NIMASA Makes IMO Representative Director

The Governing Board of the Nigerian Maritime Administration and Safety Agency (NIMASA) has approved the promotion of the Nigerian Alternate Permanent Representative at the International Maritime Organization (IMO), Mr. Dikko Bala, to Director. Also elevated to the position of Director in the Agency was the Deputy Director, Maritime Labor Services, Mrs. Rita Uruakpa.Other beneficiaries of the promotion exercise were Mr Kazir Musa, who was promoted to Deputy Director, and 18 officers, who were elevated to Assistant Directors.

Offshore Service Providers Drive Robust GoM Boom

Ongoing infrastructure and newbuild activity not expected to let up. Modern, sophisticated and quality tonnage arrives at just the right time. Vessel builders are ramped up for strong demand from the Gulf of Mexico, where oil drilling is very soon expected to return to pre-Macondo levels. Utilization rates for offshore vessels are rising in the GoM, along with associated dayrates. Three Louisiana leaders--Edison Chouest Offshore in Cut Off, Hornbeck Offshore Services Inc. in Covington and Harvey Gulf International Marine in New Orleans--are engaged in aggressive newbuild programs.

Columbia Coastal Promotes Bowen To Operations Manager

Columbia Coastal Transport, LLC has promoted Richard Bowen to operations manager at its Norfolk, Va. office, effective immediately. In his new position, Bowen will be responsible for scheduling and coordinating labor services with the company's day-to-day stevedoring operations for all vessels calling in that area. Bowen has been with Columbia Coastal since 1997, serving as the company's Port Captain in Norfolk. Prior to that, he had been with Ceres Marine Terminals, also in Norfolk, where he served as Vessel Superintendent for two years. From 1993 until 1997, Mr. Bowen worked with Van-Ommeran Shipping as terminal supervisor.
