New Barge Fleeting and Switching Operation in Cairo Harbor

American River Transportation Company (ARTCO), a subsidiary of Archer Daniels Midland Company (ADM), today announced plans to launch new barge fleeting and switching operations in the Cairo, Illinois, harbor starting January 1, 2016. The Cairo harbor is a vital hub in the inland waterway supply chain. The new operation will be based in Wickliffe, Kentucky, and will provide fleeting and switching operations from mile 948 on the Lower Mississippi River to mile 29 on the Upper Mississippi and mile 974 on the Ohio River. “ARTCO is the only company in the inland waterway system that can provide a self-contained supply chain to our customers, which allows us to provide better, more efficient and cost-effective service,” said Jason Porter, vice president, ARTCO operations.

M/V New Dawn arrived at Lock and Dam 2 near Hastings, Minn. Wednesday morning, marking the unofficial opening of the 2015 shipping season on the Upper Mississippi River, according to the U.S. Army Corps of Engineers (USACE). The USACE St. Paul District recognizes the first tow to arrive at Lock and Dam 2 as the unofficial start of the navigation season because it means all of its locks are accessible to commercial and recreational vessels. AWO Elects New Chairman, Vice Chairman

The members of the American Waterways Operators (AWO), the national trade association for the American tugboat, towboat and barge industry, elected Mr. Royce C. Wilken as Chairman and Mr. H. Merritt Lane as Vice Chairman on Friday, April 20 during the AWO Spring Convention in Washington. Mr. Wilken is President of American River Transportation Co. (ARTCO), headquartered in Decatur, IL, and served as vice chairman for the past year. Mr. Lane is President and Chief Executive Officer of Canal Barge Company, Inc., headquartered in New Orleans, LA. Wilken, in his remarks to the AWO Board of Directors following his election as chairman, explained his priorities for the coming year.

NTSB Issues Report on 2016 Columbia River Bulker Grounding

The National Transportation Safety Board (NTSB) issued a report on its investigation into the November 2016 grounding of the bulk carrier Nenita in the Columbia River. The Marshall Islands-flagged vessel was fully laden when it suffered an engine failure that impacted its ability to maneuver and subsequently ran aground at Three Tree Point on the Washington State side of the river. The ship’s bulbous bow and hull were damaged, but no injuries or pollution were reported. The vessel was towed to Longview, Wash.

Update: Runaway Barges Recovered

Two barges that drifted against piers of the Starved Rock Dam in Utica, Illinois Sunday afternoon have been safely recovered, the U.S. Coast Guard (USCG) reported. One of the barges, carrying corn, was recovered Sunday evening, while the second barge, carrying sand, was recovered Monday morning. The Joyce Hale, a 157-foot towing vessel, was pushing eight barges of dry cargo south on the Illinois River Sunday when two of the eight barges it was pushing made contact with the protection cells of the Starved Rock Lock and Dam.

The U.S. Coast Guard is working the the U.S. Army Corps of Engineers and the owners of a tug and barges to quickly and safely move two barges that drifted into the protection walls of Starved Rock Lock and Dam in Utica, Illinois, Sunday afternoon. The Joyce Hale, a 157-foot towing vessel, was pushing eight barges of dry cargo south on the Illinois River when two of the eight barges it was pushing made contact with the protection walls of the Starved Rock Lock and Dam. As a result of the allision, four of the barges broke away from the vessel's tow wires.

Rock Pinnacle Removal Work Could Begin Next Week

The U.S. Army Corps of Engineers reports today that two contractors named to remove rock pinnacles at Thebes, Illinois are en route and are expected to arrive on location on December 13 and 17, respectively. The Corps says it is “cautiously optimistic we can start blasting next week” after it meets with the contractors and reviews their blasting submittals. “While this is welcome news, it only solves part of the problem to avoid an effective Mississippi River shutdown to commerce.

American Commercial Lines Inc. announced it has established a national sales force in key geographic locations. The Regional Sales Directors include Mr. Vanta Coda -- Gulf Region, Mr. Gabe Forir -- Midwest Region, Mr. Michael Wiercinski -- MidAtlantic/Northeast, Mr. Neil Grossman -- Southeast Region, Mr. John Bryan -- Pittsburgh, and Mr. Sean Smith -- Ohio River Valley. AEP to Sell AEP River Ops To ACL

American Electric Power (AEP) has signed an agreement to sell its commercial barge transportation subsidiary, AEP River Operations LLC, to American Commercial Lines (ACL), owned by Platinum Equity, for approximately $550 million. AEP River Operations is a commercial inland barge company delivering about 45 million tons of products annually, including 10 million tons of coal. AEP River Operations has 56 towboats, 2,301 barges and 1,090 employees. The company is headquartered in Chesterfield, Missouri, with operations in Paducah, Kentucky, and Convent, Algiers and Belle Chasse, Louisiana.

Dredging in Hudson River Nears Completion

After six years of digging, General Electric Co. expects to finish this year removing some 2.7 million cubic yards of contaminated river sediment in upper Hudson River in Waterford under its landmark Superfund agreement with the federal Environmental Protection Agency. AP reports that long after the last barge dredging toxins from the bottom of the upper Hudson River moves on, scientists will track the slow fade in contamination levels. Senator Durbin, Illinois Lt. Senator Richard Durbin held a meeting in Alton, Illinois, with Members of Congress, Illinois Lieutenant Governor Sheila Simon, navigation stakeholders, the U.S. Army Corps of Engineers and the U.S. Coast Guard to address the low-water situation on the Mississippi River. At the meeting, it was announced that the Corps will begin work tomorrow to blast and remove rock pinnacles at Thebes, Illinois, (shown in photo below), located south of St. Louis on the Mississippi River.

OP/Ed: New Year, New Opportunity

The start of a new year often brings change, but in the nation’s capital, 2017 means a new President and Administration, and a new Congress. Waterways Council, Inc.’s objective remains the same as it has since our start in 2005: to advocate for a modern, efficient and reliable inland waterways transportation system. For WCI, achieving this means working from our “three-legged advocacy stool” approach to educating these new Washingtonians through direct lobbying, stakeholder support and outreach, and media relations.

Inland Marine Transportation Investment: It Comes Down to Priorities.

Can you imagine the public outcry if our country’s major interstates were not repaved or patched for 50, 60 or 70 years, and at the same time, regulations were introduced that encouraged wildlife to nest and repopulate on the road surface, because the animals once roamed there? Surface transportation by trucks and automobiles would come to a standstill. Travel, as we know it, would cease. There would be an immediate push to find another way of moving goods, and an entire system, a true asset to our country, would be wasted.

Cooperative Effort Promotes Mississippi River Economics

Officials with the World Trade Center Mississippi River Alliance (WTC MSRA) and the Big River Coalition (BRC) have signed a Memorandum of Understanding outlining a cooperative effort to preserve and promote economic growth on the Mississippi River and Tributaries (MRT). The organizations will work together in support of increasing the draft in the Lower Mississippi River deep-draft channel to 50 feet to equal the maximum draft to be available when the new Panama Canal locks open in 2015. Along with this agreement, both parties will be given access to broadcast their organizational information and updates to each other and its members. “The timing for such a partnership with the Big River Coalition is ideal.
