U.S. Senate Democrats on Tuesday laid out a list of demands they seek before making any deal to end the 40-year-old ban on crude oil exports in the wide-ranging government funding bill. With oil prices falling to nearly seven-year lows of less than $40 a barrel, producers are desperate to open crude sales to global markets. They say lifting the ban would give U.S. allies an alternative to Russia and OPEC countries for oil, breathe life into the drilling industry, and increase U.S. energy security. Opponents say it would hurt jobs at refineries, raise the amount of oil carried by trains, which have suffered a slew of recent accidents while carrying crude, and hurt the environment. "I've heard a long list, a long list of things," Senator Dick Durbin, an Illinois Democrat, told reporters.

National Ocean Industries Association (NOIA) president Randall Luthi today voiced his support for the U.S. Department of Interior’s (DOI) Western Gulf of Mexico Lease Sale scheduled for next week. “The call to delay next week’s Department of the Interior Western Gulf of Mexico oil and natural gas lease sale shows how out of touch with energy reality and the American people some extremist environmental groups are,” Luthi said in a statement issued today. “Due to low oil prices and increasing regulatory burden, this is not expected to be a momentous sale, but even so, the oil and gas industry will add hundreds of thousands of dollars to the U.S. Treasury.

$1 Million Settlement Enhances Land and Sea in the Eastern District of Texas. BEAUMONT, Texas — U.S. Attorney John M. Bales announced a settlement reached with a European shipping corporation has resulted in significant enhancements to nature conservation groups in the Eastern District of Texas. The $1 million settlement was announced at a press conference on the banks of Village Creek in Hardin County, Texas today. CIMPSHIP Transportes Maritimos, S.A., a Portuguese corporation headquartered in Funchal, Portugal, was initially indicted in 2010 and charged with conspiring to violate environmental laws causing willful pollution of waterways within the Eastern District of Texas.

Secretary of the Interior Ken Salazar announced the Department will hold an oil and natural gas lease sale for the Central Gulf of Mexico Outer Continental Shelf that will offer nearly 36 million acres and could produce up to 1.3 billion barrels of oil and 5.4 trillion cubic feet of natural gas. “As we build a comprehensive energy strategy for our nation, we are moving ahead both with environmentally-responsible renewable energy development on public lands and appropriate oil and natural gas exploration and development onshore and offshore,” said Secretary Salazar. Interior’s Minerals Management Service has proposed that oil and gas Lease Sale 213 for the Central Gulf of Mexico Planning Area be held March 17, 2010.

Secretary of the Interior, Ken Salazar, announced that the Central Gulf of Mexico Oil and Gas Lease Sale 208, held in New Orleans, attracted $703,048,523 in high bids. The sale was conducted on March 18 by Interior’s Minerals Management Service (MMS) and had 70 companies submitting 476 bids on 348 tracts comprising over 1.9 million acres offshore Louisiana, Mississippi and Alabama. The sum of all bids received totaled $ 933,649,315. “Today’s lease sale will help us make a wise addition to our nation’s energy supply,” said Interior Secretary Ken Salazar. The highest bid received on a tract was $ 65,611,235 submitted by Shell Gulf of Mexico Inc. for Mississippi Canyon, Block 721.

Secretary of the Interior Dirk Kempthorne announced a major federal initiative to boost oil and natural gas production on the U.S. Outer Continental Shelf in the Gulf of Mexico and off Alaska. The program could produce 10 billion barrels of oil and 45 trillion cubic feet of natural gas over 40 years, generating almost $170 billion. “The Outer Continental Shelf is a vital source of domestic oil and natural gas for America, especially in light of sharply rising energy prices and increasing demand for these resources,” Kempthorne said. Interior’s Minerals Management Service developed the initiative, known as the Five Year Outer Continental Shelf Oil and Gas Leasing Program, to guide domestic energy leasing on the OCS from 2007 to 2012. The program proposes 21 lease sales in 8 planning areas.

The Royal Caribbean International and Celebrity Cruises Ocean Fund awarded $796,000 on March 30 in 15 new grants to marine conservation and environmental organizations, including a $100,000 grant to The Conservation Fund for its Alaska land preservation program and a $100,000 grant to Conservation International for its campaign to conserve Caribbean biodiversity. Almost $9 million has been awarded to 64 non-profit organizations working to protect the marine environment since the fund’s inception in 1996. The mission of the Ocean Fund is to support efforts to restore and maintain a healthy marine environment, minimize the impact of human activity on this environment, and promote awareness of ocean and coastal issues and respect for marine life.

Fourteen projects to restore Puget Sound, Hood Canal and associated marine waters will take a big step forward this summer with funding from the National Fish and Wildlife Foundation’s Puget Sound Marine Conservation Fund. The Fund was established last year as part of the settlement of a criminal case with Evergreen International Shipping Line. John McKay, United States Attorney for the Western District of Washington, was joined by Jay Manning, the Director of the Washington State Department of Ecology to announce the successful grant recipients today. “These grants will help in ways large and small to improve the health of Puget Sound,” said United States Attorney John McKay.
