Marine News Editor's Note

It is at times like this that bumper sticker humor comes in handy. One of my favorites has to be the infamous “God, please let me have another oil boom – I promise not to mess this one up” version that graced the bumpers of pickup trucks on the Gulf Coast in the late 1980’s. I lived through that cataclysmic event during my 14 years in Houston. It was in 1985 that the bottom had dropped out of oil, reaching a nadir of $12 per barrel. Using the time-honored Keefe family tradition of buying high and selling low, I eventually shed a primary residence and a three-unit rental property in the Bayou City during the worst of it. It is okay if you find yourself inclined to ask, “So what?” It’s a good question.

IMCA Publishes Guidelines for DP OSV Safe Operations

Photo: IMCA

Reliable and robust methods of positioning are required for safe vessel operations in close proximity to offshore installations. Dynamic positioning (DP) is well-established as a primary method of vessel positioning in the diving, drilling, construction, accommodation and shuttle tanker sectors, and is especially suited to deep-water developments. As development and management of DP becomes more refined, increasingly logistics support vessels are becoming equipped with DP systems with increasing reliance being given to such systems.

Competence: the Key to Safe and Efficient Offshore Operations

A competent workforce is a productive one, and operates with fewer risks, meaning shorter downtimes and fewer injuries. Effective competence schemes established by companies of all sizes ensure confidence in the offshore industry, and that all people appointed to safety-critical positions can carry out their jobs in an effective manner. To that end, the International Marine Contractors Association (IMCA) has established a highly effective competence assurance and assessment framework.

IMCA Consultation on International Offshore Diving Code of Practice

The International Code of Practice for Offshore Diving (IMCA D 014), published by the International Marine Contractors Association (IMCA), provides advice on ways in which diving operations can be carried out safely and efficiently. Risk management lies at its heart as it outlines minimum requirements, creating a safe level playing field for all diving contractors. It also recommends how clients and contractors may analyze the safety implications of commercial requirements. Updated in 2007 from the original 1998 version, the latest updated text has now been widely circulated in draft form for international input and comment before the revised and updated version is published.

IMCA Publishes Guidance on Occupational Health

Occupational health programs aim to anticipate and prevent health problems caused by work. All companies should have in place appropriate arrangements for the effective planning, organization, control, monitoring and review of the necessary preventive and protective measures for workers, taking into account the activities the worker will be undertaking. The International Marine Contractors Association (IMCA) has published high level guidance on this vital issue - ‘Guidance on Occupational Health’ (IMCA SEL 033) - which provides guidance on the physical and mental condition of all people at the workplace be they employees, contractors or visitors, and their protection from harm in the form of injury or disease.

IMCA Publish "Dive Technician Competence and Training"

Competent and well trained technicians are vital for safe offshore diving operations. Equipment used to support and conduct diving operations requires technicians for its installation, maintenance, inspection, testing and repair. The correct functioning of the equipment is essential to the well-being of the divers and other members of the dive team. Contractors who use the services of dive technicians have an obligation to ensure that personnel are correctly trained and have the required level of competence for the equipment and in the operations they are conducting. With this in mind, the International Marine Contractors Association (IMCA) has published “Dive Technician Competence and Training” IMCA D 001 Rev.

IMCA Offers Guidance on Assesor Training

A competent workforce is more productive, operating with reduced risk, shorter downtime and fewer injuries. At the same time, there is need for a rigorous assessment procedure to be in place against which the workforce’s skills, forethought and judgment can be measured. With this in mind, the IMCA Competence Assurance and Assessment guidance was originally launched by the International Marine Contractors Association in January 1999, updated in 2003 and, more recently, between 2009 and 2012. It is designed to facilitate improved safety in the offshore industry by providing a framework for IMCA’s marine contractor members to assess and demonstrate to others the competence of their safety-critical personnel.
