Port State Control Software: KR to Supply EMSA

The Korean Register (KR) – an IACS member classification society  - is to supply the European Maritime Safety Agency (EMSA) with a new generation “RuleCheck” system.

In 2007, KR won a competitive tender to develop and supply the initial RuleCheck system to EMSA. Based on KR’s highly regarded KR-CON system, RuleCheck is a bespoke product that brings together a complete list of the wide ranging rules and procedures required by port state control officers (PSCOs) in the Paris MOU region.

RuleCheck allows PSCOs to produce a checklist of the relevant rules and procedures applicable to specific vessels. Checklists can be created to provide full details for initial as well as for more detailed or expanded inspections. The system enables inspectors to follow the complex elements of EU and international legislation consistently and more effectively.

KR and EMSA have held a series of discussions on how the new generation RuleCheck will improve the effectiveness of PSC inspections.

A core feature of the new system will be the “My Ship MLC” facility to address the Maritime Labour Convention. This new function will allow the relevant MLC regulations that are applicable to a specific vessel to be easily indentified.

On signing the contract with KR, EMSA project officer, Jaime Gonzalez Gil said:
 
“We have been using RuleCheck for more than five years and it has greatly assisted our PSC officers with their inspections. It has improved the quality and consistency of inspections across the Paris MoU region as well as enhancing efficiency. I am looking forward to working with KR on the next generation software”

KR say they will deliver the new system to EMSA at the end of this year.
