Upbeat Outlook for Dry Bulk Charter Rates

Drewry expects dry bulk shipping charter rates to recover from the second quarter of 2018 on the back of strengthening Asian iron ore demand, according to the latest edition of the Dry Bulk Forecaster, published by global shipping consultancy Drewry. For the medium and long term, Drewry holds the same views as in previous forecasts. Japan to Import Feed Wheat, Barley via Tender

Japan's Ministry of Agriculture said it would import 26,230 tonnes of feed-quality wheat, and 20,750 tonnes of barley for livestock use, via a simultaneous buy and sell (SBS) auction that closed late on Wednesday. The ministry sought that 120,000 tonnes of feed wheat and 200,000 tonnes of feed barley to be loaded by June 30, and arrive in Japan by August 31, in the tender that is usually conducted every week. Ministry is seeking the same volume for each grain to be loaded and shipped during the same period in a similar tender, which will be held on March 16. Japan buys a small portion of feed wheat and barley via so-called SBS auctions, in which end-users and importers specify the origin, price and quantity of grain, allowing millers to meet their varied needs for the feed grain.

The ministry received an offer for wheat worth 26,230 tonnes and another for barley worth 20,750 tonnes, but it decided not to accept the offers as they did not meet its conditions, a ministry official said, without elaborating. The ministry had sought 120,000 tonnes of feed wheat and 200,000 tonnes of feed barley to be loaded by June 30 and to arrive in Japan by Aug. 31 in the tender that is usually conducted weekly. It is seeking the same amounts for each grain to be loaded and shipped during the same period in a similar tender that will be held on March 9.

Russian Grain Exporters Resume Trade with Turkey

Russian grain exporters have resumed deals with Turkish buyers after a short break caused by a deterioration in relations between the two countries, traders and analysts said. Russia, one of the world's largest wheat exporters, and Turkey, one of the biggest buyers of Russian wheat, have been locked in a dispute since Turkey shot down a Russian warplane near the Syrian-Turkish border in late November. For several weeks after that, Russian and Turkish traders held back from signing new contracts, fearing Moscow could suspend grain exports to Turkey or Ankara could curb purchases, the traders and analysts said. But no such measures have been imposed and business has returned to normal, they added.

Moroccan Wheat Trade Pushes for Longer Import Window

Millers and wheat importers in Morocco have asked the government to establish a longer annual window for imports after scrambling to secure shipments this season, trade sources said. Morocco, like other North African countries, depends on imports of staple cereals. It is expected to buy around 2.5 million tonnes of foreign wheat in the 2013/14 marketing year. The country's import campaign typically runs from October to May when the local harvest starts. But this season, shipments did not get under way until January, condensing the shipment period and leading to a glut of cargoes at Moroccan ports. To give greater visibility, Moroccan wheat trade federation FIAC and flour millers group FNM have proposed to the authorities that the import campaign start in September, trade sources said.

Former Thomas Miller Partner Passes Away

Frank Ledwith, a former Thomas Miller partner, who was a major international figure in P&I insurance, has died at the age of 94. Ledwith's 48-year career was spent entirely with Millers in the service of the U.K. P&I, U.K. Defence, U.K. War Risks, Hellenic War Risks and Through Transport mutual clubs. Ledwith joined Millers in 1924 as a 17-year-old junior clerk. He quickly established himself as a first rate negotiator and a leading light in U.K. Club as it expanded under Dawson Miller. During WWII, the U.K. War Insurance Scheme necessitated Millers maintaining a presence in the City of London throughout the bombing. Ledwith played a major role in administering the scheme, which dealt with the loss of hundreds of British and British Empire ships.
