A ship carrying 43 crew and nearly 6,000 cattle from New Zealand to China capsized after losing an engine in stormy weather in the East China Sea, the only crew member rescued so far told Japan's coastguard on Thursday.The Gulf Livestock 1 sent a distress call from the west of Amami Oshima island in southwestern Japan on Wednesday as Typhoon Maysak lashed the area with strong winds and heavy seas.Japan's coastguard said it had rescued one crew member, Sareno Edvarodo, a 45-year-old chief officer from the Philippines, on Wednesday night (Tokyo time) while searching for the ship.According to Edvarodo, the ship lost an engine before it was hit by a wave and capsized, a coastguard spokeswoman said.When the ship capsized, crew were instructed to put on lifejackets.

U.S. lawmakers on the Senate Energy Committee will vote on a bill this week aimed at speeding up the Department of Energy's review of liquefied natural gas export applications. The Maritime Administration (MARAD) is seeking comments on the agency’s proposed policy to accept, evaluate and process license applications for the construction and operation of offshore deepwater export facilities. The agency is proposing to use the existing Deepwater Port License regulations, found in 33 CFR Parts 148, 149 and 150, for such purposes. However, due to the considerable technical, operational, and environmental differences between import and export operations for natural gas or oil projects, a separate and complete license application, conforming to all licensing requirements and regulations, is required for export applications. The U.S. House of Representatives on Wednesday approved legislation that would set a deadline for Energy Department reviews of liquefied natural gas export applications, in a move aimed at securing swifter approvals for shipping gas overseas. The legislation, mostly backed by Republicans, would require the department to issue a decision 30 days after the Federal Energy Regulatory Commission has completed its environmental analysis of an LNG export project. The Obama administration must speed up approvals of liquefied natural gas exports to help boost global supplies and help U.S. allies, five Senate Democrats said on Friday. The lawmakers, all from natural gas-producing states, urged the Energy Department to place additional weight on national security matters in its review of LNG export applications. The Subcommittee on Energy and Power today approved H.R. 6, the Domestic Prosperity and Global Freedom Act, by a vote of 15 to 11. Authored by Rep. Cory Gardner (R-Colo.), the legislation would cut through the red tape blocking exports of U.S. liquefied natural gas (LNG). H.R. 6 grants immediate approval of complete export applications currently filed with the Department of Energy and modifies the process moving forward to ensure exports to our allies are no longer subject to unnecessary delays. The need for increased LNG exports has received considerable attention in the wake of the crisis in Ukraine and as Russia continues to leverage its energy resources against our allies. A U.S. House subcommittee voted on Wednesday to advance a bill that would eliminate the need for government approval of U.S. liquefied natural gas (LNG) exports to countries that belong to the World Trade Organization. The legislation, which will be considered by the full House energy committee, would essentially end the Energy Department's review of LNG export applications by giving companies permission to sell gas to any of the more than 159 countries that belong to the WTO. The bill passed by a vote of 15 to 11, along party lines in the Republican-led chamber. Concerns about energy security in Europe and Ukraine have escalated since Russian forces seized control of the Crimean peninsula last month. Moscow has in years past cut gas supplies during regional disputes.

Expedited regulatory approval of proposed US liquefied natural gas export terminals would not lead to their immediate construction nor to near-term deliveries of US gas into Europe, panelists at a Senate hearing have said, reports Platts. Several US lawmakers want the Obama administration to quickly approve more LNG export applications in response to the crisis in Ukraine, with at least a half dozen House or Senate bills aimed at fast-tracking approvals for shipping LNG to American allies being considered.
