Michigan to Regulate Ballast Water Discharges

The State of Michigan enacted two laws intended to regulate discharges in the state of ballast water from ocean-going ships. Act No. 32 broadly prohibits injurious discharges and specifically prohibits unauthorized discharges of ballast water from oceangoing ships. Act No. 33 provides that, effective January 1, 2007, an ocean-going ship may not engage in port operations in the state unless it has a permit and that, to obtain a permit, the ship must demonstrate either that it will not discharge aquatic nuisance species or that it will utilize environmentally sound technology and methods to prevent such discharges. EDF, EPA in Action to Counter Shipping Pollution

The Environmental Defense Fund (EDF) announced its support for the request by the U.S. government to protect against global shipping pollution generated by large ocean-going ships. During a noon news conference on March 30, at Port Newark, New Jersey, U.S. Environmental Protection Agency Administrator Lisa P. Jackson announced that the U.S. government applied to designate U.S. coastal waters as "Emission Control Areas" under international law. An Emission Control Area, or ECA, would provide the strongest clean air standards available under international law. The EDF said that it would dramatically improve fuel quality and reduce smog-forming oxides of nitrogen for all ocean-going ships in the exclusive economic zone of the United States…

CA Workshop on Cold Ironing

The California Air Resources Board (CARB) conducted a workshop regarding at-berth ocean-going vessel regulation (popularly known as cold-ironing). The agency’s presentation shows that it expects this program to reduce various air emissions from ships by the year 2020 (PM – 0.5 tons per day; NOx – 27.8 tons per day; and CO2 – 330 to 660 metric tons per day). Overall costs to California ports and visiting ocean-going ships are estimated at $1.8 billion. (HK Law)

IRClass: New Rules for LNG Fueled Coastal/Inland Vessels

Indian Register of Shipping (IRClass) has released new rules for liquefied natural gas (LNG) fueled coastal and inland vessels. The new rules, which come in addition to its already established rules for ocean going ships, aim to underscore the increasing importance of using cleaner fuels, and help maritime stakeholders to promote environment friendly fuels for coastal and inland vessels, the class society said. The rules for gas fuelled vessels have been developed based on a study of the various international requirements such as the ESTRIN (European Standard laying down Technical Requirements for Inland Navigation Vessels), the IMO IGF Code and consultations with various stakeholders.

Hong Kong's Clean Fuel Rules May Cost Shippinglines

The bill requiring ocean going ships to switch to low sulfur fuel while at berth in Hong Kong could effectively raise the cost of shipping containers through the city. Under the new Hong Kong Air Pollution Control (Ocean Going Vessels) (Fuel at Berth) Regulation, OGVs will be required to use low-sulphur marine fuel, LNG and any other fuels approved by the Director of Environmental Protection. According to a report in South China Morning Post, the law for greener Hong Kong has raised concerns on who should bear the costs for an environmentally clean port.

Iran to Launch two 35,000-ton Tankers

Hearing on Additional Air Pollution Controls for Large Ships

On August 9, the Senate Committee on Environment and Public Works conducted a field hearing in San Pedro entitled Hearing to Examine Port Pollution and the Need for Additional Controls on Large Ships. Corvus Energy Joins Aquarius Project

Fukuoka, Japan's Eco Marine Power Co. Ltd. announced that Corvus Energy will supply the energy storage component for its patent-pending Aquarius Wind and Solar Power System for ocean-going ships. Since 2010, Eco Marine Power has worked on developing an advanced integrated system of rigid, photovoltaic-equipped sails and energy storage modules to allow ocean-going ships to harness renewable energies and reduce their need for oil. The rigid sails are used for propulsion and are covered in solar panels to capture solar energy. Corvus Energy’s lithium-polymer battery technology will store energy collected by the array of wind and solar panels. The batteries will then be used to power the ship’s operational equipment or, alternatively, be used as a power source when at harbor or at anchor.

BWT System Recognition a Step Closer for China's PACT

Euro Tech Holdings subsidiary, PACT, reports its Ballast Water Treatment System BWTS passed a China land-based test & qualifies for sea-going tests. PACT Environmental Technology Company Ltd. has passed the BWTS land-base test in China and has to pass a 6 month sea board test in order to get the necessary certifications before launching the system. PACT is now preparing two (300 cubic meters per hour) BWTS ready for sea board test in November. Ballast water treatment is an imminent requirement by The International Maritime Organization ("IMO") to prevent the biological unbalance caused by the estimated 12 billion tons of ballast water transported across the seas by ocean-going ships when their ballast water tanks are emptied or refilled.

Katrina Disrupts River Shipments

Disruptions are expected in some Indiana shipments of grain, steel, fertilizer, iron ore and minerals, according to a Ports of Indiana statement issued on Thursday, according to a report on Business First of Louisville. The New Orleans-Gulf Coast region is home to six of the top 15 tonnage ports in the nation, handling more than 500 million tons of cargo per year. Indiana relies on these ports for transloading the state's shipments between river barges and ocean-going ships for international trade, the statement said. Ports in New Orleans, Mobile, Ala., and Gulfport and Pascagoula, Miss., are closed to ships. River traffic is limited to tugboats, barges and recovery boats, but inspections and depth soundings are needed before the river can open to ships.

Ocean Tankers covers IPO, asks for extension

The Financial Mirror has reported that Ocean Tankers Holdings Pcl has covered its initial public offering but has requested an extension until November 8 in order to allow time to the CSE to open trading accounts for overseas investors, mainly Greek shipowners who are participating in the issue. Ocean Tankers offered a total of 3 mln shares during the IPO aiming to raise CYP 755.700 and according to confirmed reports has completed the issue at least one time. All the irrevocable applications have also been purchased by investors, mostly Greek shipowning groups. CARB Releases New Regulations for California Air Emissions

The California Air Resources Board (CARB) released its new regulations imposing emission limits and requirements for auxiliary diesel engines and diesel-electric engines on ocean-going ships in “Regulated California Waters”. The regulations come in two virtually identical versions. The Title 13 version is related to mobile sources and fuels. The Title 17 version comes under the toxic air contaminants regime. Either way, the basic requirements are the same. These provisions apply to US and foreign ocean-going ships in California waters and out to 24 nautical miles offshore. Euro Tech Announce 2011 Results, Still Investing in BWTS

Euro Tech Holdings Company Limited (Nasdaq: CLWT) today reported financial results for the 12-month period ended December 31, 2011 ("Fiscal 2011"). The Company's revenues for Fiscal 2011 were approximately $20,213,000, an approximate 9% decrease compared to approximately $22,305,000 in the Company's fiscal year ended December 31, 2010 ("Fiscal 2010"). The net income for Fiscal 2011 was approximately $521,000, as compared to net loss of approximately $1,087,000 for Fiscal 2010. The decrease of the company's revenues was mainly due to further decline in revenues from trading activities as some major foreign suppliers market and sell their products directly or through many distributors in China instead of using the Company as their sole distributor as in the past.

Clarkson Supports V-Plus Conversions

Clarkson Technical Services (CTS) provided staff and know-how to the Euronav / OSG joint venture as they converted the FSO Asia and her sister ship FSO Africa from ULCCs to FSOs. They are now two of the largest and most sophisticated double-hulled FSOs in the world. Euronav / OSG announced their plans to convert the vessels into stationary FSOs back in February 2008, by August 2010 both were fully operational and stationed in the Al Shaheen oilfield near Qatar. The FSO Africa and FSO Asia are two of four sister ships; All were launched in 2002/2003 and went straight into the record books as the first double-hulled ULCCs. At 441,500 DWT with a cargo capacity of more than 3 million barrels, they were the largest ocean-going ships in the world and even had their own size designation V-Plus.

2,500 More Ships to Cypriot Registry

As 2,500 ships currently under management by Cyprus-based companies could be registered in the Cypriot registry, a settlement of the Cyprus problem could boost the island`s commercial fleet to new levels, reports CNA. The Cypriot registry currently ranks 10th in the world and 3rd in the European Union with 1,763 ships flying the flag, despite the embargo on Cypriot-flagged ships imposed since 1987 by Turkey. Cyprus has a highly developed ship-management sector, the second largest in the world, with 2,500 ships under management by Cypriot-based firms.

Sperry Marine Receives Approval for VDR

Northrop Grumman Corporation been awarded type approval from the Italian classification society Registro Italiano Navale (RINA) for its Sperry Marine VoyageMaster II Simplified Voyage Data Recorder (S-VDR). The RINA type approval certifies that the Sperry Marine S-VDR meets the International Maritime Organization (IMO) carriage requirements and performance standards for mandatory “black box” recording devices to be installed on ocean-going ships. Similar to the cockpit recorders on aircraft, the S-VDR provides a permanent record of data from ship sensors and recordings of voice communications from the ship’s bridge for use in incident investigations. The S-VDR is a simplified version of shipboard voyage data recorders (VDRs), which are required on all new ships constructed since 2002.

SRH Marine Order S-VDRs

Northrop Grumman Corporation has received orders from SRH Marine Electronics SA of Piraeus, Greece, to supply more than 60 simplified voyage data recorders (S-VDRs) for Greek shipowners to meet International Maritime Organization (IMO) regulations requiring S-VDRs on existing merchant ships by July 1, 2007. Northrop Grumman’s Sperry Marine business unit will supply the S-VDR systems and will assist SRH Marine to oversee installation, integration, commissioning and annual performance testing of the systems through its worldwide service network. The S-VDR orders include 23 ships owned by a Greek container ship operator, with the remainder distributed among a number of other Greek shipowners.

Sperry Marine to Supply S-VDRs for Teekay Vessels

Northrop Grumman Corporation has been selected to supply simplified voyage data recorders (S-VDR) for 59 Teekay Shipping vessels. Northrop Grumman’s Sperry Marine business unit is supplying the S-VDR hardware, as well as technical support, installation kits, interface devices, commissioning and training, through its worldwide service network. The systems will be installed on the ships during drydock overhauls or, when possible, at pierside at a variety of ports around the world. Similar to an aircraft’s black box cockpit recorder, the S-VDR downloads data from the ship’s navigation instruments and voice recordings from the bridge and radio communications, which can be retrieved and analyzed following an accident at sea.

Emerging Nation Shipyard Delivers Largest Ship Yet to German Owners

Ananda Shipyard & Slipways hands over multi-purpose 6,100 dwt vessel to Komrowski Maritim Gmbh. Ananda Shipyard and Slipways Ltd have handed over Enzian, an oceangoing multi-purpose vessel, to German company Komrowski Maritim Gmbh. The 110.9-metre long and 16.5-metre in breadth ship is the largest ever locally built ship for export, say Ananda. Bangladesh started exporting oceangoing ships in 2008, and Ananda was the first local company to export its first vessel to Europe, to a Danish company. At present, Ananda, Western Marine, Highspeed Shipbuilding, Dhaka Dockyard and Engineering Works, Khan Brothers Shipbuilding and Karnaphuli Shipyard are the leading shipbuildersof ocean-going ships for international buyers.

DonJon Shipbuilding, Repair on Lake Erie

Donjon Marine, Co., Inc., a global marine services provider based in N.J., announced the creation of Donjon Shipbuilding and Repair, LLC (DSR). Through an agreement with the Erie-Western Pennsylvania Port Authority and the acquisition of the assets of the former Erie Shipbuilding, LLC, DSR will engage in shipbuilding and repair on its 44-acre site on Lake Erie, Pa. The acquisition adds shipbuilding and repair to Donjon’s existing spectrum of marine services, including dredging, salvage, heavy lift and towing. DSR’s facility, equipped with a 1,250-ft by 120-ft by 22-ft dry dock, is the largest shipyard of its kind on the Great Lakes.
