The U.S. Environmental Protection Agency (EPA) has issued the final air quality permit for Dominion Energy’s 2.6 GW Coastal Virginia Offshore Wind (CVOW) project located off the coast of Virginia Beach in the United States.Issued on April 9 following a 30-day public comment period, the permit authorizes the construction and operation of the largest offshore wind project in the U.S.

Glosten and Global Diving & Salvage say they have used a mobile system to treat ballast water on board a 350-foot marine vessel moored in Coos Bay, Ore.The firms deployed the Glosten Ballast Responder successfully treating all 3,990 tons of ballast water on board. The contingency response team deployed from Seattle the morning of May 21 and certified all ballast water on board as safe for discharge by the evening of May 23.“The system and team performed very well,” said Glosten Principal and ballast water treatment expert Kevin Reynolds, PE.

The U.S. Coast Guard said it has established a Unified Command comprised of Michigan Department of Environmental Quality, county emergency managers, local tribes, the National Oceanographic and Atmospheric Administration, U.S.

Eight vessels with a combination of skimming packages, boom and absorbents have been deployed in response to an oil spill on the Mississippi River near Gramercy, La. The U.S. Coast Guard said it received a report Thursday morning from the National Response Center of stating oil was discharged from Petroleum Fuel and Terminal Mt. Airy during a transfer from the facility to a barge at mile marker 144.6 on the Mississippi River. Officials estimate that 2,500 gallons has been spilled. The Coast Guard conducted two overflights and deployed multiple teams to assess impacts. Oil spill response organizations OMI Environmental Solutions and Environmental Safety and Health are also responding, while the Center for Toxicology & Environmental Health LLC is conducting air monitoring.

An estimated 7,500 to 9,000 gallons of Jet A aviation fuel has spilled within Washington D.C.’s Ronald Reagan Washington National Airport and into the Potomac River, Friday. A Unified Command consisting of the U.S. Coast Guard; Metropolitan Washington Airports Authority personnel, including Airport Operations and Fire and Rescue; D.C. Department of Energy and Environment, Virginia Department of Environmental Quality and D.C. Harbor Patrol has been established and is responding to the spill. Airport operations have not been impacted.

The U.S. Environmental Protection Agency (EPA) awarded $5 million in grant funding for clean diesel projects at U.S. ports. The selected projects in California, Oregon, New Jersey and Texas will improve the air quality for people who live and work near the ports, and reduce emissions of the greenhouse gasses that lead to climate change, EPA said. “EPA and ports have a shared interest in working together to find practical solutions to reduce pollution for the benefit of workers and communities,” EPA Administrator Gina McCarthy said at a conference hosted by American Association of Ports Authorities, where she announced the grant recipients.

Nebraska's Supreme Court ruled against a challenge to the Keystone XL oil pipeline's route through the state on Friday, clearing the way for the Republican-controlled U.S. Congress to try to force President Barack Obama to approve the project. The 1,179-mile (1,900-km) pipeline would send up to 830,000 barrels per day of oil sands crude from Hardisty, Alberta, across the U.S. border to Steele City, Nebraska, where it would connect with the project's already-built Gulf Coast leg. July 2008 - TransCanada Corp announces plans to expand its existing 590,000 bpd Keystone oil pipeline system to the Gulf Coast. September 2008 - TransCanada Corp files an application with the U.S. State Department for a presidential permit allowing construction of the project.

The U.S. Environmental Protection Agency today announced that two U.S. Areas of Concern, Deer Lake in the Lake Superior basin and White Lake in the Lake Michigan basin, have been removed from the binational list of toxic hotspots that were targeted for cleanup in the U.S.-Canada Great Lakes Water Quality Agreement. After decades during which only one U.S. Area of Concern was delisted, federal agencies have accelerated cleanup actions during the past five years by using Great Lakes Restoration Initiative funding.

The Coast Guard 9th District, partner agencies, and Enbridge Energy Limited Partnership will conduct a full-scale oil spill response exercise in Indian River, Michigan, Wednesday. More than 200 participants from the Coast Guard; Enbridge; the Charlevoix, Cheboygan, Emmet County Office of Emergency Management; Michigan Department of Environmental Quality; and the Environmental Protection Agency, will participate in the exercise, which simulates a breach in Enbridge’s Line 5 and a worst-case discharge of light crude oil.

The U.S. Watchstanders at Coast Guard Marine Safety Unit Baton Rouge received notifications about the haze at 9 a.m. The Coast Guard, in conjunction with several first responders including local parish fire departments, Louisiana Department of Environmental Quality, and Louisiana State Police, responded. Air monitoring was conducted, both on and off the river, throughout the response. Air monitoring showed no measurable levels of chemicals in the air and the mysterious haze was not located. The initial source or cause of the reported haze remains unknown. There is no danger to waterways or the surrounding communities and the Lower Mississippi River has been reopened to all traffic.

In February, due to a collision between a tug boat and a tank barge, approximately 31,500 gallons of crude oil were released into the Mississippi River. The Mississippi River was closed down for two days and the residents of St. Charles Parish sat on pins and needles, waiting to find out if their drinking water would be contaminated. Thankfully, the drinking water was not affected, there were no reports of serious environmental damage and the River re-opened several days after the closure. It doesn’t always and happily, however. Unfortunately, the potential for a spill like this is always present when operating vessels.

Halliburton Pleads Guilty to Destruction of Evidence in Connection with Deepwater Horizon Disaster and Is Sentenced to Statutory Maximum Fine; Former Halliburton Manager Is Charged. Halliburton Energy Services Inc. (Halliburton) pleaded guilty today to destroying evidence pertaining to the 2010 Deepwater Horizon disaster and was sentenced to the statutory maximum fine, the Justice Department announced. In addition, a criminal information was filed today charging a former Halliburton manager, Anthony Badalamenti, 61, of Katy, Texas, with one count of destruction of evidence.

Halliburton Energy Services Inc. has agreed to plead guilty to destroying evidence in connection with the Deepwater Horizon disaster, the Department of Justice announced today. A criminal information charging Halliburton with one count of destruction of evidence was filed today in U.S. District Court in the Eastern District of Louisiana. Halliburton has signed a cooperation and guilty plea agreement with the government in which Halliburton has agreed to plead guilty and admit its criminal conduct. As part of the plea agreement, Halliburton has further agreed, subject to the court’s approval, to pay the maximum-available statutory fine, to be subject to three years of probation and to continue its cooperation in the government’s ongoing criminal investigation.

The Coast Guard, along with the Louisiana Department of Environmental Quality & partner agencies, respond to reports of an odor. Watchstanders at Coast Guard Sector New Orleans received the report of an odor extending throughout parts of the greater New Orleans area, including parts of Jefferson, Orleans and St. Bernard parishes at approximately 5 a.m. Wednesday. Responders have been deployed throughout the area and coordinated an investigation in concert with other agency responders and employees from the Chalmette Refining, LLC, facility in Chalmette. Earlier the facility had reported and quickly stopped a leak and, while the investigation is still ongoing, officials currently believe it could be the source of the odor. The leak was contained to a unit at the refinery.

The Michigan Boating Industries Association (MBIA) thanks the Michigan State House and Senate for speedy support of bills. The package included assistance to public and private marinas and helped streamline the regulatory process within the Michigan Department of Environmental Quality. The package received near unanimous support from both sides of the aisle and is headed to the Governor for his signature. "We commend the Senate and House for their commitment to help Michigan's marinas and Michigan's boaters," said MBIA Board Chairman Jim Coburn . "We are pleased our legislators recognize the importance of Michigan's boating industry to the future of Michigan. Thanks also needs to be given to Governor Snyder for identifying the crisis in early January and issuing a call to action.

The Coast Guard is reponding to limit pollution of the sea in the area 9 miles SW of Port Sulphur (on W. bank of the Mississippi) Louisiana. Coast Guard Sector New Orleans watchstanders received a report Tuesday that the 42-foot crewboat Sea Raider, allided with a wellhead owned by Swift Energy, causing the platform to discharge an oily-water mixture. Swift Energy, the responsible party, has contracted a barge to secure the wellhead. Response crews have deployed 1,800-feet of boom to contain the discharged oily-water mixture from the wellhead.

Lightering operations completed, flaring operations continue on the pipeline fire. The Coast Guard & assisting agencies continue response operations for a tug and barge that struck the pipeline near Bayou Perot. After the barge was removed from the scene and taken to a secure location, offloading operations were conducted and completed at approximately 3 p.m. Friday. The crude oil from the barge has been offloaded into a separate barge. At no time was any pollution observed coming from it. As the residual liquid petroleum gas in the pipeline dwindles, the flaring operations will continue. Flaring operations use flares which are devices that burn or oxidize industrial gaseous wastes in what the Coast Guard describes as a safe, controlled and efficient manner.

Steven E. Avery, 56, of Bohannon, VA, Billy J. Avery, 81, of Virginia Beach, VA, and the corporation Sea Solutions, Inc., all pleaded guilty yesterday in Norfolk federal court to various environmental crimes stemming from their activities in the ship scrapping business. Neil H. MacBride, United States Attorney for the Eastern District of Virginia, made the announcement that the plea was accepted by U.S. District Judge Arenda L. Wright Allen. The three will all be sentenced on July 12, 2012.

The blowout aboard the Deepwater Horizon and the resulting oil spill in the Gulf of Mexico captured the attention of both the public and regulators. As a result of this incident, both the government and the general public have developed opinions as to how such an oil spill should be avoided, contained and cleaned up. Now, even a small spill can become front page news and your company’s operations and policies will be scrutinized by the government, media and the general public. As such, it is important to develop a clear response plan to a spill before one happens.
