The Maritime and Port Authority of Singapore (MPA) and the Marine Department of Malaysia (MDM) conducted a joint chemical spill exercise at sea along the East Johor Strait to test the Joint Emergency Response Plan (ERP) for Chemical Spill Incidents in the East Johor Strait. 2Jointly developed by MPA, MDM, the National Environment Agency (NEA) and Johor Department of Environment (DOE), the objective of the joint ERP is to respond to and mitigate chemical accidents involving the seaborne transportation of hazardous chemicals along the East Johor Strait. The emergency response exercise is part of the bilateral cooperation programme under the Malaysia-Singapore Joint Committee on the Environment (MSJCE).

Oil spill contingency planning is in the spotlight at an IMO regional workshop in Pulau Indah, Malaysia (2-6 July). The workshop is helping countries (ASEAN Member States: Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Thailand, Vietnam and Singapore.) in South East Asia become more familiar with the ASEAN Regional Oil Spill Contingency Plan - designed to enhance cooperation between States. Participants are reviewing a number of aspects of the plan and exercising its communication procedures. IMO has long supported regional cooperation and capacity building in oil spill preparedness and response, including through a joint project with the oil and gas industry – the Global Initiative project for South East Asia (GI SEA).

To demonstrate multilateral cooperation between littoral states and stakeholders to improve navigational safety in the Straits of Malacca and Singapore (SOMS), Phase Two of a Joint Hydrographic Survey was formally launched via a Memorandum of Understanding (MOU) signed today at the 10th Co-operation Forum held from 2nd to 3rd October 2017 at Kota Kinabalu, Malaysia. Besides the littoral states, the survey is supported by the Malacca Strait Council (MSC) of Japan. Phase Two, which is a continuation from Phase One, will cover the remaining areas of the Traffic Separation Scheme (TSS) within the SOMS which are shallower than 30m. Jointly developed by the Maritime and Port Authority of Singapore (MPA), the Marine Department of Malaysia (MDM), the National Environment Agency (NEA) and Johor Department of Environment (DOE), the ERP seeks to tackle potential chemical accidents involving the seaborne transportation of hazardous chemicals along the Straits of Johor.

The special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) has already been provided in ClassNK Technical Information No. TEC-1038. This Technical Information provides the relevant information since there are slight changes in the procedure for new ships. The said ClassNK Technical Information No. TEC-1038 is thus revoked, accordingly. Marine Department of Malaysia will issue IEEC for compliant ships. Ship owners /managers/operators are required to submit SEEMP of the ship for verification at least 2 (two) weeks before the Intermediate or Renewal survey of IAPP of the ship after 1st January 2013.

Saab TransponderTech has been awarded a contract to supply a coastal Automatic Identification System (AIS) network for the east coast of the Malaysian peninsula and an integration of all AIS systems in the country. The contract was awarded to Saab by the Marine Department in Malaysia, and the work is being completed in collaboration with Saab’s Malaysian partner, Maicons Technology. Saab was contracted earlier to supply the AIS coastal network for the west coast of the Malaysian peninsula (Straits of Malacca) and the Sarawak installations. The contract has recently been completed and provides a fully integrated AIS-based Monitoring and Control System with complete coverage of the entire Malaysian coastline, stretching over 1,200 Nautical miles from east to west.
