Shell Discovery in Eastern GOM
Shell announced a significant new oil discovery in the deepwater eastern Gulf of Mexico, adding to discoveries in the area from 2009. The discovery is located at the Appomattox prospect in 2,200 metres (7,217 feet) of water in Mississippi Canyon blocks 391 and 392. Shell drilled the discovery well, located on Mississippi Canyon block 392, to a depth of 7,643 metres (25,077 feet) and encountered approximately 162 metres (530-feet) of oil pay. Shell then drilled an appraisal sidetrack to 7,910 metres (25,950-feet) and encountered approximately 116 metres (380-feet) of oil pay. Additional appraisal activities are planned for later in the year.
Wärtsilä, Shell Sign Deal to Promote LNG as a Marine Fuel
Wärtsilä and Shell Oil Company have signed a Joint Co-operation Agreement aimed at promoting and accelerating the use of liquefied natural gas (LNG) as a marine fuel. The agreement was signed in August 2011 and will run for several years. Supplies of low cost, low emissions LNG fuel will be made available to Wärtsilä natural gas powered vessel operators, and other customers by Shell. The Joint Cooperation Agreement will focus first on supplies from the US Gulf Coast, and then later expand their efforts to cover a broader geographical range. Gas fuelled marine engines are seen as being a logical means for ship owners and operators to comply with increasingly stringent environmental legislation.

Canada Fines another Vessel for Speeding
Transport Canada has issued a $6,000 fine to the owner of Panama flagged bulk carrier Federal Cardinal after the supramax vessel allegedly failed to comply with vessel speed restrictions in the Gulf of St. Lawrence. In August Canada put in place a temporary mandate for vessels of 20 meters or more to slow to a maximum of 10 knots due to the increased presence of whales in the western Gulf of St. Lawrence, between the Quebec north shore and just north of Prince Edward Island – a rule that will remain in effect until the whales have migrated away from the area.
Coast Guard Responds to Grounded Vessel in St. Lawrence Seaway
The U.S. Coast Guard and the Saint Lawrence Seaway Development Corporation are responding to the motor vessel Pacific Huron, loaded with soybean, that ran aground late Wednesday in the Saint Lawrence Seaway near Wellesley Island, New York. The forward portion of the 623-foot motor vessel is aground and their stern anchor is deployed. The vessel is 1,000 feet outside of the channel. There are no reported injuries to the crew, and no reported leaks, pollution, or flooding on the vessel. The seaway is continuing to manage traffic around the vessel through the navigation channel. Ice Study on St. Lawrence Seaway
The U.S. Department of Transportation’s Saint Lawrence Seaway Development Corporation (SLSDC) together with Transport Canada, the Canadian St. Lawrence Seaway Management Corporation (SLSMC), the U.S. St. Regis Mohawk Tribe, and the Canadian Mohawk Council of Akwesasne have finalized a three-year Joint Observational Study (JOS) that assessed the potential impacts caused by icebreaking activities on the St. Lawrence Seaway. Navy Welcomes William P. Lawrence to the Fleet
The Navy welcomed guided-missile destroyer USS William P. Lawrence (DDG 110) into the fleet during a commissioning ceremony in Mobile, Ala., June 4. The newest Arleigh Burke-class ship, the 60th of its class, is named in honor of the late Vice Adm. William P. Lawrence, a highly-decorated Naval aviator and Vietname prisoner of war. Lawrence began his naval career as an academic scholar and athlete at the U.S. Naval Academy, where he later returned to occupy the Chair of Naval Leadership after retiring from active duty, Feb. 1, 1986.
New St. Lawrence Seaway Board Members & CEO
The St. Lawrence Seaway Management Corporation announced the following recent changes to its Board of Directors. Ian MacGregor assumed the position of Chair of the Board at the meeting of the Board held on August 18, 2010. MacGregor replaces Guy Véronneau, who recently left the Board after serving as Chair for the past four years. MacGregor is a director of Seaway Marine Transport and Chairman of Golden Star Resources Ltd. David L. Muir, FCA joined the Board of Directors in May 2010 as the representative of the Federal Government. Muir is Senior Vice President, Collins Barrow Ottawa Management Consultants Inc. Jonathan Bamberger joined the Board of Directors on August 28th as the industry representative for the Corporation’s “Other Members”.
Face-lift for Port of Windsor
The Windsor Port is key area in the planned $7-billion worth of investments to transform Canada’s most important transportation and trade networks, the Great Lakes-St. Lawrence Seaway. Approx $60 million has been spent in Windsor to improve infrastructure the last five years. The investment helps ensure Windsor will remain a key port and vital part of the waterway’s growing success, said David Cree, CEO for the Windsor Port Authority. He hoped the public appreciates the scale of investment to keep the seaway modern and efficient.
Korean Shipbuilder Will Build and Invest in U.S. Company
Korean ship builder NOK-BONG Ship Building Co., Ltd. (NBS) has purchased 20,000,000 unissued shares of common stock in St. Lawrence Energy Corp., a Delaware corporation, at a price per share of $1.50, for $30m. Concurrently St. Lawrence Energy is making an investment in purchasing 400,000 shares of NOK-BONG common stock for $30m. As a result, St. Lawrence now owns approximately 33% of NOK-BONG. With the transaction, St. Lawrence Energy enters the energy sector, including renewable energy and transportation. St. Lawrence Energy's initial business will involve the ownership of six new ships designed and constructed by NOK-BONG to transport ethanol and other fuels between U.S. ports and worldwide markets in an effective, cost-efficient way. St. Lawrence Seaway Traffic Sluggish in July
“We are about half-way through the 2016 navigation season and our overall cargo tonnage numbers are down by 11 percent,” said Betty Sutton, Administrator of the Saint Lawrence Seaway Development Corporation. Sutton added, “Aluminum shipments supporting the automotive industry played a significant role in activity at the ports of Oswego, NY, Toledo, OH and Detroit, MI. We also saw wind energy parts moving through the Port of Ogdensburg, NY, headed for the new Jericho Rise Wind Farm project in upstate New York.
$7 Billion Makeover for Great Lakes-St. Lawrence Shipping
A new study released today reveals that $7 billion is being spent on asset renewal and infrastructure improvements in the bi-national Great Lakes-St. Lawrence shipping system. The investment survey, compiled by maritime trade consultants, Martin Associates, tallies US$ 6.9 billion in capital spending on ships, ports and terminals and waterway infrastructure in the Great Lakes and St. Lawrence waterway. Of that total, $4.7 billion has been invested in the navigation system from 2009-2013 and another $2.2 billion is committed to improvements from 2014-2018.
Tug Safety Training Offered at Port of Milford Haven
A powerful virtual-reality ship simulation system, operated by the Port of Milford Haven is running courses to train tug boat operators from across Britain. The Navigation Suite, based at Milford Waterfront, creates highly realistic computer-generated versions of any port in the world, giving trainees the opportunity to take the controls of any vessel, including tugboats, to practice scenarios. Tug skippers from Williams Marine Services and Teignmouth Harbor Commission spent two days undertaking theory based safety training and working on simulated ‘as real’ scenarios within the port.
St. Lawrence Seaway Introduces New Computerized Vessel Tracking
The St. Lawrence Seaway has debuted its new Traffic Management Improvement Project (TMIP). The project is a joint venture between the St. Lawrence Seaway Management Corporation on the Canadian side and the U.S.-based St. Lawrence Seaway Development Corporation. Installed at the St. Lambert, St. Catherine and Massena control centers, the system is able to monitor and schedule vessel traffic on both sides of the border. Via transponders placed aboard the ship as it enters the Seaway, the system provides controllers with vital information such as the vessel's inbound position, course and destination.
Sulzer Joins SLSDC Advisory Board
Dr. Arthur H. Sulzer, Captain USN (Ret), Sworn in as Member, Advisory Board of the Saint Lawrence Seaway Development Corporation. Dr. Dr. Arthur H. Sulzer, Captain USN (ret), is President of Arthur H. Sulzer Associates, Inc., a position he has held since 2001. From 1974 to 2005, Captain Sulzer served in the United States Navy. His active duty assignments included Operation Iraqi Freedom and Operation Enduring Freedom, where he commanded the U.S. Naval Ship COMET. In 2003, Captain Sulzer joined several colleagues from Philadelphia to open Maritime Academy Charter High School.
Canada Extends St. Lawrence Seaway Agreement
Canadian transport minister Marc Garneau announced a five-year extension to the Government of Canada’s agreement with the St. Lawrence Seaway Management Corporation to manage, maintain and operate the Seaway. This extends the existing agreement until March 31, 2023, and will provide stability for the St. Lawrence Seaway Management Corporation and the marine shipping industry. The Great Lakes Towing Company and Great Lakes Shipyard have announced plans to hire 100 employees before the end of January 2018 to support continued growth driven by client demand. The company said it is seeking candidates to fill a wide range of positions, including shipyard welders, shipfitters and more. “At The Towing Company, we’re looking for great people to join our team,” said Joe Starck, the company’s president. Stern Anchors, Navigation Underway in St. Lawrence Seaway
The U.S. Saint Lawrence Seaway Development Corporation, in conjunction with the Canadian Saint Lawrence Seaway Management Company, promulgated a rule making the requirement for stern anchors applicable to large tug and barge combinations and by adding new requirements for manning of the wheelhouse for vessels underway. St. Lawrence Seaway Closes for Season

St. Lawrence Seaway Closes 47th Navigation Season
The Great Lakes-St. Lawrence Seaway System issued a News Release stating that the 47 th navigation season for the St. Lawrence Seaway closed on December 29 with passage of the tanker Maria Desgagnes though the St. Lambert Lock. The seaway was open for 280 days during 2005. Maintenance and upgrades will be undertaken during the winter. The seaway is expected to re-open in late March. Source: HK Law
