New Routines on the Bridge in the Digital World

Like every sector of cargo and passenger shipping, “digitalization”—where computerized processes are replacing onboard routines previously handled manually— is an ongoing trend coastwise, on the waterways and harbors. Regulatory compliance, especially with Subchapter M for towing vessels, has also driven choices of onboard equipment with digital interfaces to software and online platforms for record-keeping and for generating inputs for forms and documents.Improved performance has also shaped the capabilities of equipment in the wheelhouse and the view from the bridge.

Sub M Progress – an Update

Subchapter M, the United States regulatory code dealing with towing vessels and requirements for towing vessel safety, has officially been in place since July 20, 2016, when the U.S. Coast Guard finalized Sub M rulemaking.Since the rules were finalized there have been a couple of important hammer dates. In spring and summer 2018 the first certificates of inspection (COI) were issued. COIs are central within the Sub M program. A vessel needs a COI to legally operate. (All vessels were required to comply with Sub M by July 20, 2018.

Escher, Chairman, Red and White FleetIn 1960, Tom Escher, the grandson of the founder and now the current owner, started working as a sweeper and a mechanics helper on the Red and White vessels. In 1997, Escher purchased the Red and White Fleet, becoming the third generation of the family to own and operate the business. In September 2018, Red and White Fleet welcomed Enhydra, the newest and largest addition to the fleet. Enhydra is the first 600-passenger hybrid-drive vessel operating in the United States.

AWIA/WRDA Overwhelmingly Passes in Senate

Bill now heads to White House for President Trump’s signature.Today, the Senate voted 99-1 in favor of America’s Water Infrastructure Act of 2018/Water Resources Development Act, otherwise known as WRDA 2018. The Bill passed in the U.S. House by unanimous voice vote (435-0) in August.“The passage of WRDA 2018 is a win for the Nation’s towboat operators, freight shippers, ports and labor and conservation groups that rely on an efficient inland waterways system,” said Mike Toohey, President and CEO of the Waterways Council, Inc. Glosten Debuts New Harbor Tug Design

Seattle-based marine consultancy Glosten has unveiled the HT-67: a new 67' ASD (Z-Drive) harbor tug designed for versatility of service on inland and near coastal waters. Outfitted with a tow winch and pin box/stern roller assembly, this tug can tow astern as efficiently as a conventionally shafted tug of equal horsepower, and handle barges unassisted on arrival and departure. The Glosten HT-67 was developed with input from experienced towboat operators, noted Capt. Peter Soles, a Marine Consultant at Glosten.

WCI Praises Passage of Water Infrastructure Improvement for Nation

Waterways Council, Inc. (WCI) today commended the work of Congress to pass the Water Infrastructure Improvements for the Nation (WIIN) Act, of which the Water Resources Development Act (WRDA 2016) is included, by a vote of 78 to 21 during the lame duck session. WIIN/WRDA authorizes Army Corps of Engineers' work on locks and dams, dredging and other water resources projects. WCI applauded the efforts of the House Transportation & Infrastructure Committee, led by Chairman Bill Shuster (R-PA) and Ranking Member Peter DeFazio (D-OR), along with House Subcommittee on Water Resources and Environment Chairman Bob Gibbs (R-OH) and Ranking Member Grace Napolitano (D-CA).

Last summer, the United States Coast Guard (USCG) announced its intent to accept the American Waterway Operators (AWO) Responsible Carrier Program (RCP) as an acceptable Towing Safety Management System (TSMS) under pending Subchapter M regulations. The acceptance did not come without some major changes to the RCP, changes that were needed to ensure the RCP would meet USCG requirements and become a viable option for operators once new Subchapter M regulations take effect. Routine USACE Levee Work Halts Mississippi Traffic

Fully loaded barges headed to export market abruptly halted. Waterways Council, Inc. (WCI) and its agricultural and other commodity shipper members and towboat operators are reacting to the U.S. Army Corps of Engineers’ decision to perform, over the next 13 days, routine work that involves laying concrete mats that protect the river bank for flood protection. This requires traffic restrictions for towboats moving barges and other vessels while the mats are laid. A three-mile stretch of the Mississippi River near Memphis at Mile Marker 632-635 was closed at 6 a.m.

On May 22, the Water Resources Reform Development Act (WRRDA) of 2014, containing major recommendations of the Capital Development Plan (CDP), was passed by a vote 91-7 in the Senate. As MarineNews was going to press, President Obama finally signed the bill into law. The conference agreement had passed the House on May 20 by an overwhelming 412-4 vote. Come Together, Right Now …

Collaboration is a wonderful thing. And in Washington, DC, it seems to be a concept that has become more alien than ever before, with partisan politics that have gripped the nation’s capital. But teamwork is alive and well in the inland waterways industry when it comes to supporting the concept of increasing the amount of investment raised for lock and dam infrastructure on the inland system. Since 1986, commercial inland towing operators have been paying a user fee of 20-cents-per-gallon of fuel used while operating on the inland system that is deposited into the Inland Waterways Trust Fund (IWTF). Those monies are then matched by General Treasury dollars and spent for the purpose of new construction and major rehabilitation work on the inland waterways.

WRDA to the Wise

May 15, 2013 was a very good day for the nation’s barge and towing operators, as well as shippers of grain, coal, chemicals, petroleum products, aggregate materials, and agri-input products. It was also a good day for our nation’s economy and for its consumers. The Senate passed, by a vote of 83-14, a long-overdue Water Resources Development Act (WRDA), last reauthorized in 2007. WCI Praises IWTF Tax Reform

Waterways Council, Inc. (WCI) President and CEO Michael J. Toohey today praised the leadership of House Ways & Means Committee Chairman Dave Camp (R-Mich.) for inclusion of a recommendation to increase, by six cents per-gallon, the 20-cent-per-gallon user fee paid for by inland waterways towboat operators into the Inland Waterways Trust Fund (IWTF). The IWTF funds new construction and major rehabilitation of priority navigation projects on the nation’s inland waterways system. The recommendation was included in Chairman Camp’s discussion draft of the Tax Reform Act of 2014, released today.

Ingram Barge to Participate in EPA’s SmartWay

Ingram Barge Company announced its participation in the new Barge Freight component of the SmartWay Transport Partnership, a public-private partnership between the U.S. Government’s Environmental Protection Agency (EPA) and the country’s leading private industry freight carriers and freight users aimed at reducing carbon, oxides of nitrogen and particulate matter emissions. Ingram has been involved with the EPA in helping to develop, test and pilot the tool since 2010 and Ingram hopes that others will follow its lead in committing to improve efficiency and reduce pollution. SmartWay, currently composed of more than 3,000 truck and rail carriers and the shippers that hire them, is adding a new Barge Freight component this year.
