With a lame-duck CNO, a divided Congress and the impending launch of the next Presidential election cycle, America’s naval market is locked into something of a fragile and fearful autopilot, cruising inexorably towards whatever excitement 2024 might bring.Materially, don’t expect much change: The demand for naval platforms will continue to outstrip available funding, meaning there will be little movement or growth in America’s major shipbuilding programs of record. The procurement outlines are already set.

“Synergy” is an overused word. But in the case of the “Advanced Naval Technology Exercises” that are held around the country, ANTX is truly a sum greater than its parts.ANTXs are conducted by the Naval Research & Development Establishment (NR&DE) and hosted at the various Naval Warfare Centers to demonstrate emerging technologies and innovations aimed at solving Navy and Marine Corps problems and addressing mission priorities and gaps. They are not so much exercises, which usually denotes training, but more like technology demonstrations.

USS Jackson Completes Missile Test

U.S. Navy littoral combat ship (LCS) USS Jackson fired a missile against a simulated anti-ship missile during tests off the Southern California coast, April 22. The tests, part of a Combat System Ship Qualification Trials (CSSQT) event, saw USS Jackson (LCS 6) fire a SeaRAM missile on an aerial drone, destroying the target in a demonstration of the ship’s ability to track and disable high-speed maneuvering surface targets and defeat long range anti-shipping air threats. US Navy Ship Tests 100% Alternative Fuel

Naval Surface Warfare Center, Port Hueneme Division's (NSWC PHD) Self Defense Test Ship (SDTS), ex-Paul F. Foster went underway for final-phase testing of two alternative fuels, May 31. The SDTS traveled to San Diego, where it took on approximately 30,000 gallons of two types of alternative fuels. The ship then proceeded on a normal cruise, demonstrating that the alternative fuels could function as a drop-in replacement, requiring no changes to equipment or operating procedures.

Lockheed Martin Awarded DoD Port Hueneme Test Ship Contract

Department of Defense inform that Lockheed Martin, Moorestown, New Jersey, is being awarded a $12,171,921 cost-plus-fixed-fee modification to a previously awarded contract (N00024-11-C-2300 CLIN 0012) to provide procurement and engineering efforts in support of the TRS-3D Radar installation for the Port Hueneme Test Ship. The work will be performed in San Diego, California (68 percent); Clearwater, Florida (12 percent); Moorestown, New Jersey (10 percent); Washington, District of Columbia (10 percent), and is expected to be completed by December 2018. Fiscal 2014 research, development, test and evaluation funding in the amount of $12,171,921 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year.

Navy's SDT Ship Using Alternative Fuels

U.S. Navy's Self Defense Test Ship successfully transits on alternative fuel blend. The U.S. Navy successfully has concluded its largest demonstration of shipboard alternative fuel use with the successful arrival of the Self Defense Test Ship (SDTS) to Naval Surface Warfare Center Port Hueneme. The SDTS is a decommissioned Spruance-class destroyer ex-Paul F. Foster (EDD 964) reconfigured to provide the Navy an at-sea, remotely controlled, engineering test and evaluation platform without the risk to personnel or operational assets.

CACI Receives Contract Modification

CACI Technologies, Inc. of Chantilly, Va., is being awarded a $24,162,560 modification to previously awarded contract (N63394-04-D-1262) for systems engineering services in support of integrated ship self defense. This procurement is to provide professional engineering, technical, training, software, project service, logistics services, fleet modernization, internal communication systems, combat system switchboard and other in-service engineering agent products necessary to support the Ship Self Defense System of the Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, Calif. Services will be required at shore sites, land-based test facilities, shipyards, and aboard ships in port and at sea.

Littoral Combat Ship Support Facility Opens

The Program Executive Officer, Littoral and Mine Warfare (PEO LMW), Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) and the Littoral Combat Ship Class Squadron (LCS CLASSRON) will unveil the Navy's first Littoral Combat Ship (LCS) Mission Package Support Facility (MPSF) during a ceremony at Naval Base Ventura County (NBVC) Oct. 16. The 42,400 square-foot MPSF will service the Navy's projected initial mission packages to be employed by LCS ships. Mission package maintenance and integration within the facility will be conducted by contractors secured by the Littoral Combat Ship Mission Modules Program Office (PMS 420). LCS is a revolutionary new warship, designed for littoral warfare missions in Anti-Submarine Warfare (ASW), Surface Warfare (SUW) and Mine Warfare (MIW).

NNSY’s Lean Six Sigma College Reaches Throughout DOD

The Norfolk Naval Shipyard's (NNSY) Lean Six Sigma College (L6SC), established in 1999, has spread across the Naval Sea Systems Command (NAVSEA), the rest of the Navy, and now influencing commands throughout the entire Department of Defense (DOD). The shipyard’s knowledge and training of Lean Six Sigma originally began for instructing employees from across the Naval shipyards on the benefits of streamlining work processes and eliminating unnecessary waste. L6SC, in less than 10 years, has already grown from a modest program for instructing shipyarders to now educating military and civilian personnel on all things Lean and in all areas throughout the DOD.

NAVSEA's Self Defense Test Ship Returns To Sea

One of the Naval Sea Systems Command's more unique test assets, the Self Defense Test Ship (SDTS), recently got underway for sea trials after receiving a full range of repairs. The test ship had been damaged during live fire testing last May. Formerly the destroyer USS Decatur (DDG 31), the Self Defense Test Ship can be remotely controlled to conduct weapons evaluation at sea without risk to personnel. The full range of repairs was performed by the Naval Surface Warfare Center's Port Hueneme Division in California. The extensive repair schedule included asbestos abatement and removal of debris, repairs to the hull and internal structure, piping systems, main propulsion, and electrical systems, and the testing of combat systems.
