The Maritime and Port Authority of Singapore (MPA) conducted a multi-agency Joint Oil Spill Exercise (JOSE) yesterday (Friday) to test its abilities to respond to oil spills at sea. A mock collision and oil spill was staged in Singapore waters near Pulau Semakau in a response exercise.More than 250 personnel from 26 agencies participated in JOSE 2018 (please see Annex A for list of agencies), which comprised a table-top exercise at the MPA’s Port Operations Control Centre. Unmanned aerial vehicle (UAV) survey and inspection firm Cyberhawk has completed the first full ABS Intermediate Hull Survey 4 on an oil tanker using UAVs.Cyberhawk performed full class inspection across 19 tanks on board an oil tanker while at a shipyard in Singapore. This included 12 Cargo Oil Tanks (COT), two slop tanks and five ballast tanks. Attending was the American Bureau for Shipping (ABS) to ensure the quality of the inspection complied with the specific ABS rules (ESP) set for tankers.

Damen Shipyards said it has won an open tender for the supply of a tug to Port Autonome de Papeete on the Pacific island of Tahiti. Tahiti is part of French Polynesia, an overseas territory of the French Republic. The tug will be Damen’s popular ASD 2810 model, a rugged, versatile vessel capable of delivering 60 tonnes of bollard pull. Two new coatings, Hempadur Quattro XO 17820 and 17870, are being introduced to increase the service life and reduce on-station maintenance requirements of offshore assets by leading worldwide coatings supplier Hempel. The new high-performance pure epoxy uni-primers presented today (9 January), combine excellent corrosion protection with construction flexibility. Hempadur Quattro XO 17820 / 17870 are part of a series of two-component epoxy primer coatings which provide advanced crack resistance using Hempel’s patented fibre technology. They can be applied in immersed and non-immersed areas of any offshore asset, from offshore platforms and drilling rigs through to support vessels.

Aegean Marine Petroleum Network Inc. has announced the launch of a new service center in Rostock, Germany that will serve all German Baltic Sea ports and Southern Scandinavian ports. The operations at Rostock will be managed by the existing team at OBAST Bunkering & Trading GmbH (OBAST), a physical bunker supplier and cargo oil trader. Under the terms of the agreement with OBAST, Aegean will acquire OBAST's existing share capital. E. The multi-agency joint oil spill exercise was conducted today as part of an on-going effort to ensure our ports remain safe, secure and clean for the international shipping community. Code-named JOSE 2016, the exercise was organised by the Maritime and Port Authority of Singapore (MPA) as part of the closing programme for the 19th Singapore International Bunkering Conference and Exhibition (SIBCON) 2016. Close to 80 delegates from SIBCON 2016 observed the oil and chemical spill exercise today. The ground deployment exercise will test the use of a new modern and efficient system, ‘NeatSweep’ to contain the spilled oil. Over 250 personnel from 28 agencies participated in the table top and seaward exercise that took place around the vicinity of Raffles Reserved Anchorage.

Singapore-listed Otto Marine has announced that its offshore shipyard has branched out to secure three new shipbuilding contracts worth $23m in total. New contracts came along with Group's efforts in diversifying and expanding product portfolio in a weak market. An Indonesian firm has ordered a 6,500 LTDW (Long Tons Deadweight) product oil tanker, with cargo oil tank capacity of 8,300 cubic meters. Another Indonesian state-owned enterprise has entered into a contract for two units of 1,200 GT (Gross Tonnage) ferry. Chief executive Michael See said the vessels are scheduled to be delivered in the fourth quarter of 2017, and expected to contribute positively to the group's financial performance for the financial years of 2016 and 2017.

ClassNK has issued approval for Nippon Steel & Sumitomo Metal Corporation’s newly developed corrosion resistant steel (NSGP-2) for use on the upper deck and/or inner bottom of crude oil tanker cargo oil tanks (COT). Following earlier approvals of steels for the inner bottom plating of COTs, this marks the first time that approval has been granted for corrosion resistant steels for both the top and bottom parts of the COT, providing owners and shipyards with a practical alternative to coating systems. SPS Overlay has yet again been used for side impact protection on three FPSOs for a major player in the offshore industry. The work was carried out at Enseada do Paraguaçu S.A. Shipyards (EEP) in Brazil and COSCO (Dalian) Shipyard, China. These projects were undertaken during the course of 2014, with the final project being completed in December 2014. After all, the industry was created in America ... it is only appropriate that the United States dominate it again. Offshore supply vessels (OSVs), also known as platform supply vessels (PSVs), have been a distinct vessel type since 1956, when the MV Ebb Tide was placed into service in the Gulf of Mexico. Ebb Tide was designed by Alden J. “Doc” Laborde to meet the growing demand for vessels to service the increasing number of offshore oil drilling rigs in those waters. Previously, this new industry had been served, albeit inadequately, by existing vessels, particularly surplus amphibious assault barges. Ebb Tide was designed with the pilot house at the bow and with an open deck from there aft to the stern.

Leading classification society ClassNK announced that it has completed work on the 165,178GT VLCC Al Kout, built by Daewoo Shipbuilding & Marine Engineering Co., Ltd. (DSME) as part of a series of vessels constructed for the Kuwait Oil Tanker Company S.A.K. (KOTC). The Al Kout was officially delivered to KOTC at a ceremony held at KOTC Head Office in Kuwait on 30 October 2014. The Al Kout is the final vessel of the four VLCCs and one Aframax Tanker constructed by DSME as part of this project under ClassNK Rules and Regulations and in line with KOTC’s strict standards on safety and environmental performance. The VLCC series is also the first in the ClassNK registry to comply with the Performance Standard for Protective Coatings (PSPC) requirements for Cargo Oil Tanks of Crude Oil Tankers.

To address the sudden need for supplies overseas during World War II, the United States government launched the Emergency Shipbuilding Program in 1941 that resulted in the construction of more than 5,700 cargo ships for the U.S. Maritime Commission. 2,710 of these vessels were of a design that became known as Liberty ships. These vessels were designed as economically and quickly built cargo steamers that formed the backbone of a massive sealift of troops, arms, materiel and ordnance to every theater of the war. RIO 2016 is the first vessel in a series of two shuttle tanker in Brazilian water operation, designed by Sungdong Shipbuilding & Marine Engineering for Tsakos Energy Navigation Ltd., two companies with a long and good historic relationship. This vessel was chartered to Petroleo Brasileiro SA. The ship is built under the survey of DNV and designed in accordance with IACS common structure rule (CSR). The vessel has six pairs of cargo oil tanks, two slop tanks, fore and aft peak tanks, segregated water ballast tanks, fuel oil tanks and fresh water tanks.

Classification society ClassNK announced  that it had released an updated edition of the Rules and Guidance for the Survey and Construction of Steel Ships. ClassNK continuously reviews, updates and amends its technical rules and guidance as part of its ongoing efforts to improve the safety of life and property at sea, and to protect the marine environment. The rules and guidance are amended regularly to reflect the latest research results from damage investigations as well as changes made to relevant international conventions, IACS Unified Requirements, national regulations and requests from the maritime industry. OSD-IMT, a division of Offshore Ship Designers, has secured a design contract for two IMT 965 seismic support vessels (SSV's) with a bollard pull in excess of 50 tonnes for China Oilfield Services Ltd (COSL), Beijing. The vessels will be used to provide a range of support activities to larger seismic vessels which operate continuously for months when conducting seismic surveys. The concept of force majeure has been broadly accepted since mariners initially encountered the perils of the sea. Persons and governments ashore have been obligated, at least by natural law, to accept and succor those in distress at sea. Concomitant with force majeure is the notion of providing a ship in distress with a place or port of refuge. A place of refuge is where a ship could go to avoid or ameliorate the peril and then depart at the earliest opportunity. Fugro Satellite has announced the appointment of Genoa based CAIM as national sales agent for the Marinestar range of navigation products and services for deep sea commercial shipping.
