The Bureau of Ocean Energy Management’s (BOEM) Final Rule for Leasing of Oil and Gas or Sulfur in the Outer Continental Shelf (OCS) will be published in the Federal Register on March 30, 2016. The final rule updates and streamlines the existing OCS leasing regulations. The update also reflects that the former Minerals Management Service has reorganized and divided into three separate new organizations. Scheldepoort Repair & Conversion Yard has been awarded a contract to convert the jack-up drill rig Shelf Explorer into offshore hotel accommodation. The accommodation unit will then be known as Atlantic Amsterdam, owned by Atlantic Amsterdam Pte. Ltd. in Singapore, a subsidiary of Ezion Holdings Ltd. Scheldepoort Repair & Conversion Yard (based in Vlissingen, The Netherlands) is part of Damen Shipyards Group and specializes in modifications, repairs and refits. The yard carried out an identical project in April 2011 for the former drill rig which is now known as Atlantic Labrador.

According to a report from The Wall Street Journal, the U.S. agency in charge of regulating offshore oil drilling is carrying out its investigation of the Gulf of Mexico oil spill in a "completely backwards" manner, and lacks sufficient guidelines and inspectors to police the industry's operations in the Gulf, the acting inspector general of the U.S. Interior Department is expected to tell a congressional panel Thursday, June 17. U.S. officials should also consider setting new ethics rules aimed at limiting the influence of oil and gas industry representatives over regulators, according to remarks prepared for delivery by Mary L.
