The Need for [U.S. Navy Shipbuilding] Speed

The Navy wants, and needs, more ships; but it can’t build them fast enough.While the U.S. Navy aims to achieve a 355-ship fleet, it is decommissioning older (and some not so old) ships at about the same rate it's adding new ones.A Congressional Research Service report stated that, as of April 17, 2023, the Navy included 296 battle force ships. "The Navy projects that under its FY2024 budget submission, the Navy would include 293 battle force ships at the end of FY2024 and 291 battle force ships at the end of FY2028."But there is progress…

US Navy: Bigger is Better, but at What Cost?

The U.S. Navy has a balanced fleet, but it wants to grow bigger and better. Will the budget allow both? Maritime Reporter's March 2017 cover story on the U.S. Navy was all about the numbers. There exists several plans to grow the fleet beyond the current number of 308 ships, the Mitre recommendation of 414 ships, the Center for Strategic and Budgetary Assessment 340-ship proposal, and the Navy’s decision to grow the fleet to 355 ships, and the Trump administration’s 350. With so many numbers being bandied about, there are even more suggestions on how to get there.

Ten Appointments to Australian Naval Shipbuilding Advisory Board

The Minister for Defence Industry, the Hon Christopher Pyne MP, today announced the appointment of 10 Board Members to the Naval Shipbuilding Advisory Board, chaired by Professor Donald Winter. “The establishment of the Advisory Board is an important milestone in the Government’s naval shipbuilding strategy, ensuring expert, independent advice to Government on all aspects of this historical national endeavour,” Minister Pyne said. Mr Martin Bean, CBE – Vice Chancellor and President of RMIT University, Melbourne, Australia and former Vice Chancellor of The Open University in the United Kingdom. 1776 - The Continental brig Lexington, commanded by John Barry, captures the British tender Edward near the Virginia Capes after a fierce fight that takes nearly an hour. 1944 - USS Saufley (DD 465) sinks the Japanese submarine I 2, west-northwest of New Hanover, while USS Champlin (DD 601) is damaged after intentionally ramming German submarine U-856 380 miles off Nova Scotia, Canada. Champlin then teams with USS Huse (DE 145) to sink U-856. 1944 - USS Gustafson (DE 182) sinks the German submarine U 857 off Cape Cod, Mass.

USS Ohio Arrives in Subic

The United States’ Ohio-class guided-missile submarine USS Ohio (SSGN-726) arrived in Subic Bay on Tuesday, March 22, as part of its deployment to the Western Pacific. Ohio is the second submarine to dock in Subic, a former American naval base, and the sixth US warship to visit the country this month. With its 150 crew and officers, Ohio will conduct missions and showcase the latest capabilities of the US Navy’s submarine fleet. Measuring 560 feet long and displacing more than 18,000 tons of water when submerged, Ohio is one of the largest and most versatile submarines in the world. “Our presence in the region provides a stabilizing force and through engagements with our partners, such as this port visit to Subic Bay, we aid in maintaining that stability,” said Capt.

General Dynamics to Modernize USN Submarine WCS

General Dynamics received a $20 million contract modification from the U.S. Navy to continue modernizing the AN/BYG-1 Weapons Control System (WCS) Technology Insertion and Advanced Processing Build software for U. S. Navy and Royal Australian Navy submarines. The AN/BYG-1 software analyzes and tracks submarine and surface-ship contact information, providing tactical, situational awareness for submarine crews including the capability to target and employ torpedoes and missiles. “The AN/BYG-1 software program is an exceptionally cost-effective way for the Navy to quickly update and add capabilities to submarine weapon systems,” said Carlo Zaffanella, vice president and general manager of Maritime and Strategic Systems for General Dynamics Mission Systems.

US Navy Picks First Female Submariners

The U.S. Navy has selected more than three dozen female enlisted sailors to qualify to serve aboard a submarine in a historic first for the sea service as part of a plan to more fully integrate women into the undersea force. The 38 selected female sailors are only the first step in a long-term plan approved by Chief of Naval Operations Admiral Jonathan Greenert to integrate the US Navy’s submarine force and provide opportunities for women to serve in all missions, the US Navy News Service said in a statement. “Applications from women… were received for the initial application period to fill four chief petty officer… and 34 rating conversion positions… across the two crews of the USS Michigan (SSGN 727),” the statement said.

Northrop Grumman VMS Approved for US Navy Subs

Northrop Grumman's Voyage Management System approved for use on U.S. The U.S. Navy has approved the use of Northrop Grumman Corporation's Voyage Management System (VMS), version 9.3, onboard SSN and SSGN nuclear powered submarines. The VMS software package will be installed on 55 SSNs and four SSGNs operating globally from all U.S. Navy submarine homeports. Installations have already begun and will be completed by the end of 2016. Version 9.3 which supports polar operations has significantly increased rendering speeds, integrates seamlessly with combat radar and mission planning submarine systems and allows for real-time checking of installed charts.

Road Show Scouts Female Submariners

Capt. Rod Hutton, deputy commander for the Enlisted Women in Submarines Task Force, led the Enlisted Women in Submarines Road Show to different military bases in the San Diego area Feb. 9-11. The road show is spreading the word that the submarine force is now open to female enlisted Sailors from E-1 to E-8. Speakers discussed how junior female Sailors could convert to rates in the submarine force and the type of candidates the force is seeking. In addition, they provided an insight of the lifestyle aboard submarines. "Up until 21 January all the enlisted billets in the submarine force were previously closed to women," said Hutton. Currently, more than 60 female officers are serving throughout the Navy's 76 submarines.

General Dynamics Awarded $25 Million for Submarine and Carrier Work

Groton, Conn. – The U.S. Navy has awarded General Dynamics Electric Boat two contracts worth $25.2 million to perform nuclear submarine and carrier maintenance and modernization work in Groton, Conn., and Bremerton, Wash. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD). Under the terms of the first contract, worth $15.4 million, Electric Boat will perform the planning, engineering and design, prefabrication and shipyard tasks required to complete a dry-docking continuous maintenance availability for the Los Angeles attack submarine USS Annapolis. The work will take place at Electric Boat’s Groton shipyard and, at its peak, will engage about 150 employees. It is scheduled for completion by December, 2012.

DoD FY '13 Budget Proposal: $13B/Year in Shipbuilding

President Barack Obama sent Congress a proposed defense budget of $613.9 billion for fiscal 2013, Feb. 13. The request for the Department of Defense (DoD) includes $525.4 billion in discretionary budget authority to fund base defense programs and $88.5 billion to support Overseas Contingency Operations (OCO), primarily in Afghanistan. Of the discretionary budget, $155.9 billion represents the Department of the Navy's budget request. This is a decrease of $1.4 billion from last year's baseline appropriation. Rear Adm.

Huntington Ingalls Inc. Wins $118.9m Contract Modification

Huntington Ingalls Inc., Newport News, Va., is being awarded a $118,977,769 modification under a previously awarded contract (N00024-10-C-2102) for engineering, technical, design, configuration management, integrated logistics support, database management, research and development, modernization, trade, and industrial support for nuclear submarines, submarine classes Los Angeles, Seawolf, Virginia, Ohio SSBN, and Ohio SSGN, special mission submersible interfaces, submarine support facilities, as well as Foreign Military Sales programs.. Contract funds in the amount of $260,000 will be obligated at this time. Work will be performed in Newport News, Va., and is expected to be completed by September 2012.

General Dynamics $12M Contract for Submarine Work

General Dynamics Electric Boat has been awarded a total of $11.7m by the U.S. Navy to support submarine maintenance and repair work at Portsmouth Naval Shipyard in Maine and Puget Sound Naval Shipyard in Washington. Electric Boat is a wholly owned subsidiary of General Dynamics (NYSE: GD). At Portsmouth Naval Shipyard, Electric Boat is supporting repair work in progress on the Los Angeles-class submarines USS Oklahoma City (SSN-723), USS Helena (SSN-725) and USS San Juan (SSN-751). The submarines scheduled for repair at Puget Sound Naval Shipyard are USS Seawolf (SSN-21), USS Pennsylvania (SSBN-735) and USS Michigan (SSGN-727).

Navy Signs 3rd Virginia-Class Contract

The Navy signed a five-year, $14b Multi-Year Procurement (MYP) contract for eight Virginia-class submarines Dec. 22. The contract, the third, or Block III, for the Virginia-class, calls for one ship per year in fiscal years (FY) 2009 and 2010 and two per year in FY 2011, 2012, and 2013. The contract also meets the Chief of Naval Operations' (CNO) and Virginia Class Program's mandate to reduce acquisition costs by approximately 20 percent for the FY 2012 ships. New Navy Contracts

Seaward Marine Services, Inc., Fairfax, Va., was awarded a $9,096,597 modification to previously awarded contract (N00024-09-D-4219) on Nov. 13, 2009, for waterborne hull cleaning and associated services to support the director of ocean engineering, supervisor of salvage and diving. The primary purpose of this contract is to provide hull cleaning, hull inspection and other related ship husbandry services on the underwater portion of Navy, Coast Guard, Army and Military Sealift Command ships and craft. Work will be performed in Norfolk, Va. (54 percent); Mayport, Fla. (24 percent); Ingleside, Texas (17 percent); and New London, Conn. (5 percent). Work is expected to be completed by August 2010. The Naval Sea Systems Command, Patuxent River, Md., is the contracting activity.
