The U.S. Senate on Thursday failed to pass a bill to slap sanctions on Russia's Nord Stream 2 natural gas pipeline sponsored by Republican Senator Ted Cruz, a day after Democrats unveiled their own legislation.The tally was 55 in favor and 44 against the bill that needed 60 votes to pass, a major hurdle in the 50-50 Senate. The vote spanned nearly seven hours as Majority Leader Chuck Schumer considered options on voting rights legislation.Senator Robert Menendez won the support of many of his fellow Democrats, including President Joe Biden, for an alternative bill he introduced on Wednesday.

Sanctions that could hinder one of Moscow's most important projects in Europe, the Nord Stream 2 natural gas pipeline, have been included in the annual U.S. defense policy bill, two congressional aides said on Wednesday.The sanctions in the compromise National Defense Authorization Act between lawmakers in the House and Senate would penalize companies facilitating the construction of the pipeline, including ships helping operations to lay pipelines or moving rock formations on the sea bed.The sanctions also target companies providing insurance or secondary insurance for its construction and certification for the pipeline in Denmark.

The push to rebuild the U.S. Navy received a boost today when U.S. Senator Roger Wicker, R-Miss., and Congressman Rob Wittman, R-Va., introduced bicameral, bipartisan legislation that would make it the policy of the United States to achieve the Navy’s requirement of 355 ships. Under the “Securing the Homeland by Increasing our Power on the Seas (SHIPS) Act,” the fleet would be comprised of the optimal mix of platforms, with funding levels subject to annual appropriations. Currently, 276 ships are in the battle fleet.

The Navy will christen its newest Independence-variant littoral combat ship, USS Manchester (LCS 14), during a 10 a.m. CST ceremony Saturday, May 7 in Mobile, Alabama. Manchester, designated LCS 14, honors the city of Manchester, New Hampshire. Thomas Oppel, chief of staff to the secretary of the Navy, will serve as the principal speaker. The American Waterways Operators (AWO) is continuing an intensive lobbying campaign to bring the Vessel Incidental Discharge Act (VIDA) to a vote in the Senate and working with the American Maritime Partnership to strenuously oppose an anti-Jones Act amendment filed by Sen. John McCain (R-Ariz.). On Februaty 1, Sens. Austal and the U.S. Navy held a keel-laying ceremony today for the future USS Manchester (LCS 14), marking the first significant milestone in its construction. The U.S. Senate agreed on Tuesday to advance a bipartisan energy efficiency bill, but it could die unless lawmakers end a stalemate on how to proceed with the long-delayed Keystone XL oil pipeline project. The Senate voted 79-20 to move toward a debate on the energy bill, making it the first big energy legislation to reach the Senate floor since 2007. Norfolk, Va. - Amphibious assault ship USS Kearsarge (LHD 3) hosted a Senate subcommittee field hearing on energy March 12, the first time since 1960 that a Senate hearing was held aboard a Navy vessel. Senator  Jeanne Shaheen, chair of the Senate Subcommittee on Water and Power, was joined by Senator Mark Warner from Virginia. Among those who addressed the two Senators were Secretary of the Navy Ray Mabus and Former Secretary of the Navy and retired Senator John Warner. Both testified about the Navy's current strategy to reduce energy consumption and decrease its reliance on foreign oil.
