U.S. freedom of navigation operations in 2013 targeted China, Iran

The U.S. military carried out freedom of navigation operations challenging the maritime claims of China, Iran and 10 other countries last year, asserting its transit rights in defiance of efforts to restrict passage, a Pentagon report said on Thursday. The Defense Department's annual Freedom of Navigation Report to Congress for the 2013 fiscal year showed the U.S. military targeted not only countries such as Iran, with whom it has no formal relations, but treaty allies such as the Philippines, too. The U.S. military conducted multiple operations targeting China over what Washington believes are "excessive" claims about its maritime boundaries and its effort to force foreign warships to obtain permission before peacefully transiting its territorial seas. Pushing for Inland Waterways Funding

Stressing the high value to the nation and the critical condition of some of its chief assets, the Inland Waterways Users Board released its Annual Report to Congress, and provides recommendations related to the inland waterways system of the United States. Sent to Assistant Secretary of the Army John Woodley, President of the Senate and Vice President Dick Cheney, and Speaker of the House Dennis Hastert, this year's report strongly urges Congress and the Administration to view our nation’s waterways as much more than just transportation routes, but also living resources that provide benefits such as flood control, hydroelectric power, local water supply, recreational opportunities, and habitat for fish and wildlife.

Halliburton Reports SEC Investigation

Halliburton Company announced that it has received notification from the Securities and Exchange Commission (SEC) that it has initiated a preliminary investigation of the company's accounting treatment of cost overruns on construction jobs. Halliburton believes that it has accounted for construction claims and change orders in accordance with generally accepted accounting principles applicable to the construction industry. The company has advised the SEC that it will cooperate fully with the SEC in its investigation. Halliburton believes that this investigation results from an article in the New York Times on May 22, 2002, in which certain allegations were reported concerning the accounting treatment of construction job claims and change orders which are negotiated with customers.

Lesar Named New CEO of Halliburton

Halliburton Company's board of directors, elected David J. Lesar, 47, to the board of directors and named him the company's chairman of the board, president and chief executive officer. Lesar replaces Dick Cheney, who resigned to be George W. Bush's Republican Party vice presidential running mate. Lesar, currently the company's president and chief operating officer, joined Halliburton in 1993 as executive vice president and chief financial officer of the Halliburton Energy Services business unit. Subsequently, he served the company in a variety of senior management positions including executive vice president and chief financial officer of Halliburton Company and president and chief executive officer of Brown & Root, Inc.

Bush-Cheney: Is It An Oil Industry Dream Team?

The U.S. oil industry may have found its dream team with Republican presidential candidate George W. Bush's pick of Dick Cheney, former CEO of Halliburton Company, as his vice presidential running mate. American energy firms could get a break from environmental regulations and policies imposed under the Clinton-Gore administration that industry representatives claim have discouraged domestic oil production and left the United States vulnerable to foreign suppliers like OPEC. Bush's prior experience as an independent oil operator had already won him industry favor, and that popularity is likely to grow with Cheney, who headed the world's largest oil field service company, now joining the ticket.

Vice President Thanks ESG 1 Sailors and Marines

Vice President Dick Cheney spoke to approximately 3,200 Expeditionary Strike Group (ESG) 1 Sailors, Marines and family members on May 23. While aboard USS Bonhomme Richard (LHD 6), where the event was hosted, Cheney thanked the ESG 1 service members for their hard work in supporting the war on terror and providing humanitarian aid to Pakistan after an October 2005 earthquake there killed more than 70,000 people. "This operation would not have been possible without the effort of ESG 1," said Cheney. Rear Adm. Michael LeFever, commander, ESG 1, said that helping out those in need in Pakistan was different because it was a non-combatant role, but it was a wonderful experience for him and the ESG 1 crew. USS Ronald Reagan Commissioned in Norfolk

The Navy’s newest and most sophisticated nuclear-powered aircraft carrier, USS Ronald Reagan (CVN 76), was commissioned July 12, 2003 at the Norfolk Naval Station in Norfolk, Va. Named after America's 40th president, Reagan is the ninth Nimitz-class aircraft carrier built by Northrop Grumman Newport News and the first carrier named for a living president. The keynote speaker for the commissioning ceremony was Vice President of the United States, Dick Cheney. Mrs. Ronald Reagan also attended the ceremony and served as the ship’s sponsor. Other ceremony participants included Virginia Governor Mark Warner, Virginia Senator John Warner, Acting Secretary of the Navy Hansford Johnson, Chief of Naval Operations Admiral Vern Clark, and Northrop Grumman Newport News President Tom Schievelbein.

Oil Prices Slip As Demand Drops

NYMEX crude oil futures slipped early Friday (May 11) as a report by the West's energy watchdog that world crude demand had been slower than expected so far this year fueled fears of lower consumption ahead. In choppy trade, June crude fell 22 cents to $28.30 a barrel, eating into Thursday's 29-cent advance. It subsequently recouped most of the early losses, showing a two-cent loss at $28.50 by 10:24 a.m. (1424 GMT). June Brent crude in London extended losses after the NYMEX opening, then trimmed the loss to 11 cents at $28.37 a barrel. In its monthly oil market report, the Paris-based International Energy Agency (IEA) said it had lowered its forecast for world oil demand growth by a further 300,000 bpd to just 1.02 million bpd.

U.S. Navy To Pay Cheney's Utility Bill?

The White House is asking the U.S. Navy to pay the six-figure utility bill for Vice President Dick Cheney's house, as Democrats accused Cheney, the administration's point man on energy policy, of "staggering insensitivity." The bill for electricity, gas and water for the 33-room official vice presidential residence at the U.S. Naval Observatory is projected at $136,000 for fiscal 2002 which ends in September, compared with a budget of $43,600, the White House said. House Approves Bush's Alaskan Oil Drilling Plan

The Bush administration's plan to open an Alaskan wildlife refuge to oil drilling was approved by the House of Representatives early on Thursday, but it faces a tougher fight in the Senate, which wants U.S. energy policy to focus on conservation. The key issue in the debate over a broad national energy policy is the fate of the Arctic National Wildlife Refuge (ANWR), home to polar bears, caribou and 160 kinds of migratory birds. While green groups and many Democrats view the remote and pristine refuge as an American Serengetti, drilling proponents contend oil and gas could be safely extracted from a tiny area. Republican-led House passed, on a 240 to 189 vote, a comprehensive energy bill that included drilling in ANWR.

White House Is Confident Of Senate Approval for Alaskan Drilling

The White House is confident its plans to open an Alaskan wildlife refuge to oil and natural gas production will win approval in the Senate in September, an administration official said on Wednesday. The area in question, a remote area in northeast Alaska called the Arctic National Wildlife Refuge (ANWR), is ground zero for President George W. Bush's energy package to boost domestic production and wean Americans from some of their dependence on foreign oil imports. "This administration is confident that it can move this package in its entirety," Karen Knutson, deputy director of Vice President Dick Cheney's national energy policy taskforce, said at a panel hosted by a conservative think-tank.

Oilfield service companies were not nearly as lucky as their oil producing counterparts. While net income in the oil producing industry was up over the 1998 third-quarter, oilfield service companies were still feeling the pain of the low oil prices from earlier in the year. While the stock market - the global business measuring stick - has generally been positive on the offshore oilfield sector throughout much of the year, there has been a relapse of sorts in October, as uncertainty surrounding OPEC output quotas has largely dampened the year's progress. In fact, a major tracker of offshore industry stocks, Warburg Dillon Read, in mid-October cut its ratings of four oilfield equipment and services companies.
