The Port of Prince Rupert has commissioned a new shore-based radar regime designed to safely accommodate the port’s growth in vessel traffic and international trade. Shore-based radar builds on the existing vessel traffic service that provides active vessel monitoring and navigational information to vessels at the Port of Prince Rupert. Transmitting data from three tower sites across the port’s coastal shores, the system provides coverage ranging from the northeast of Haida Gwaii to the Alaskan border. “The addition of radar improves the capability of the port to proactively monitor and manage vessel movement in the harbor,” said Don Krusel, President & CEO of the Prince Rupert Port Authority.

The Port of Prince Rupert, in collaboration with the Canadian Coast Guard (CCG), as well as input from the Pacific Pilotage Authority (PPA) and BC Coast Pilots (BCCP), has established another aid to navigation with advanced technology capabilities at the mouth of Prince Rupert’s Fairview Channel. Prince Rupert’s shore-based radar project also progressed toward completion with the arrival of several metric tons of technical equipment last week. Over the past five years the Port of Prince Rupert has invested millions of dollars in capital to assess risk, streamline practices and procedures, and create a marine safety regime rivaling the world’s largest ports.

Kinder Morgan Energy Partners said on Friday that crews have resumed survey work related to its Trans Mountain pipeline expansion project in the Vancouver suburb of Burnaby, even as Canadian police arrested more protesters at two work sites. Kinder Morgan said it was able to move its equipment onto Burnaby Mountain overnight and that crews would be working 24 hours a day for the next 10 to 12 days to complete drilling work required by regulators. The company, which hopes to nearly triple the capacity of the existing 300,000 barrel-per-day pipeline, plans to bore two holes deep into the mountain to test if it can run the expanded line under the conservation site, which is a popular hiking and picnic area for locals.

Entry into service of Canadian Coast Guard's new mid-shore patrol vessel, the CCGS Caporal Kaeble V.C., was inaugurated by The Honorable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec, on behalf of the Honorable Gail Shea, Minister of Fisheries and Oceans Canada. A U.S. Coast Guard and Royal Canadian Mounted Police law enforcement boat crew conducted the first Shiprider patrol of the 2014 Great Lakes boating season, Thursday, in Lake Erie. The Shiprider Program allows U.S. and Canadian maritime law enforcement officers to embark together on joint patrols to integrate operations on and near shared maritime borders. Law enforcement officers from Coast Guard Station Belle Isle, Michigan and a RCMP officer from Windsor, Ontario, embarked on a Coast Guard 45-foot response boat for the patrol in Lake Erie.

This morning, the RCMP along with partners from the Toronto Police Service and the Ontario Provincial Police detailed circumstances that led to the arrest of 53 year old Qing Quentin Huang of Toronto. Mr. Huang has been charged under the Security of Information Act with two counts of attempt to communicate to a foreign entity information that the Government of Canada is taking measures to safeguard. On Thursday, November 28, 2013, the RCMP was informed that Mr. Huang was taking steps to pass sensitive information to authorities from the People’s Republic of China. The information relates to certain elements of the Government of Canada National Shipbuilding Procurement Strategy which includes patrol ships, frigates, naval auxiliary vessels, science research vessels and ice breakers.

The owners, Marine Atlantic, give an update on the grounding of the ferry MV Blue Puttees in Port aux Basques harbour. Immediately following the incident, Marine Atlantic initiated an internal investigation to determine the cause and work towards preventing a similar incident in the future. Washington Marine Group (WMG) announced the signing of a Teaming Agreement with Thales Canada forming a strategic alliance to provide the Government of Canada a single solution for the future build and in service support of the Arctic Offshore Patrol Ships (AOPS). The AOPS program is worth over $2b dollars, delivering six ice breaking patrol vessels to the Canadian Navy, as part of the Federal Government’s National Shipbuilding Procurement Strategy (NSPS). It will provide 700 to 800 skilled jobs to BC shipbuilders and 40 to 60 high technology jobs, in Ontario. WMG is currently supplying in service support for the Canadian submarine fleet, Mid Life extension for Canadian Patrol Frigates, and building Motorized Lifeboats for the Canadian Coast Guard.

Department of Homeland Security (DHS) Secretary Janet Napolitano and the Honorable Vic Toews, Canadian Minister of Public Safety, announced a new Shiprider pilot project designed to bolster cross-border security operations in the waters of Puget Sound and off the Pacific Coast before and during the 2010 Winter Games in Vancouver. The project enables the Royal Canadian Mounted Police (RCMP) and the U.S. Coast Guard to cross-train, share resources and personnel and utilize each others’ vessels in the waters of both countries. The pilot will be consistent with the Framework Agreement governing Shiprider operations in shared waterways signed by Secretary Napolitano and former Public Safety Minister, the Honorable Peter Van Loan, in May 2009.

The Government of Canada will assist Canada's ports with the cost of modernizing and strengthening their security systems and programs. The funding announcement was made by Transport Minister Tony Valeri at the Port of Halifax's Pier 21. The Marine Facility Security Contribution Program is a three-year, $115 million commitment to assist ports and port facilities with security enhancements. It forms part of the Government of Canada's National Security Policy announced on April 27, 2004 by Deputy Prime Minister Anne McLellan. An underwater video released Tuesday by B.C.'s Transportation Safety Board shows images from inside the sunken Queen of the North ferry during a dive by a remote-controlled submersible last month. The video shows the submersible's manipulator arms clearing the ferry deck of debris, breaking a bridge window to gain access and taking images of the controls. It also shows the submersible retrieving bridge computerized electronic systems that could shed light on what led to the fatal accident. The images from inside the vessel, which came to rest on the ocean floor a little over 1,400 feet were taken during a two-day dive by a submersible called an ROPOS (remotely operated platform for ocean science) operated by a Vancouver Island company, the Canadian Scientific Submersible Facility.

The Canadian Press has reported that the federal Canadian government has approved an additional $45m for the Canadian Coast Guard this year, in an effort tokeep many of its existing vessels ship shape. Reports said that the $45m covers just the annual shortfall in coast guard funding for core operations. In 2005, the coast guard received $26 million in one-year interim funding to help bridge the annual gap. But the Department of Fisheries and Oceans had to cover any remaining deficit, the documents note. The funding infusion will enable the coast guard to carry out a series of refits to vessels, such as deck replacement and upgrading on the Cygnus and a major engine overhaul on the Pearkes.

First video footage from a downed British Columbia ferry suggest the vessel apparently sank in a single piece but the whereabouts of two missing passengers remains a mystery. A three-hour mini sub dive located the Queen of the North intact in about 420 meters of water. The vessel was found resting on its keel. Silt covers the hull up to the rubbing strake — a horizontal piece of material on the outside of a ship used to prevent damage from rubbing up against a pier or dock — and above in some areas. There was no sign of the two missing passengers, a B.C. couple, Gerald Foisey and Shirley Rosette. The video footage has been reviewed by B.C. Ferries and the Transportation Safety Board — which is investigating the accident — as well as representatives of Transport Canada and the RCMP.

On September 12th, 2005, the Royal Canadian Mounted Police (RCMP) and United States Coast Guard (USCG) began a two-week pilot project to enhance inland marine border security. The pilot project, based on the innovative law enforcement concept, known as “Shiprider,” will involve joint marine patrols on the St. Clair River and surrounding waterways in the Windsor/Detroit region. During the project, USCG officers will join RCMP officers on their vessels, and conversely, RCMP officers will join USCG officers on their vessels. The four 25-foot rigid hull boats taking part in the pilot will patrol and travel in American and Canadian waters in the region.
