated Brent due to an absence of Iraq's Kirkuk crude, strong demand and attractive refining margins, traders said. Urals differentials in the Mediterranean were between minus 20 cents per barrel and parity with the North Sea benchmark, traders said Tuesday.

An X-47B Unmanned Combat Air System (UCAS) demonstrator aircraft recently taxied on flight deck of 'USS Harry S. Truman'. During the test phase, UCAS deck operators used an arm-mounted control display unit (CDU) to remotely control the aircraft. Gerrit Everson, one of the operators who controlled the X-47B, said the UCAS demonstrator displayed excellent integration with Truman's flight deck. "With the CDU, we followed the aircraft director's signals to move the aircraft left or right, over the arresting wire, to and from the catapults and to various spotting positions," said Everson. Lt.
