The Commandant of the United States Coast Guard delivered his first State of the Coast Guard address Thursday at Coast Guard Base Los Angeles-Long Beach in San Pedro.Speaking from the largest port in the nation, Adm. Karl Schultz highlighted Coast Guard security and marine safety operations, which facilitate $4.6 trillion in annual economic activity.Schultz also recognized the service and sacrifice of Coast Guard men and women deployed around the world ensuring global peace and prosperity, including servicemembers supporting U.S. Indo-Pacific Command and U.S. Central Command.

It’s still too early to know for certain what the new administration will do about building up the U.S. Navy, as the numbers are a moving target. But with President Trump’s recent pledge to add $54 billion to defense spending, it’s a safe bet to make that the fleet will grow. So let’s start with the numbers. China's Defense Ministry said that a patrol by a U.S. warship in the South China Sea on Friday was "illegal" and "provocative" and that it had lodged a protest with the United States. In a statement on its website, the ministry said two Chinese warships had warned the U.S. warship to leave during the patrol. It added that the Chinese military would increase air and sea patrols according to need. U.S. defense officials said the guided-missile destroyer USS Decatur challenged "excessive maritime claims" in a patrol near the Paracel Islands, among a string of islets, reefs and shoals over which China has territorial disputes with its neighbors. The Chinese Defense Ministry said two warships, the Guangzhou and the Luoyang, warned the U.S. vessel to leave.

Texas LNG LLC today announced that it has received authorization from the U.S. Department of Energy (DOE) to export domestically produced LNG to all existing, and any future, countries that have, or enter into, an FTA with the Government of the United States. DOE approval of FTA exports is an important component of the regulatory process necessary to develop Texas LNG's project on its 110 plus acre site with deepwater frontage to the Port of Brownsville shipping channel in Brownsville, Texas, USA. Under the DOE's order, Texas LNG has received authority to export on its own behalf and as agent for others, up to the equivalent of 100 Bcf/y (approximately 2 MTA) of domestically produced LNG.

The Co-Chairs of the Joint Coordinating Group of the Cooperative Vessel Traffic Service announced the 30th anniversary of the establishment of the Cooperative Vessel Traffic Services Agreement for the Juan de Fuca region. This agreement between the Government of Canada, Canadian Coast Guard and the Government of the United States, United States Coast Guard established a coordinated Vessel Traffic Services system in the boundary waters and offshore approaches of the Juan de Fuca Strait and was signed on Dec. 19, 1979 by the U.S. Ambassador to Canada and Canadian Secretary of State for External Affairs. The members of the Joint Coordinating Group meet twice a year, once in Canada and once in the United States to manage this unique agreement.

The 2008 IMO Award for Exceptional Bravery at Sea has been presented to a Brazilian seafarer who saved fellow crew members from a dangerous fire on a ship. Mr. Rodolpho Fonseca da Silva Rigueira, of the drill ship Noble Roger Eason, nominated by the Government of Brazil, for his decisive, selfless action to rescue six fellow crew members from a catastrophic fire which burst out on it. The fire originated from an explosion, causing imminent risk to the lives of crew members in the vicinity of the explosion; yet, instead of evacuating the area, he repeatedly faced the fire and very high temperatures to save his colleagues, at severe risk to his own life. By Dennis L. Maritime lawyers and others frequently use jurisdictional terms such as territorial sea, navigable waters, contiguous zone, and exclusive economic zone. But what does it all mean? What are the meanings of these terms and how were they acquired? The modern concept of the territorial sea owes its genesis to Hugo Grotius and his work Mare Liberum (Freedom of the Seas) in 1605. When the federal government began examining United States vulnerabilities in the days following the horrific terrorist attacks of September 11, 2001, it quickly became apparent that significant weakness existed on the U.S. maritime borders. Many, but not all, of these weaknesses were systemic and derived from both the U.S. open society and the procedures underlying modern maritime commerce. The goal quickly became to reduce the risk of maritime terrorism while not fundamentally altering the efficiencies of the commercial system. It was quickly realized that the threat to the maritime sector consisted of two distinct types: explosives and other contraband being shipped as cargo (particularly in a container) and the ship being used as a weapon…

During the IMO's Security Committee sessions held in London between May 28th and June 6, 2003, the United States praised the government of Panama for "aggressively exercising its jurisdiction" in the case of the Panamanian-flagged vessel WELL PESCADORES. Three Dominican survivors' stowaways had accused the WELL PESCADORES' crew of beating and throwing overboard causing the drowning of two of the five persons who had stowed away aboard the vessel when it prepared to leave the port of Haina, in the Domincan Republic. Upon the survivors' arrival in Houston and after the stowaways' claims were reported to the US Coast Guard, the government of the United States and the government of Panama " began working closely to investigate the case and take appropriate action", said the US delegate.

Ionia Management, S.A. ("Ionia"), a Greek shipping company with offices in Piraeus, Greece, and Christos Kostakis, chief engineer aboard the M/T (Motor Tanker) Alkyon, a commercial oil and chemical tanker operated by IONIA, pled guilty to covering-up ocean dumping of waste oil by making false entries in a ship log and presenting that log to the United States Coast Guard in the course of an inspection required before docking at a United States port. The guilty pleas were entered in federal court in Brooklyn, New York, before United States District Judge Allyne R. Ross. According to the felony information filed, the Alkyon, like other large ships, produce waste oil from operation of its engineering machinery.
