Sources: Second tanker skips fuel lift from Nayara sanctions-hit

According to three sources in the industry and LSEG's ship tracking data, a tanker won't load fuel as planned from India’s Nayara Energy Refinery, which is under sanctions. This vessel will be the second to alter its plans after the European Union restrictions.

Nayara Energy, a company owned in part by Russia's biggest oil producer Rosneft fell foul of the latest set of sanctions, imposed by the European Union on Friday, over Russia's ongoing war against Ukraine. The conflict began in February 2022.

According to data provided by LSEG Shiptracking on Wednesday and a shipping company, the Chang Hang Xing Yun will load approximately 35,000 metric tonnes (260,750 barges) of ultra-low sulphur fuel from Kuwait before heading east to Africa on August 1.

PetroChina had previously reported that Nayara Energy was to load 35,000 tons diesel between July 29 and 31 at its Vadinar port. The cargo would be bound either for Southeast Asia or Chittagong, Bangladesh.

Petrochina Energy and Nayara Energy have not responded to our requests for comment.

On Wednesday, the ship was still off of India's west coast.

On Tuesday, it was reported that the Nayara Energy tanker Talara, chartered by BP, had left Vadinar's port earlier without loading.

Nayara Energy condemned on Monday the EU's unilateral and "unjust" decision to impose sanction against it. India has also said that it does not support the sanctions. (Reporting and editing by Tony Munroe, Clarence Fernandez and Mohi Naryan; Additional reporting and editing by Trixie Yap)
