ClassNK Archive Center (NKAC) has stored the first Ship Construction Files (SCF) complying with IMO Global Based Standards (GBS) for the NACKS-built 311,000 DWT VLCC delivered on October 26, 2018, managed by MOL Tankship Management (Asia) Pte. Ltd.To encourage design transparency and help ensure safety throughout the life of vessels, SOLAS regulation II-1/3-10 entered into force in 2012, requiring SCF complying with IMO GBS to be provided by shipyards on a new ship’s delivery and kept on board and/or ashore.

ClassNK has established ClassNK Archive Center (NKAC), the maritime industry’s first onshore digital archive center that fully complies with IMO Goal-based ship construction standards (GBS) and the Industry Standard, which begin to apply from today. IMO GBS are broad, over-arching safety and environmental standards that ships are required to meet during their operational lifetime. The new SOLAS regulation II-1/3-10 made GBS applicable to bulk carriers and oil tankers of 150m in length and above for which the building contract is placed on or after 1 July 2016. The new regulation requires that a Ship Construction File (SCF) be provided upon delivery of a new ship and kept on board the ship and/or ashore.

The annual Tripartite meeting between shipowners, shipbuilders and classification societies was held in Seoul, Republic of Korea on 16 and 17 October 2015. The meeting was attended by 100 high level representatives of the industry, including chairmen and executives of the Round Table Associations (BIMCO, ICS, Intercargo and INTERTANKO) and OCIMF, IACS with its Class Society Members and CESS with the Shipbuilder Associations. ABS, a provider of classification services to the global offshore industry, has entered into a memorandum of understanding with Korean shipbuilders Hyundai Heavy Industries (HHI), Daewoo Shipbuilding and Marine Engineering (DSME) and Samsung Heavy Industries (SHI) to establish a joint industry project (JIP) with operators, drilling contractors and engineering companies to develop new international design standards for offshore oil and gas projects. The objective of the JIP is to establish new global design standardization procedures based on relevant industry standards, international regulations and class requirements across the offshore industry.

Variations in owner, operator and regulatory requirements during engineering and construction phases at South Korean shipyards present a huge challenge for operators and drive up costs. DNV GL has kicked off a joint industry project (JIP) with Hyundai Heavy Industries (HHI), Daewoo Shipbuilding and Marine Engineering Company (DSME) and Samsung Heavy Industries (SHI)  that will establish a new international standard for offshore oil and gas projects. The results could potentially cut project costs by 15%, or approximately USD 500 million for a typical TLP (tension leg platform) project, for example. The JIP aims to develop common and global best practices for components and equipment to reduce the number of, and variations in, requirements to the minimum necessary.

SMM was another full success. With more than 2,100 exhibitors from all around the world, including 150 first-timers, with 50,000 industry visitors and roughly 90,000 square metres of exhibition space, SMM has demonstrated once again what it means to be the leading international trade fair of the maritime industry. After four days brimming with activity, the 26th SMM came to a close today. "We set new records this year," said Bernd Aufderheide, CEO and President of Hamburg Messe und Congress GmbH. "The excellent turnout not only showed that companies are ready to meet the current challenges with determination, but it also revealed a growing appreciation for collaboration," he added.

Representatives of the leading worldwide Associations of Shipbuilders, Classification Societies and Shipowners met in Busan, Korea for their annual Tripartite meeting hosted by the Korean Register of Shipping and KOSHIPA, the national shipbuilders association. The meeting was united in expressing its serious concern with the obstacles that all three parties face as the Ballast Water Management Convention moves closer to ratification, eight years after its text was adopted. It was always going to be challenging to fit ballast water treatment equipment to all of the world’s 70,000 ships.

As persistent high oil prices and the burden of increased regulatory compliance have rendered energy management strategy development crucial for fleet owners worldwide, the shipping industry is on the verge of a new frontier where novel concepts and sophisticated approaches to ship design and performance verification methods emerge. The world’s major ship building nations agree that a combination of a stubborn global recession and high fuel prices which affect global trade and impact newbuilding orders require innovative thinking, creative strategies and investments in R&D to create the foundations for a new generation of shipping infrastructure which will be more resilient to fluctuating heavy fuel prices and more adaptable to alternative forms of energy.

In advance of SMM 2012, the leading trade fair for the maritime industries, to be held at the Hamburg Fair site from September 4-7, the duel in international shipbuilding is going into the next round – the Chinese shipyards were just ahead again in 2011. According to the latest survey by Clarkson Research, China delivered a total of 1,177 ships with 67.2 million DWT. The closest competitor was South Korea, which had 531 ships and 53.6 DWT, followed by Japan, in third position (462 ships, 32 million DWT). The three major shipbuilding nations from Asia are prominent exhibitors at SMM 2012, the shipbuilding, machinery & marine technology international trade fair Hamburg, from September 4-7.

Lloyd's Register’s teams in China and Korea have established a strong position in terms of ships ordered in 2010 which will be built to Lloyd’s Register class. Lloyd’s Register’s share of 2010 orders is, respectively, 29.6% in China and 28.3% in Korea.* While orders are from traditional areas of strength such as Greece, the continued expansion of shipowning in Asia is also driving demand. “It’s been an exciting year,” said Nick Brown, Marine Country Manager, China. “We have made a huge investment in China and have developed innovative services to support Chinese shipbuilders and both Chinese and international owners building in China. The 22nd edition of Posidonia 2010, an international shipping trade event, opens its doors next week on the back of renewed confidence in the state of Greek maritime affairs as outlined in a recent Union of Greek Shipowners (UGS) statement. According to UGS, Greece’s foreign exchange earnings from ocean going shipping services were substantial in 2009 amounting to $16.6b despite a slight decrease compared to the previous year. “The recent spate of new-building orders from Greek ship-owners is a tangible sign of recovery and has reignited the interest of Asia’s traditional shipbuilding superpowers Korea, Japan and China, who will field their biggest ever participation at Posidonia this year,” said Theodore Vokos, Project Manager, Posidonia Exhibitions S.A., the organizers of Posidonia 2010. The trade shipping event will be held for the 22nd time in Greece, June 7th to 11th at the Hellenikon Exhibition Centre.

According to Oh Kong-Gyun, Chairman and CEO of the Korean Register of Shipping (KR), the size of the Asian shipping and shipbuilding industries is such that they should occupy a more prominent and influential position in the international regulatory process than they currently do. Generating a louder voice for Asian shipping had been a central theme of Mr Oh’s recent IACS chairmanship and one that he is keen to continue now his tenure at IACS is complete. Oh was addressing an international forum of senior shipping people who had gathered to participate in SIMS, a Korean Register conference organised with the support of the Ministry of Land, Transport and Maritime Affairs, the Korea Shipowners’ Association, the Korea Shipbuilders’ Association and the Korea Marine Equipment Association.

Yonhap reported that South Korean shipyards have unparalleled competitiveness despite recent challenges posed by Chinese shipyards, industry and government sources said. The optimistic predictions come as alarm bells have been sounded over Chinese yards outpacing domestic companies in shipbuilding orders received in the first two months of this year. Such developments have caused some in China to boast that it can become the world's number one shipbuilding country by 2015. The Korea Shipbuilders' Association (KOSHIPA) said China is competitive in relatively small-sized bulk carriers that are simple, low-tech and do not bring very big profits. These views were echoed by Park Dong-hyuk, executive vice president for production management at Daewoo Shipbuilding and Marine Engineering Co.

The Ministry of Maritime Affairs and Fisheries (MOMAF) said that the Korea Shipbuilders's Association (KOSHIPA), comprising nine major Korean shipbuilders, would subscribe a fund for technical cooperation projects amounting to $100,000, in order to enable developing countries to advance their shipbuilding industries in the International Maritime Organization (IMO) arena. KOSHIPA plans to contribute $50,000 to the fund by the end of this year, and add more $ 50,000 as of early next year. The contributions will be deposited in the IMO/Korea Trust Fund, which was established in June 2003 in accordance with the memorandum of understanding and was designed to assist developing countries to implement the provisions of the international conventions.
