Mr. Thomas Winkowski, CBP, provided information regarding the Container Security Initiative (CSI) and other programs of the US Customs and Border Protection (CBP). Mr. Stephen Caldwell, GAO, testified that all the agencies involved in port security face personnel and resource constraints.
