Following the successful completion of test-bedding the use of mass flow metering (MFM) system for delivery of distillates , the Maritime and Port Authority of Singapore (MPA) will extend the mandatory use of MFM to all bunker tankers delivering distillates1 in the Port of Singapore from 1 July 2019. Assistant Chief Executive (Operations) of MPA, Capt M Segar said this at the International Bunker Industry Association (IBIA) Asia Gala Dinner held last night (26 April 2018). The use of the MFM system will enhance transparency in the bunkering process, improve operational efficiency and increase the productivity of the bunkering industry.

International Bunker Industry Association (IBIA) has finalised a Standard Operating Procedure (SOP) to help bunker surveyors identify their responsibilities when overseeing bunker deliveries involving Mass Flow Meters (MFMs) in Singapore. The SOP has been developed to address industry concerns and benefit all parties in the bunkering supply chain, and build trust in this new operating paradigm as Singapore moves toward the mandatory use of MFMs for supply of marine fuel oil (MFO). The SOP project was initiated by Capt Rahul Choudhuri of VPS when he took over as Chairman of the Executive Committee for IBIA in Asia in February this year. He saw a need for a harmonised approach for bunker surveyor practices when dealing with MFM bunker deliveries.

The International Bunker Industry Association (IBIA) noted an improvement in bunker quality from across the marine fuels supply chain thanks in part to a campaign launched by the association. Addressing an audience of more than 1,000 marine fuel buyers, suppliers and traders at the association’s annual dinner in London last night, IBIA Chairman Jens Maul Jorgensen said that the early results for 2015 show that there has been a marked improvement in bunker fuel quality with 8% of samples found to be off-spec compared with 10% in 2014. From 1 July this year all new cargo officers will be required to not only be familiar with the requirements of the Singapore Standard on Bunkering (SS 600), but also to have successfully completed the Enhanced Bunkering Course, prior to working independently on board bunker tankers. Existing cargo officers will be required to attend and successfully complete the course by 30 June 2013. The move is part of MPA’s on-going efforts to enhance cargo officers’ professionalism and competency. IBIA, along with the Singapore Shipping Association (SSA), has run a cargo officers’ course since 2009, to enhance cargo officers’ technical knowledge on bunkering related shipboard operations as well as to raise general awareness of maritime security and personal safety.

Trevor Harrison has been appointed as Acting Chief Executive of the International Bunker Industry Association (IBIA). The move follows the recent resignation of Ian Adams, the former Chief Executive. Trevor Harrison is a member of the IBIA Board, a barrister of more than 30 years' standing and author of the just published book, Legal Issues in Bunkering. He is undertaking the new role on a part-time basis in addition to his principal activities as a maritime arbitrator and commercial mediator.
