Singapore's state-owned Pavilion Energy has performed the first commercial ship-to-ship LNG bunkering in the Port of Singapore.The operation, the first of such in Singapore, comprised a reload of 2,000m3 of LNG onto a small-scale tanker at the newly-modified Secondary Jetty of the Singapore LNG (SLNG) Terminal, followed by a ship-to-ship transfer to the receiving heavy-lift commercial vessel.“Pavilion Energy’s first commercial ship-to-ship LNG bunkering operations in Singapore demonstrates our strong commitment and capability to deliver a comprehensive suite of LNG bunker supply solutions to Singapore and the region,” said Frédéric H.

New Ocean Maritime Pte Ltd was convicted in court under regulation 64(b) of the Maritime and Port Authority of Singapore (Port) Regulations and was fined a total of $81,000. The Maritime and Port Authority of Singapore (MPA) brought charges against New Ocean Maritime Pte Ltd for providing services in the port of Singapore without a bunker craft operator licence between 3 January 2015 and 28 March 2015. New Ocean Maritime Pte Ltd was also found to have used the bunker craft operator licence that was issued to Seaquest Tanker Pte Ltd for providing services in the port. Seaquest Tanker’s bunker craft operator licence was revoked by MPA last year on 26 April 2016 for the company’s involvement with New Ocean Maritime.

The inaugural Meeting of Anti-Piracy Contact Points and Workshop on Piracy and Armed Robbery against Ships involving participants from Africa and Asia was held in Singapore today. Organised by the Maritime and Port Authority of Singapore (MPA) and the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) Information Sharing Centre (ISC), the two-day meeting gathered about 20 participants to foster closer linkages amongst anti-piracy contact points to enable more effective information sharing and communication. Timely sharing and dissemination of information can often play a decisive role in deterring incidents of piracy and armed robbery against ships.

As a top bunkering port, Singapore will, from 1 January 2017, implement the mandatory use of the Mass Flow Metering (MFM) system which involve devices installed on all bunker vessels licensed by the Maritime and Port Authority of Singapore (MPA) to deliver Marine Fuel Oil (MFO) to vessels bunkering within the Singapore port waters. The automated MFM system is meant to dispense with conventional sounding of the MFO in bunker tanks as the quantity of oil transferred from the bunker vessel to the receiving vessel will be automatically measured by the MFM device as the oil passes through the device. At the completion of bunkering the device will issue a printed Bunker Metering Ticket (BMT) showing the delivered quantity as witnessed by the bunker vessel's cargo officer…

The Maritime and Port Authority of Singapore (MPA) has established the International Maritime Center 2030 (IMC 2030) Advisory Committee to chart the future directions of Singapore’s IMC. Andreas Sohmen-Pao, Chairman of BW Group, has been appointed as the Chairman of this committee. As part of its work, the committee would review Singapore’s IMC development strategy and identify new growth areas to enhance Singapore’s long-term competitiveness and value proposition as an IMC. Globally, Singapore is known as one of the world’s busiest ports and a top bunkering port. Beyond her status as a premier global hub port, Singapore has been ranked by international studies to be a leading IMC.

Container shipper Maersk Line has introduced two new services for its Far East/Southeast India network: the Chennai Express (CHX) and the Chennai Express 2 (CHX2). From January 2016, the shipper will introduce two new services, a vessel sharing agreement on the Chennai Express (CHX) and slot charter agreement on the Chennai Express 2 (CHX2). The revamped network will include a Northern China direct call, headhaul new direct port calls including Singapore, Hong Kong, Yantian and Port Klang, and backhaul new direct port calls including Busan, Singapore and Port Klang.

USS Sampson (DDG 102) is supporting the ongoing Indonesian-led search and recovery operations for the downed AirAsia flight QZ8501 and assisted in locating the crash debris field yesterday. At the request of the Indonesian government, Sampson arrived on station in the Java Sea in the early afternoon on Dec. 30 and began assisting in the search. The ship's MH-60R search and rescue helicopters were launched to assist in the search efforts and the crews, working with multiple Indonesian assets, discovered debris late on the 30th. The ship and her helicopters are still on station and continuing to search in close coordination with Indonesian authorities. "Sampson will remain on station as long as the Indonesian government feels they are providing useful assistance," said Capt.

As the world's leading bunkering port Singapore is to provide quality bunkering services to vessels lifting bunkers in the port. The use of the Mass Flow Metering (MFM) system for bunkering in the Port of Singapore will not only enhance transparency in the bunkering process, but also improve operational efficiency and increase the productivity of the bunker industry. As announced on 8 April 2014, MPA [Maritime and Port Authority of Singapore] will be mandating the use of an MPA-approved MFM system for Marine Fuel Oil (MFO) delivery in the Port of Singapore from 1 January 2017. All existing bunker tankers operating in port will be required to be fitted with an MPA-approved MFM for MFO delivery by 31 December 2016.

Dredging work will be carried out at Keppel Shipyard Benoi Road, off West Jurong Channel, from 28 July to 30 September. Dredging works will be carried out by the grab dredgers. The grab dredgers will be held by 4-point anchoring system and each anchor position will be marked by a yellow buoy, Fl Y 3s. The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers. Dredged materials will be transported to the designated dumping ground by the hopper barges. During the operation, the dredgers will be attended by tug boat. The tug boats will be used to shift the dredger. A safety boat will be deployed in the vicinity of the working area to warn other craft of the project.

A pair of 200-pax catamarans, “Penguin 32” and “Penguin 33”, being loaded onto heavylift vessel MV MERWEDEGRACHT at Jurong Port, Singapore.   The ferries departed Singapore on 27 July for Vladivostok, where they will serve as vital support craft at the APEC 2012 Summit to be held on Russky Island, part of Vladivostok's Frunzensky district in the Peter the Great Gulf. The owner of the ferries, Penguin International Limited (www.penguin.com.sg), is a Singapore-based builder and operator of ferries and offshore crewboats.

So far, PSA has invested in two of the port's container terminals, namely Tianjin Port Pacific International Container Terminal (TPCT) and Tianjin Port Alliance International Container Terminal (TACT). These two facilities have a total of 10 berths that can handle the biggest containerships. This makes "Tianjin Port one of the preferred ports of call for mega containerships in the northeast Asia region," said the joint statement. Evergreen, together with its joint service partners Hapag-Lloyd and Cosco Container Line, is to merge its two Red Sea services, the Far East - Red Sea (FRS) service and the Strait - Red Sea Express (SRX) service, into a single new FRS service linking China, South East Asia and the Red Sea. The first sailing on the revised schedule will be made by Evergreen's LT Going, expected to sail from Nansha on November 7. While the two existing services use ships of approximately 1600 – 1800 TEU, the new FRS service will utilise six vessels of around 2700 TEU, four of which will be provided by Evergreen and one each from the other two partners. The port rotation is as follows: Nansha - Hong Kong - Shekou - Singapore - Tanjung Pelepas - Aden - Jeddah - Aqaba - Sokhna Port - Singapore - Nansha.
