Measles is a highly contagious infectious disease. It is so contagious that 90% of non-immune persons will become infected if an infected person is in the immediate vacinity. It is an airborne disease spread through coughs, sneezes, and contact with saliva or nasal secretions. The virus can live for up to two hours in infected airspace or on infected surfaces. Individuals are infectious from four days before symptoms appear until four days after the patient is symptom-free. Symptoms include fever, cough, runny nose, inflamed eyes, and a red, flat rash.

The fifth run of the MPA Academy Port Management Programme (PMP), aimed at port masters, harbour masters and middle managers from maritime and port authorities, kicked off today with a record 20 maritime officials from across Africa, Asia, Latin America, Middle East and Oceania. Developed and organised by MPA Academy, the five-day programme will be delivered by practitioners from the industry as well as senior officers from the Maritime and Port Authority of Singapore (MPA). Some of the key subjects that will be covered during the programme include safety, port planning and security. This year, the programme will include a new topic on digitalisation to address the increasing adoption of automation and technologies in the maritime industry.

The MPA Academy – the training arm of the Maritime and Port Authority of Singapore (MPA) – in partnership with the Singapore Management University (SMU) and Human Capital Leadership Institute, has officially launched its 2nd Advanced Maritime Leaders’ Programme (AMLP). Taking place from 20 to 25 April 2017, the six-day programme will gather 19 senior maritime and port officials from all regions including, Africa, Asia, Caribbean, Europe, Latin America, Middle East and Oceania. The Advanced Maritime Leaders’ Programme (AMLP) focuses on leadership development and is uniquely designed for senior maritime officers heading maritime and port administrations in their respective countries.

The Maritime and Port Authority of Singapore (MPA) held a half-day emergency preparedness exercise, codenamed ‘FEREX 2016’ yesterday (September 02). The annual ferry exercise (FEREX) aims to test the readiness of various agencies to respond to ferry mishaps in the Port of Singapore. More than 450 personnel from 15 agencies and companies took part in this full deployment exercise which included deployment of resources at sea at the Western Anchorage for rescue operations, manning of emergency operations centre at MPA’s Port Operations Control Centre, and landing of casualties and rescued persons at Harbourfront Centre Terminal. Bulgaria will develop its port infrastructure in cooperation with Qatar, reports Standartnews.   Bulgarian Prime Minister Boyko Borisov held a meeting with Qatar’s Minister of Transport and Communications Jassim bin Saif Al Sulaiti in this regards.   The major topic of discussion was the Memorandum of Understanding between the Bulgarian Ports Infrastructure Company and the Qatar Ports Management Company.    The official visit of Al-Sulaiti in Bulgaria is at the invitation of the native transport minister Ivaylo Moskovski.     Prime Minister Boyko Borisov commented that the document set a good groundwork for bilateral cooperation in the development of port infrastructure and better cooperation among the port administrations.

Seven years ago, I authored an article on quarantine and isolation. With the outbreak of Ebola virus disease (EVD) in West Africa, it is time to dust off and update that article. The concepts of quarantine and isolation lie at the juncture of medicine, law and public safety. When these concepts intersect with the maritime community, things quickly get both interesting and complicated. Quarantine and isolation have been invoked in cases of communicable diseases throughout human history. Special treatment of lepers is mentioned in the Bible.
