A high-tech infrared camera system now monitors the port of Valdez and vessels transiting Prince William Sound. This Infrared maritime surveillance system supplements the extensive maritime and land-based homeland security measures put in to action in Valdez and around the nation following the tragic events of Sept. 11, 2001. Culminating a two-year effort by the Valdez port security committee, last week Scientific Applications International Corporation (SAIC) put the finishing touches on and energized a state-of-the-art infrared camera port security surveillance system covering the port of Valdez and the trans-Alaska pipeline oil tankers transiting Prince William Sound.

Rear Admiral (RADM) Paul Pluta, the man in charge of ensuring the security of the 361 ports and 95,000 miles of coastline in the U.S., had to quickly shift gears in the hours following September 11. Hired initially to beef up environmental protection and passenger vessel safety, Pluta realized after that day, that his role as Assistant Commandant for Marine Safety, Security and Environmental Protection, U.S. Coast Guard, had changed dramatically in the hours following. The U.S. Coast Guard issued Navigation and Vessel Inspection Circular (NVIC) 9-02 entitled Guidelines for Port Security Committees and Port Security Plans Required for U.S. Ports Building on its Maritime Homeland Security Mission, the Coast Guard Headquarters has advised its field units on how to structure the Port Security Committees and how to develop Port Security Plans. By February 28, 2003, each Captain of the Port (COTP) is to conduct a preliminary port level security assessment in conjunction with the Port Security Committee. Commanding Officers conference. At the meeting, Admiral Casto and his staff outlined Coast Guard proposals to reorganize the Eighth District, splitting much of the inland rivers and the Gulf Coast into two separate regions. The proposal would have the effect of recreating the old Second District, which was closed in a cost cutting measure in 1996. As a part of the previous reorganization effort, staff levels were cut. For instance, prior to 1995, the old Eighth District had Marine Safety Division staff of 27 people to cover the Gulf Coast. Today the division has only 25 people to cover the Gulf Coast and all of the inland system. Admiral Casto said that the new security responsibilities of the Coast Guard make the current structure unworkable.
