Horizon to Build USACE Towboat
Horizon shipbuilding, Inc. announced that it has been awarded a contract by the U.S. Army Corps of Engineers (USACE), Little Rock District, to build the M/V Shorty Baird Replacement, a 95' Z-drive towboat. This is the latest of three recent USACE contracts, having delivered the M/V George Grugett, a 114' towboat, in August of this year and the M/V General Irwin, a 58' towboat, in April 2012. Horizon owns and operates two shipyard facilities in Bayou La Batre, Alabama, located on a 100' wide channel with an 18' dredged depth.
PCCI Awarded USACE Contract
PCCI, Inc., Alexandria, Va., was awarded a contract by the USACE Engineering Research & Development Center for the investigation and modeling of mooring forces, and the design of rapidly deployable mooring systems for floating breakwaters. This is the second contract awarded by the Army Corps to PCCI in this research area. PCCI has just completed Phase 1 for the development of a computer model specifically tailored for the dynamic analysis of moored floating breakwaters. The model was constructed using the Visual Orcaflex software package developed by Orcina Ltd. PCCI engineers use Orcaflex for ocean system modeling.
WDT Awarded Contract for SCIB
Wave Dispersion Technologies (WDT) announced today it has received a contract from the United States Army Corps of Engineers (USACE) for the delivery of two WhisprWave® Small Craft Intrusion Barriers (SCIB) to be installed at Dams in separate Illinois’ lake locations. The SCIB is designed to demarcate the marine port and/or dam security zone and impede hostile small crafts from penetrating it. The SCIB's modular construction is engineered to allow its use as a platform to mount a multitude of security technologies including, warning signs, surface detection units, anti-intrusion instruments, fibre optic sensing systems, swimmer detection devices and capture nets both on the surface and underwater.

USACE and USCG collaborate to make inland waterways safer. The United States Army Corps of Engineers (USACE), supported by Alion Science and Technology (Alion), has put forth considerable effort during the last two years to further extend the capabilities of the existing Automatic Identification System (AIS) network to improve the safety and efficiency of navigation along the inland rivers. The USACE works with the United States Coast Guard (USCG) and other agencies and stakeholders to operate and maintain the nation’s Marine Transportation System (MTS).
MDC to Repair USACE Dustpan Dredge
The Marine Design Center (MDC) of the USACE is set to provide the dredging modification and repairs to Hurley - a USACE dustpan dredge. Measuring 300 ft. with a beam of 58 ft. and a depth of 12 ft., the vessel's light displacement is 2,100 tons. Comprised of steel and welded construction, the dredge was built in 1992, and is operated by the Memphis District USACE. Hurley's dredging ladder will be extended with intentions of replacing the existing ladder, while the vessel's hull (horn area) will be lengthened to accommodate the new ladder. In order to achieve this upgrade, drydocking will be necessary to facilitate removal and replacement of the dredging ladder.
Bristol Harbor Group Commissioned for LNG/CNG Initiative
Bristol Harbor Group, Inc. (BHGI) was awarded a task order for an Alternative Fuel (LNG/CNG) Initiative through its Indefinite Delivery Indefinite Quantity (IDIQ) Naval Architecture and Marine Engineering contract with the U.S. Army Corps of Engineers (USACE) Marine Design Center (MDC). BHGI will analyze a subset of the USACE fleet regarding its suitability for conversion to Liquid Natural Gas (LNG) and/or Compressed Natural Gas (CNG) power. As part of that effort, sources of LNG or CNG will be investigated so that fuel availability can be considered in a down select process. BHGI was awarded this task order in September 2013 and it is expected to be completed by June 2014. Once the analysis stage is complete, USACE will down select to a single vessel for further investigation.
Foss Ships Utility Trucks to Puerto Rico
At the Port of Virginia in Norfolk and the Port of Lake Charles in Louisiana, Foss Maritime is loading hundreds of utility trucks onto barges bound for Puerto Rico this week. It’s all part of the on-going effort to restore power to nearly half of the population who are without electricity. Last Friday, Ricardo Rosselló, governor of Puerto Rico, announced that 1.5 million Puerto Ricans are still without power 100 days after Hurricane Maria hit Sept. 20. BHGI Wins USACE Naval Architecture Contract
Bristol Harbor Group, Inc. Naval architecture and marine engineering firm Bristol Harbor Group, Inc. (BHGI) informs it was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for naval architecture and marine engineering services for the United States Army Corps of Engineers (USACE), Marine Design Center. This is BHGI’s second IDIQ contract with the Marine Design Center located in Philadelphia, Pennsylvania, relatively close to BHGI’s Rhode Island office. In 2010, BHGI was awarded its first five-year IDIQ contract with the Marine Design Center, during which BHGI and the Marine Design Center team worked on a wide variety of projects both for the USACE, and for other federal agencies, including the United States Coast Guard and NASA.
Repowering and Upgrades to Potter
The Marine Design Center (MDC) of the USACE intends to accomplish repowering, upgrade, and repairs to dredge Potter, a USACE dustpan dredge. The vessel length overall is 240.5 ft., beam overall is 46.1 ft. and molded depth amidships is 9 ft.. Vessel displacement (light) is 1,393 tons. Dredge Potter is a steam powered dustpan dredge constructed in 1932, and operated by the St. Louis District, USACE. The vessel is of all steel, riveted and welded construction. The vessel shall be converted from steam power to diesel electric along with the upgrade/replacement of necessary support systems. Drydocking is necessary to complete required underwater stern modifications. Testing is required and will include dredging trials.
Battelle Wins $15 Million USACE Contract
Five-year contract provides environmental expertise for maintaining the nation's waterways. Battelle has won a five-year, $15 million contract to support and consult with the U.S. Army Corps of Engineers (USACE), New England District, North Atlantic Division.Battelle will provide technical expertise in support of the District's mission for maintaining the nation's waterways, specifically focusing on contaminated sediments, restoration, and remediation. The indefinite delivery/indefinite quantity (IDIQ) contract for USACE also calls for Battelle to support environmental assessments and policy decisions and help with resource management in the North Atlantic Division.
USACE Awards Contract for KVK Deepening
In what is considered to be the biggest dredging project ever undertaken in New York Harbor, the USACE New York District awarded a $23.6 million contract to Great Lakes Dredge and Dock Co. It is the first contract of eight to be awarded for Phase II of the $750 million Kill van Kull and Newark Bay Channels deepening project. The cost-shared project with the Port Authority of New York and New Jersey will deepen the federal channels to 45 ft. from their current depth of 40 ft. The contract awarded calls for dredging on the New York side of Constable Hook, Bayonne, N.J. Notice to proceed will be issued subject to government acceptance of performance bonds and a safety plan from Great Lakes Dredge and Dock Co., which is headquartered in Oak Brook, Ill.
MMS and USACE Sign Memorandum of Agreement
The USACE and the Department of the Interior's Minerals Management Service (MMS) signed a Memorandum of Agreement to plan and coordinate procedures for shore protection projects approved and funded by Congress. Commander of the USACE, Lieutenant General Joe N. Ballard, and Acting Assistant Secretary of the Interior for Land and Minerals Management, Sylvia Baca signed the agreement. The need for federal sand resources for shore protection projects is increasing as nearshore sources are becoming less available. "By coordinating the use of our available expertise and resources, these procedures will benefit State and local governments, MMS and USACE," said Lt. Gen. Ballard. Acting Assistant Secretary Baca agreed.

Federal Dollars for Charleston Harbor Deepening
The Charleston Harbor Deepening Project was named one of six “new starts” and received $17.5 million in construction funding in the U.S. Army Corps of Engineers (USACE) Fiscal Year 17 Work Plan released today, allowing construction on the project to begin this fall as scheduled. Charleston also received $16.1 million in operations and maintenance dollars, which provide for the routine maintenance dredging of the harbor necessary for construction begin. Collectively the funds allocated in the Work Plan allow Charleston to continue moving forward and preparing for construction.
Manson Christens New Trailing Suction Hopper Dredge
Manson Construction Co. recently christened the newest edition to its dredging fleet, a trailing suction hopper dredge dubbed Bayport, at the company's yard on the Duwamish river in Seattle. Bayport is a larger sister ship to Manson's current self-propelled hopper dredge Newport, with an overall size of 303 x 54 x 26-ft. and 5,000 cu. yard capacity. Construction of Bayport was a fast track project for the company. The dump barge hull was reconstructed to become this self-propelled, self-contained hopper dredge, and design work began only in November 1998. The barge, which had been working on a USACE project in San Francisco, was brought to Manson's Seattle yard in February 1999, and since that time was completely transformed under the guidance of Manson's Dave Gertsch and Dave Nielsen.
Bids Requested for Barges
The Marine Design Center (MDC) of the USACE intends to acquire four new inland river-style barges to serve the Pittsburgh District, in support of the Maintenance and Repair Mission on the Inland Rivers System. The first barge shall be 190 x 54 x 12.5 ft., and will be used as a floating platform for a king-post mounted Seatrax crane, which will be furnished to the successful bidder as Government Furnished Equipment (GFE) after contract award. The three remaining flat deck barges shall be 110 x 26 x 7 ft. All four vessels shall be of all-welded steel construction, and shall be designed, built and classed to ABS rules for Steel Vessels on Rivers and Intracoastal Waterways. The bid package became available in July, and bid opening is planned for early August, 1999.

The shipyard will perform routine drydocking, maintenance and repairs of the Tug DEMOLEN, Crane Barge VELER, and Deck Scow BC-6576. In addition to drydocking the vessels, work includes underwater hull cleaning and maintenance; inspection of propulsion and steering systems; sea valves maintenance; bearing inspections; and other routine cleaning, maintenance and repairs.

Great Lakes Shipyard Awarded Contract for Work Barges by USACE
Great Lakes Shipyard in Cleveland has been awarded a new construction contract by the United States Army Corps of Engineers for two 38-foot work barges, the company announced today. The two new steel work barges will be used by USACE Rock Island District as a working platform to perform maintenance and inspections of lock and dam 11 and 14 on the Upper Mississippi River. The barges will be 38-foot long by 14-foot wide and 3-foot deep. The stern of the vessel will include a transom for mounting an outboard motor to power the vessel.
AAM to Construct USACE Survey Catamaran
All American Marine, Inc. (AAM) was recently awarded a contract by the U.S. Army Corps of Engineers (USACE) for the design and construction of a new hydrofoil supported aluminum catamaran survey vessel. The vessel will primarily perform survey missions and some dive operations in support of dredging work planned within the Corps’ Philadelphia District. USACE has designated that the new catamaran will replace the aging survey boat, Shuman, which currently fills the mission critical role. The 68’ x 26’ custom aluminum catamaran will be designed by Teknicraft Design, Ltd.

The new vessel will replace the aging survey boat, Shuman, to primarily perform survey missions and some dive operations in support of dredging work planned within the Corps’ Philadelphia District. The 68- by 26-foot custom aluminum catamaran will be designed by Auckland, New Zealand firm Teknicraft Design, Ltd., for whom AAM is the exclusive in North America builder.
