Harley Marine Eco-Tug

Harley Marine Services, Inc. is reducing greenhouse gases, NOx, particulates, and diesel borne air toxics by converting existing harbor tugs to eco-tugs using ultra low emissions technology. Working together with the Port of Los Angeles and Port of Long Beach to secure funding through their Technology Advancement Program, the M/V Maverick, a Millennium Maritime, Inc. harbor tug, will be the first tug of the Harley Marine fleet to undertake this “green” clean air retrofit technology. The project involves conversion of existing Port and Starboard engines from mechanical to electronic configuration. The electronic upgrade is expected to achieve Tier II emission limits, which are the limits imposed for new marine engines.

The Efficient Tugboat: The Efficient Tug

In many ports across the country, competition among tugboat operators is intense. The combined Port of Los Angeles and Long Beach is one such competitive environment for tug operators. Three companies vie for business that includes about 6,000 ship arrivals a year. Many of the companies utilize new tractor tugs to guide these ship movements. Foss Maritime, Crowley Marine and Millennium Maritime operate over a dozen modern tugs. Any slight edge in efficiency gives one company a competitive edge. For example, Foss Maritime recently placed the Halter Marine-built Marshall Foss into service. The 6,200 hp tug measures 98 x 40 x 16 ft. "This vessel was purpose built as a harbor tug," said Barry Baldwin, business director for Foss Maritime. Baldwin is located in Long Beach.

Harley Marine Announces Reorganization

Harley Marine Services will reorganize its leadership team in order to accommodate customers and field personnel. Jim Lowe has been named general manager for Harley Marine Services, Southern California. In his role, Lowe will oversee the day-to-day operations of the Harley Marine Services family of companies in Southern California including: Millennium Maritime, West Oil Marine Services, Public Service Marine, and Pacific Coast Maritime. He is specifically responsible fore leading the various companies to improve customer service while optimizing operational efficiency. Troy Goodman has been named VP of Corporate Services for Harley Marine Services.

Harley Marine Service’s new Z-drive tractor tug, the M/V ROBERT FRANCO has arrived in Southern California. This 100’x40’ tractor tug will enter the ship assist and tanker escort market for both Millennium Maritime and Harley Marine Services in Los Angeles and Long Beach Harbors. This tug features Tier III engines and cold ironing/shore power capabilities. It also marks the second Tier III engine on a ship assist/escort tug boat, meeting EPA’s low emission standards in the ports of Long Beach and Los Angeles.

Harley Marine Goes Green

Harley Marine continues to implement its “Harley Marine Goes Green” program, including: company-wide ISO 14001 and ABS SQE Certification; exceeding compliance with local, state and federal environmental regulations and requirements; harbor tug fleet conversion to eco-tugs using ultra low emissions technology; and, their own patented self-contained Vapor Recovery Unit used during petroleum loading operations to reduce hydrocarbon emissions from oil and tank barges. Britain To Detain Ships With Y2K Problems

Britain has warned shipowners that vessels calling at British ports could be detained if they have not ironed out millennium bug problems. The Maritime and Coastguard Agency said ships’ power, steering or navigational equipment could fail because of the bug, which is expected to cause electronic systems to crash because they cannot process the millennium date change. The agency said its surveyors are already giving guidance on the millennium bug problem to ships they inspect. After Sept. 1, ships that have not identified equipment that could fail or taken remedial action will be recorded in a European database and be targeted for further inspection. After Nov.

Hydrogen for Marine Power Put to Test

Millennium Cell Inc., a development-stage company that has created a proprietary technology to safely generate and store hydrogen, announced that its Hydrogen on Demand fuel system will be used to demonstrate the utility of hydrogen fuel for generating power for ships and facilities in ports. The multiphase U.S. Maritime Administration (MarAd) program is being led by Seaworthy Systems, which will provide system integration and engineering for Millennium Cell's technology. The contract award comes at a time when many ports in the U.S. are well in excess of Environmental Protection Agency air and water quality standards, and are facing significant fines or even closure.

Britain Warns Shipowners To De-Bug Before 2000

Britain has warned shipowners on Monday that vessels calling at British ports could be detained if they have not ironed out millennium bug problems. All ships inspected before Jan. 1, 2000 that have not tackled the risk and will be at sea at the turn of the millennium will be detained until they can show they will not be a threat to safety or the environment, the Maritime and Coastguard Agency said.

IMO Previews World Maritime Day 2006

World Maritime Day 2006 will be celebrated on September 28. IMO's theme for this year's World Maritime Day is "Technical Co-operation: IMO's response to the 2005 World Summit", which was chosen to focus on the Millennium Development Goals (MDG) adopted by the United Nations as the world community's response to challenges such as hunger, disease and environmental degradation. "Maritime activity has a key role to play in meeting the Millennium Development Goals, for shipping not only moves the world's burgeoning trade, but can also contribute substantially to sustainable development, while international commerce promotes production, job creation and greater socio-economic prosperity.

U.S. Coast Guard Says Will Not Close Ports For Y2K

American ports will not be ordered to close between the end of 1999 and the beginning of the year 2000 because of millennium-related computer failure fears, the U.S. Coast Guard said last week. However, the Coast Guard said it would take steps to assess the ability of individual vessels to operate safely and impose restrictions where there were concerns that computer equipment might fail because of the Y2K date changeover. The shipping industry has been asked by the UN maritime agency the International Maritime Organization (IMO) to work through a preparedness checklist.

Washington State Sued for Blocking Coal Exports to Asia

A company that planned to build a coal export terminal in the Pacific Northwest to ship western U.S. coal to Asian markets sued the state of Washington on Wednesday for blocking construction last year. Lighthouse Resources Inc filed a lawsuit in federal court against Washington Governor Jay Inslee and two state regulators for allegedly violating the U.S. Constitution's commerce clause by denying permits to allow the company to ship coal mined in Wyoming, Montana and other western states through its proposed Millennium Bulk Terminal to clients in Japan and South Korea.

IMO Commemorates World Maritime Day

Today marks the 29th celebration of World Maritime Day, the annual occasion when the International Maritime Organization (IMO) leads the world in honouring shipping. This year the theme for World Maritime Day is Technical Co-operation: IMO's response to the 2005 World Summit. Addressing the international maritime community in his World Maritime Day message, IMO Secretary-General Efthimios E. Mitropoulos said that "maritime activity has a key role to play in meeting the millennium development goals, for shipping not only moves the world's burgeoning trade, but can also contribute substantially to sustainable development, while international commerce promotes production, job creation and greater socio-economic prosperity.

New Technology Has Promising Maritime Applications

Millennium Cell Inc., which designs and develops systems for the safe use of hydrogen fuel in energy applications, has teamed with Seaworthy Systems in a CCDOTT (Center for Commercial Development of Transportation Technologies) and California State University, Long Beach Foundation program. This program will demonstrate the benefits of using its fuel to power ships and facilities in ports. The project is designed to meet CCDOTT goals for zero emissions from fuel cells, and the contract award comes as many operators in U.S. ports are facing potential fines for being well in excess of Environmental Protection Agency air and water quality standards. "So there's a movement afoot right now in California to add regulation to reduce emission for all of the maritime fleet," said Rex E.

USCG Creates Y2K Web Site

The Pacific Area USCG (covering the western U.S.) has established a Y2K workgroup and web site to help identify potential problems from the millennium bug for the maritime and boating community. The web site (www.uscg.mil/pacarea/pm/Y2K/Welcome.htm) addresses USCG preparedness and what the agency is doing to continue providing services throughout the Y2K adjustment process. It also addresses lessons learned during the contingency planning process and invites readers to share their lessons learned.

MSA Cites Weather as Cause of NZ Casualty

The New Zealand Maritime Safety Authority (MSA) sites weather as the major cause of the February 7, 2002 casualty involving the Jody F Millennium, according to an accident report released today. The investigation also revealed serious deficiencies in the management and operation of Port Gisborne and the conduct of the master and pilot.

Celebrity's Millennium Undergoes Electrical Repairs

Celebrity Cruise Lines' Millennium arrived at Newport News Shipbuilding on Tuesday for a 10-day period of work. The 91,000-ton vessel, which measures 965 x 106 ft. (294.1 x 32.3 m), will undergo repairs to its under-performing electric motor that operates one of the ship's two propulsion units and maintenance to various ship systems. Known as the premiere ship in the cruise industry to house smokeless gas turbine propulsion, Millennium, which is the first of the four-part Millennium Class of ships, made its debut in June 2000.

New Plan for Growth in the Danish Maritime Sector

The Government’s Plan for Growth in the Danish Maritime Sector positions the country to become a global maritime hub by 2025. The plan counts initiatives aimed at making Denmark a global frontrunner within tests of maritime autonomous technologies and maritime digitalisation, creating more work-experience places at sea and increasing the number of applicants admitted to the training programmes for masters and ship officers, as well as ensuring the development of an overall maritime marketing strategy in close cooperation with the industry.

The New “Class” of Celebrity’s Class

It could be dubbed "the new classic." The idea of creating a comfortable passenger vessel encompassing old world classic décor — as per the famed ocean liners of the early 20th Century - while instilling modern safety and mechanical requirements, as well as sophisticated amenities. Last fall, Miami, Fla.-based Celebrity Cruises created its own rendering of this trend via its new "Millennium" Class of ships. With construction currently underway at French shipyard Chantiers de l'Atlantique, the inaugural vessel of the four part class is scheduled for a maiden voyage in June 2000. company only 10-years young has already earned itself a place in cruise ship history with the new "Millennium" ship series.

Carnival Passengers Protest After Millennium Cruise Problems

About 200 passengers on a millennium cruise to the Caribbean protested at dockside in Nassau on Tuesday, complaining that engine problems on the Carnival cruise ship Paradise had turned their celebration into a nightmare. Paradise, carrying 2,600 passengers, developed an engine problem after leaving Miami on Sunday for a seven-day cruise, forcing Carnival Cruise Lines to cancel visits to islands in the eastern Caribbean in favor of stops in the nearby Bahamas and in Mexico. Passengers expressed concerns about the safety of the ship and complained the change of itinerary disrupted planned meetings with family and friends, crimping their millennium celebrations.

MARCO Shipyard To Construct Third Millennium Class Tractor Tug

MARCO Shipyard Seattle has signed a contract to construct a third Millennium Class tractor tug for Harley Marine Services. Measuring 105 ft. (32 m), the multipurpose tug will be identical to its sisterships, Millennium Falcon and Millennium Star, delivered in February and August 2000, respectively. Construction of the tug is ongoing, with delivery planned for March 2002. Similar to its predecessors, the MARCO-designed tug will have an overall beam of 37 ft. (11.2 m) and a molded depth of 17 ft. (5 m). It will be powered by a pair of Caterpillar 3516B diesels, providing a total of 4,400 bhp that will drive Ulstein Z-drive units, each fitted with 94.5-in. four-bladed props set in nozzles. Deck machinery will feature headline and tow winches from Burrard Iron Works of British Columbia.

Friede Goldman Signs $143 Million Contract to Build Millennium SA

Friede Goldman International Inc. (FGI) has signed a $143.2 million contract with Rudgil SA, a subsidiary of Schahin Engenharia e Comercio Ltda. The Millennium SA (South America) is the latest in new, deepwater semisubmersible designs from FGI subsidiary Friede & Goldman, Ltd., (F&G) a New Orleans-based naval architecture and marine engineering company. Equipped as a dynamically positioned semi with a DPS-2 station keeping system, the Millennium SA is capable of drilling in 5,000 ft. of water with a variable deck load of 3,500 long tons. F&G will perform engineering work on the project in conjunction with Friede Goldman Offshore, East in Pascagoula, Miss., where the rig will be constructed.

Maritime Surveyors To Play Crucial Y2K Role

Around 200 delegates from all sectors of the Dutch maritime industry attended a Y2K seminar organized by Dutch-Belgian surveying group Touw Holding. Representatives of banks, insurers, shipowners, salvors, government bodies, lawyers, surveyors, ship agents, and the Dutch Red Cross heard about the state of Y2K readiness of the Dutch shipping industry, and the crucial role surveyors will play in assessing Y2K claims. "The onus is on insurers to prove that damage claims are the result of the millennium problem, and they will be heavily reliant on the observations of surveyors," says Touw partner and managing director Maup Hoppzak. At the same time, says Hoppzak, claimants will have to prove that all possible steps were undertaken to prevent Y2K-related claims.
