In the past few years, the commercial use of facial recognition technology has advanced at an explosive rate, expanding into numerous industries and trades. For instance, facial biometrics is increasingly relied on by airlines and airports across the globe; a similar trend is starting to take hold in the maritime industry, particularly the cruise sector.While this expansion is occurring, states and cities across the country—as well as the federal government—are attempting to enact strict laws regulating the use of facial recognition technology by commercial entities.

Miami-based cruise company Royal Caribbean Cruises Ltd. (RCL) will kick off construction of a third cruise terminal at the Port of Galveston in Texas next year.Both companies have approved a lease agreement to build a third cruise terminal at Pier 10 in Galveston with $100 million in construction cost.Through the public-private partnership, RCL will build the terminal, then lease it from the port for an initial term of 20 years, with four 10-year extension options.The two-story terminal will have a footprint of approximately 170,000 square feet on 10 acres in the eastern section of the Pier 10. On the morning of October 14, 2014, Scott Patterson received a text message at 6:18 a.m. from the security system on his boat stating, “Cockpit Motion” which included a link to a ten second video showing a perpetrator in the salon of his 52-foot Sea Ray Sundancer. Patterson immediately ran to the marina while police were dispatched. An alarm scared off the intruder, thwarting the potential theft of tens of thousands of dollars worth of electronics.

Transportation ministers from 14 countries met in Tokyo (Jan. 12-13) and announced their unanimous commitment to greater international cooperation on transportation security and, in particular, to take all possible measures to thwart terrorism targeting public transport systems. Maritime security was high on the agenda of the first Ministerial Conference on International Transport Security and of particular focus were small cargo ships, fishing vessels, harbor tugs, and boats like the one used to launch the October 20, 2000 attack on the USS Cole in Yemen.
