A third crewman from a cargo ship that capsized this week off the coast of Japan with more than 40 crew and some 6,000 cattle on board was found alive on Friday after he was spotted by a search plane, Japan's coastguard said.The man, 30-year-old Filipino Jay-nel Rosals, was found on a liferaft waving for help 2 km (1.2 miles) off Kodakarajima, a small island in Japan's southern Kagoshima prefecture, the coastguard said.He was conscious and was able to walk when the coast guard rescued him. Rescuers also found an overturned orange lifeboat floating at sea some 4 km off Kodakarajima, but no one was found on that boat.Rosals was only the third crew member to be found so far from the Gulf Livestock 1, which capsized in the East China Sea on Wednesday and is believed to have sunk.

A North Korean cargo vessel carrying rice sank off the west coast of Japan's westernmost major island of Kyushu on Thursday after springing a leak, but all 26 crew members were rescued without sustaining injuries, Japan's coastguard said. It has not been decided how to send the crew, all of them North Koreans, to their home country, a coastguard official said, adding that they were in good condition. Japan's ties with North Korea have long been strained due to the abduction of Japanese citizens by North Korean agents decades ago and Pyongyang's missile and nuclear programmes. The Japanese coastguard is treating the incident as a straightforward shipwreck case and there were no signs of abnormalities, the official said.

Japan said on Monday it would respond firmly after Chinese government vessels intruded into what Japan considers its territorial waters near disputed islands in the East China Sea 14 times at the weekend. Ties between China and Japan, the world's second and third largest economies, have for years been plagued by a dispute over the islands that Japan controls, and the waters around them. The flurry of Chinese incursions into the waters follows a period of sustained pressure on China about its activities in the South China Sea, and a Chinese criticism of what it saw as Japanese interference in that dispute. Japan said on Tuesday it has told China that any foreign naval vessel that enters Japanese waters for reasons other than "innocent passage" will be told to leave by a Japanese naval patrol, signalling a potential escalation in a long-running dispute. Japan had informed China of its decision in November, after Chinese navy ships sailed near disputed isles in the East China Sea known as the Senkaku in Japan and the Diaoyu in China, Chief Cabinet Secretary Yoshihide Suga told a news conference. Japan's government, Suga said, had approved the course of action last May. "If a foreign naval vessel transits our waters for (purposes) other than 'innocent passage', we will order a sea patrol and take the step of having the Self-Defense Force unit order withdrawal," Suga told a news conference.

Taiwan's coastguard wants to improve cooperation with the Philippines and conduct joint search and rescue exercises despite tense standoffs in disputed waters in recent months, a senior coastguard official said on Thursday. The two sides have agreed to work toward joint exercises and have already held discussions on how to conduct rescue operations, Cheng Chang-hsiung, deputy minister of Taiwan's Coast Guard Administration, told Reuters in an interview. "Now we are moving toward exercises. This is the direction of our efforts. Both sides are making the effort," Cheng said. In late May and early June, Philippine and Taiwan coastguard ships faced off in disputed waters south of Taiwan to protect their fishing vessels and try to assert territorial rights.

The coastguard is funded by China's State Oceanic Administration, a civilian body, although one U.S. naval officer and security experts said it coordinates its operations with the People's Liberation Army (PLA).
