When a vessel-related accident occurs on the navigable waters of the United States, the investigation machinery starts up almost immediately. The operator, owner, or person in charge of a vessel involved in such a casualty is obliged to give the soonest practicable notification, often followed by a written report, to the local Coast Guard Sector or office. This begins a process in which livelihoods, liberty, and civil liability might all be at stake.

Costa Concordia – USCG Assists Investigation
U.S. Coast Guard is helping Italian authorities investigate the Costa Concordia disaster. Vice Admiral Brian Salerno told a House Committee the USCG is also on guard against safety violations on foreign flagged vessels that use U.S. ports. Salerno said after the Costa Concordia incident, the Coast Guard immediately offered technical expertise and support to the Government of Italy's marine casualty investigation.
ASA to Bid on Removal of Costa Concordia
Seven members of the American Salvage Association (ASA) have been invited to submit competitive bids to remove the capsized cruise ship Costa Concordia, which ran aground off the Italian island of Giglio in late January. One member already involved with response. According to Lloyds List, "The company (vessel owner), owned by Miami-based Carnival, said in a statement that it would select a salvage firm based on tenders" by the end of March.

The shipping industry has been warned by a leading maritime lawyer that it may soon face its “Deepwater Horizon moment” in the event of a mega containership casualty.
