U.S. exports of liquefied natural gas (LNG) fell for a fourth consecutive month to 6.19 million metric tons in April from 7.61 million in March on production outages, preliminary data from financial firm LSEG showed on Wednesday.Recurring mechanical problems have hit Freeport LNG, the second largest U.S. plant by capacity. Last month, the Quintana, Texas, terminal exported five cargoes for a total of 330,000 tons, compared to 21 cargoes and 1.42 million tons in December.Since mid-January, the plant has been operating without at least one of its three gas-processing trains.

The U.S. Environmental Protection Agency has revoked the pollution control permit of Bluewater Texas Terminal, according to a letter sent by the EPA to the offshore oil terminal, following objections from environmental groups.The terminal, jointly developed by refiner Phillips 66 and commodities trader Trafigura, had applied for a Clean Air Act permit in 2019 and received an EPA pollution control license in November 2020 that allowed it to emit almost 19,000 tons of pollutants…

U.S. oil refiner Phillips 66 is proposing a deepwater crude export terminal off the U.S. Gulf Coast, challenging at least eight other projects aiming to send U.S. shale oil to world markets, according to a memo and a source who asked not to be named.The project, called Bluewater Texas Terminal LLC, signals another major expansion of its logistics operations. The fourth largest U.S. refiner last week formed joint ventures to build pipelines linking shale fields in West Texas and North Dakota to the Cushing, Oklahoma, oil hub and the U.S.

Kinder Morgan announces land purchase, plans to construct dock and expand terminal capacity on Houston Ship Channel. Kinder Morgan Energy Partners say they will invest $106 million to purchase approximately 20 acres adjacent to its Pasadena, Texas, terminal, build nine new tanks with a storage capacity of 1.2 million barrels at its Galena Park terminal under long-term customer agreements, and construct a new barge dock that is expected to help relieve current barge congestion in the Houston Ship Channel.

Golden Pass Products LLC (GPP) affiliates Qatar Petroleum International (QPI) and ExxonMobil signed a framework agreement for the proposed liquefaction project at the Sabine Pass, Texas terminal. The agreement establishes a commercial framework to sell up to the full 15.6 million metric ton annual (MTA) output of the Golden Pass Products liquefaction project and provide shipping and sales opportunities to existing and new markets, including leveraging the sponsors’ long- term arrangements for international imports via the United Kingdom’s South Hook facility. The very large crude carriers (VLCC's) will load at Ras Tanura terminal for deliveries to a US Gulf Coast port next month. The very large crude carriers will each load 280,000 metric tons of oil at Saudi's Ras Tanura terminal between April 3 and April 9 for the voyage via the Cape of Good Hope to the Port Arthur, Texas terminal, reports Bloomberg from various sources. Saudi Aramco, as Saudi Arabian Oil Co. is known, and Royal Dutch Shell Plc (RDSA) operate refineries through Motiva Enterprises LLC. The joint venture is bringing its Port Arthur, Texas plant back to full capacity after a series of unplanned shutdowns. Morgan City, La.-based Conrad Industries Inc., announced it has been awarded a contract to build a ferry for the State of Texas and numerous other contracts totaling $36.6 million. The Texas Department of Transportation awarded Conrad the contract for a 264-foot-long passenger/vehicle ferry for the Galveston, Texas, terminal. The $22.5 million vessel is scheduled for delivery in 2009. Conrad also announced it will build 11 120-foot deck barges, three spud barges and two crane barges for four different customers. In addition, Conrad will conduct drydock inspection and general repairs to the M/V Culebra II, a 500-passenger aluminum-hull vessel operated by the Puerto Rico and Municipal Islands Maritime Transportation Authority.
