Esteban Guerra Named BND Commission Chairman
Brownsville Navigation District (BND) Commissioner Esteban Guerra was unanimously appointed to serve as chairman of the BND Board of Commissioners during the board’s regular meeting held Wednesday, May 18, 2022.Guerra serves as chairman alongside BND Vice Chairman Ralph Cowen and BND Secretary of the Board John Wood, also unanimously appointed to serve as part of the executive board. Commissioners John Reed and Sergio Tito Lopez round out the board as assistant secretaries.Wood, Commissioner Place 2, and Guerra, Commissioner Place 4, were re-elected to the board in the BND election on May 7.
Mary Anne Rooney Named APP President
Mary Anne Rooney, Harbor Commissioner at California’s Port of Hueneme, has been named President of the Association of Pacific Ports (APP), a trade and information association promoting increased efficiency and effectiveness of Pacific ports. Rooney, who previously served as APP’s Second Vice President, was selected at the group’s 102nd Annual Conference held in August in Kaohsiung, Taiwan. AAPA Honors Three for Port Industry Service
The American Association of Port Authorities (AAPA) – a trade group representing ports throughout the Western Hemisphere – today at its 103rd Annual Convention and Expo in Houston honored three port industry leaders. Receiving AAPA’s Distinguished Service Award were former Port of Seattle CEO Tay Yoshitani and Dr. Bory Steinberg, founder and principal of the water resources advisory firm of Steinberg & Associates, and a former U.S. Army Corps of Engineers Civil Works Program chief. Receiving AAPA’s ImPORTant Service Award was Port of Everett (Wash.) CEO John Mohr. Recipients of the association’s Distinguished Service Award are honored for their dedicated efforts toward the enrichment of the maritime and port industries throughout the Western Hemisphere.

AAPA Elect Kristin Decas as Next Chairman
The American Association of Port Authorities (AAPA) informs it has elected Kristin Decas, CEO and port director for the Port of Hueneme (Calif.) as its incoming chair for AAPA’s 2014-2015 activity year. Ms. Decas will take office at the conclusion of the association’s annual convention in Houston in November. “The upcoming activity year will be an exciting one and we look forward to Kristen’s leadership as AAPA continues to address the issues of most relevance and importance to all our member ports,” said Kurt Nagle, AAPA president and CEO. “Kristin is a proven leader and will be a great asset to AAPA, and to the port industry. Bayonne Dry Dock and Repair Corporation President Michael Cranston held a press conference on Tuesday, May 8, 2012, on the top side of Bayonne Dry Dock, to highlight the economic and environmental punch of the dry docking business on the Port of New York and New Jersey and its positive impacts on homeland security. Following the press conference, Cranston led a tour of the facility where the U.S.N.S. Watson, a military ship that carries supplies to troops overseas, is currently undergoing repairs.

Shipboard Gaming Authorized
Senate Bill (S.B.) 477, sponsored by Sen. Whitney Anderson (R-Kailua, Waimanalo), authorizes shipboard gaming upon navigable waters in the state and provides for an advisory referendum. Under the bill, shipboard gaming would be licensed and regulated by a five-member gaming board, which would be established within the Business, Economic Development and Tourism Department. S.B. 477 would also authorize the operation of shuttles to transport individuals to and from gaming ships. Dockside gaming would be forbidden, and gaming excursions could not exceed six hours for a round trip. The legislation provides for a per-person admissions tax of $10. S.B. 477 was referred to the Economic Development Committee and the Judiciary Committee, and then to the Ways and Means Committee.
