U.S. oil major Chevron has completed the exit from the Shell-operated Malampaya gas project offshore the Philippines with the sale of its 45% non-operating interest in the field to Udenna Corporation. The Philippines stands to benefit from introducing liquefied natural gas (LNG) to support power generation and making it part of its energy mix, the government's Philippine News Agency reported quoting  an energy sector expert for the Asian Development Bank (ADB). “Right now and the foreseeable future, natural gas and LNG is much cheaper today compared to two to three years ago, so there is a chance for the Philippines and for the countries in Asia to benefit from LNG and this is window of opportunity I think,” ADB chief of energy sector group Dr. Yongping Zhai said in an interview on Thursday. Zhai believes that LNG, a cleaner gas compared to coal, could be “very much part” of the Philippines' energy mix depending on its viability.

China has assured the Philippines it will not occupy new features or territory in the South China Sea, under a new "status quo" brokered by Manila as both sides try to strengthen their relations, the Philippine defence minister said. Philippine Foreign Secretary Alan Peter Cayetano also said the Philippines was working on a "commercial deal" with China to explore and exploit oil and gas resources in disputed areas of the South China Sea with an aim to begin drilling within a year. The defence minister, Delfin Lorenzana, told a congressional hearing the Philippines and China had reached a "modus vivendi", or a way to get along, in the South China Sea that prohibits new occupation of islands.

State-run Philippine National Oil Company (PNOC) has shortlisted six countries and will choose one from them as a partner for its planned US$2 billion receiving and distribution facility for imported LNG, Reuters reported. The company has received six proposals from China, Indonesia, Japan, Singapore, South Korea and the United Arab Emirates (UAE) to co-build the LNG hub, PNOC’s head of LNG team and technical adviser Arwin Ardon quoted as saying. He said all proposals include storage, liquefaction, regassification, a power plant, and distribution facility as part of the LNG terminal. Drilling for oil and natural gas on the Reed Bank in the South China Sea may resume before the end of the year, a Philippine energy official said on Wednesday, as the government prepares to offer new blocks to investors in bidding in December. The Philippines suspended exploration at the Reed Bank, which it calls Recto Bank, in late 2014, as it pursued international arbitration over territorial disputes. The bank is in waters claimed by China. Ismael Ocampo, director at the Department of Energy's Resource Development Bureau, told reporters the agency expected the suspension to be lifted in December. He said a directive from the Department of Foreign Affairs directing the Department of Energy to resume oil and gas exploration in the South China Sea was already in the works.

The Philippines, eager to resume development of vital oil and gas reserves off its coast, will likely need to reach an accord with a Chinese government infuriated by last week's ruling that granted Manila a big victory in the South China Sea. The Philippines relies overwhelmingly on imports to fuel its fast-growing economy. That reliance will grow further in a few years when the main source of domestic natural gas runs out, so the clock is ticking for it to develop offshore fields that China shows no sign of loosening its grip on. Beijing has refused to recognise the ruling by the Permanent Court of Arbitration that granted the Philippines sovereign rights to access offshore oil and gas fields, including the Reed Bank, a shallow tablemount some 85 nautical miles off its coast.

First Gen Corp. hopes to secure a partner for its planned $1-billion liquefied natural gas (LNG) import terminal in Batangas this year as the company gears up for the project’s construction phase in 2016, reports local media. The Lopez-controlled company is currently in talks with possible partners, according to First Gen President and Chief Operating Officer Francis Giles B. Puno. “We hope to announce a partner by the end of the year. It could be multiple partners, both local and foreign. We are talking to a number of them,” he said. After securing a partner, First Gen will start site preparation early next year and then bid out the engineering, procurement and construction (EPC) contract, Puno said. “We will start bidding out the EPC next year.

Barge Master informs it used its BM-T700 motion compensation platform to support the installation of the permanent connection bridge (151mT, 42.5x3.5x3.5m) between a newly installed depletion compression platform (DCP) and an existing gas producing shallow water platform (SWP)for the Shell Malampaya production platform in the Philippines. The project was executed by Boskalis for Shell Philippines Exploration B.V. and comprises the installation of an offshore depletion compression platform at the Malampaya gas field, in the Republic of the Philippines.

Mammoet installed the Malampaya Phase 3 Depletion Compression Platform in the West Philippine Sea for Shell Philippines Exploration b.v. The Malampaya Depletion Compression Platform (DCP) is a new type of ‘self-installing platform;’ the platform floats into place over its end-location after which the legs are lowered onto the prepared seabed. It uses a pre-installed jacking system to enable the 80m legs to be jacked down and lift the platform from the water to its final position.

This achievement was the result of Good utilization of the Dredging and Offshore vessels. Adjusted for the acquisition of Dockwise, which was only included in the consolidated figures from the second quarter of 2013, revenue was also  higher. There was no material change in market circumstances during the quarter in a stable market. At the end of March the group order book was also stable compared to the end of 2013. Revenue in the Dredging & Inland Infra segment was slightly higher than in the first quarter of 2013, partly influenced by projects in Qatar, Brazil and India.

Royal Boskalis Westminster wins a Shell Philippines Exploration contract to install an offshore Depletion Compression Platform. The contract to be executed for the Malampaya Project off the coast of Palawan Island, in the Republic of the Philippines, includes seabed preparation, rock installation, platform transportation and installation work and has a contract value of approximately US$ 60-million. The project relates to the expansion of the Malampaya Gas Field by means of an additional compressor platform next to the existing gas production platform.

Keppel Offshore & Marine Ltd's (Keppel O&M) subsidiaries, Keppel Subic Shipyard, Inc. (Keppel Subic Shipyard) in the Philippines and Keppel Verolme BV (Keppel Verolme) in the Netherlands, have secured contracts totalling S$160 million. Keppel Subic Shipyard has been awarded a contract from Shell Philippines Exploration BV (SPEX) to build a Depletion Compression Platform (DCP) to support the recovery of natural gas from the Malampaya gas field near Palawan Island, in the Philippines. When completed, the DCP will be deployed next to an existing shallow water production platform. The DCP is designed to maintain the current availability and deliverability of natural gas from the Malampaya field through regulating the gas export pressure and flow rates.

Fluor Offshore Solutions gains engineering, procurement and construction (EPC) support contract for Malampaya deep-water gas-to-power project. The project is being undertaken on behalf of the Philippine Government by the Service Contract 38 consortium composed of Shell Philippines Exploration B.V. (Operator), Chevron Malampaya LLC and Philippine National Oil Company—Exploration Corporation. This landmark project is among the most significant in the Philippines. Approximately 40 percent of the power for the main island of Luzon is generated by power plants using Malampaya gas. Malampaya Phase 3 involves the design, fabrication and installation of a new depletion compression platform that is linked by a bridge to the existing shallow water platform.

The Department of Energy (DOE) awarded anew nine new service contracts for oil and gas development. The DOE has processed nine petroleum exploration areas which were bid out in the last Philippine Energy Contracting Round that closed last May. The DOE awarded the contracts for these exploration blocs last September, barring any hitches on the part of investors. Most of the awardees are local companies with foreign partners. The contract areas covered a total of 71,357.30 square kilometers located within the prospective basins of East Palawan and Mindoro-Cuyo; and in the promising basins of Cagayan, Central Luzon, Visayas and Agusan-Davao. The service contract areas will generate a conservative $180m in revenues for the country, as a single drilling for an offshore well costs about $20m.
