As commercial shipping and energy activities picks up in the Arctic region, the prospect of accidental oil spills in this pristine environment remain a concern. BOEM Receives Lease Requests for HI Floating Wind Projects
The Bureau of Ocean Energy Management (BOEM) has announced that it has received two unsolicited lease requests for proposed floating wind projects offshore Oahu, Hawaii. The requests are now available on the BOEM website. An unsolicited lease request is a submission received by BOEM seeking access to develop an energy resource on federal offshore submerged lands that is not in response to a formal call for interest. Receipt of an unsolicited lease request by BOEM is the earliest step in a process that includes environmental analysis and stakeholder engagement.

MMS Funds Research for Offshore Renewables
The Department of the Interiorâs Minerals Management Service (MMS) recently funded four research studies to identify technological and operational safety issues related to the future development of offshore renewable energy on the Outer Continental Shelf (OCS). The studies focus on inspection methodologies and design characteristics of offshore wind turbines, installation and removal costs of ocean energy devices, and potential seafloor effects associated with the installation of renewable energy devices. âWe still have much to learn about offshore renewable energy activitiesâ, said MMS Director Liz Birnbaum. âWe are continuously evaluating existing regulations and standards to adapt to these new technologies.
Salazar Announces Renewable Energy Office
Secretary of the Interior Ken Salazar announced that the Minerals Management Service (MMS) will establish a new regional office in 2010 to support renewable energy development on the Outer Continental Shelf (OCS) off the Atlantic seaboard. The Atlantic OCS Region will be responsible for evaluating permits for renewable energy activities in an effective, efficient and consistent manner while being responsive to the States, developers and other stakeholders. The new office will implement and manage the offshore renewable energy program, including leasing, environmental programs, the formation of task forces, State consultation, and post-lease permitting in Federal waters off the East Coast.
Alstom Profits Up
Alstom has said that record orders in the energy sector had boosted its recovery, two and a half years after the group came close to collapse. Net profit in the first half of its financial year shot to 227 million euros (292 million dollars), a leap of 67 percent from the figure for the same period last year, with energy activities providing the brightest spots in Asia, Europe and the United States. Operating profit in the period, which runs April to Septmber, rose by 27 percent to 413 million euros, while sales increased by eight percent to 6.608 billion euros, the company said. The overall Alstom group came close to bankruptcy in 2004 and was the subject of a rescue plan orchestrated by the French state.
