The oceanographer of the Navy and director of the U.S. Navy's Task Force Climate Change discussed the national security implications of the changing global climate at the United Nations climate change summit in Copenhagen Dec. 16. Retired Navy Vice Adm. Conrad C. Lautenbacher, Ph.D., undersecretary of commerce for oceans and atmosphere and NOAA administrator, unveiled President Bush's proposed 2005 budget for the Commerce Department's National Oceanic and Atmospheric Administration (NOAA). Speaking to more than 125 stakeholders in Washington, D.C., Lautenbacher said NOAA's request totals $3.4 billion, an increase of $146.9 million over the FY 2004 request. "This proposed budget maintains and enhances the services and programs for our scientific understanding of the oceans and atmosphere and allow us to sustain the nation's environmental health and economic vitality," said Lautenbacher. The budget request is based on NOAA's Strategic Plan goals. Key increases are below.

Germany called on Wednesday for nations bordering the Baltic Sea to boost maritime safety to avoid accidents such as last week's tanker collision, which led to an oil spill off the Danish coast. Foreign ministers from the Baltic region meeting in Hamburg on June 7 should make environmental protection and shipping safety a focus of talks, Germany's Foreign Ministry said. "In particular, the German government backs speeding up the introduction of double-hulled tankers, the speedy introduction of satellite-supported positioning observation systems and the organization of harbor and piloting fees dependant on fulfilling environmental standards," the ministry said. It also called for an improvement of search and rescue systems.
