China's state-backed shipbuilding giants said they have not received any merger-related information from authorities, after an executive swap between the firms sparked a market rally in their shares. The pair are the latest state firms to see merger rumours trigger jumps in their share prices, as investors expect the government to unleash a fresh round of industrial consolidation as part of reform of its state-owned enterprises. Shares in China CSSC Holdings Ltd and China Shipbuilding Industry Co Ltd (CSIC) reached their 10 percent trading limit on Thursday after their parent firms announced that CSSC chairman Hu Wenming will now head CSIC among other management changes.

The US Court of Appeals for the Fifth Circuit ruled that a creditor with a perfected Uniform Commercial Code (UCC) security interest prevails over a creditor with a subrogated claim.  In the instant case, the US Army Corps of Engineers hired a marine construction company to construct pile dikes on the Lower Mississippi River.  Various entities then sought payment of the contract funds based on monies allegedly owed by the contractor.  The Corps of Engineers commenced this action asking the court to resolve the conflicting claims.  The court concluded that the subrogated claim gave the claimant only an equitable claim that was unsecured.  US v. Hanjin Heavy Industries and Construction Corp. will invest $2b in a new shipyard complex in Mindanao, its second in the Philippines after putting up a similar facility in Subic last year. President Gloria Macapagal Arroyo met with Hanjin president Jeong Sup Shim at the Palace yesterday where she was informed of the latest investment in Misamis Oriental. The money committed by Hanjin in Mindanao surpasses its capital inflow in Subic last year, which made Korea the single-biggest source of foreign direct investment in 2006. Presidential Management Staff head Cerge Remonde said the Mindanao shipyard would be two times bigger than the complex of Hanjin in Subic. The new facility will be constructed at the Phividec Industrial Estate in the towns of Tagoloan and Villanueva.

China National Offshore Oil Corp (CNOOC) has acquired China National Chemical Construction Corp (CNCCC), Xinhua reported. No further details were provided. Xinhua cited CNOOC general manager Fu Chengyu as saying that the acquisition will enable CNOOC to sharpen its competitiveness by using CNCCC's skills in fertilizer production, chemical research, engineering design and international trade.

Daewoo Heavy Industries Co. has reportedly expressed willingness to join Korea Heavy Industries and Construction Corp. in a planned ship engine joint venture. Executives from Daewoo, Korea Heavy and Samsung Heavy Industries Co. are to meet Dec. 4 to discuss Daewoo's proposal to join the venture. Korea Heavy and Samsung have agreed to set up a 60-40 joint venture that will take over ship engine manufacturing operations of the two companies starting on Jan. 1. Daewoo Heavy officials confirmed it had expressed its intention to join the venture, but did not give more information.

Korea Heavy Industries and Construction Corp. said Daewoo Heavy Industries has expressed willingness to join it in a planned ship engine joint venture. A spokesman for the government-run machinery manufacturer said executives from Daewoo, Korea Heavy and Samsung Heavy Industries were due to meet to discuss Daewoo's proposal to join the venture.
