Saint Lawrence Seaway Pilots completed a High Speed Craft Bridge Resource Management course on Jan. 20 at MarineSafety's Newport Center. The course included a detailed review of high speed operations, including the subjects of wake effects, evacuation requirements, watchstanding requirements, ARPA optimization, and vulnerabilities of HSC design. The course was facilitated and instructed by Captain Fred Bronaugh, MSI Newport Business Development Director, Captain Grant Parker, consulting instructor from Kingston Marine , and Captain Ed Lynch, MSI Newport Director.

American MetalCraft Marine Sponsors Seaway Day
Sailing Seaway Clayton presented by Davidson Auto Group and Lake Ontario Realty announced that American MetalCraft Marine of Clayton, New York has been named title sponsor of Seaway Day on Saturday, June 18. American MetalCraft Marine Seaway Day will feature tall ship Lynx, along with local vessels on display including tugboat Bowditch and former military landing vessels Thors Hammer and Maple Grove. The day will be capped off with a live performance by Bad Husbands Club at 7 p.m. in Frink Park.
Bulker Refloated in St. Lawrence Seaway
A 623-foot bulk carrier was refloated in the St. Lawrence Seaway Saturday after running aground near Wellesley Island, N.Y. last Wednesday. The Antigua Barbuda flagged vessel Pacific Huron was refloated under the direction of the Donjon-Smit salvage master, two Canadian tugs, the Evans Mckeil and the Ocean A. Simard. No injuries or pollution have been reported. A pilot boarded Pacific Huron to navigate the vessel to its anchorage location at Mason Point. On Sunday divers conducted an underwater hull survey, and the classification society inspected the ship’s propulsion system.
Niagara/Welland-Notice to GL Shipping
The St. Lawrence Seaway Management Corporation announced two-Person lockage procedures at Lock 8. Mariners are advised that as of December 2, 2008, the St. Lawrence Seaway Management Corporation will be conducting tests using revised two-person lockage procedures at Lock 8. Vessels will be invited to participate in these trials. Mooring wires will be secured in the same order as outlined in the current procedures. Pilots / Masters are asked to convey any comments they have to the lock crew who will record them.
Seaway Alert - Iroquois Lock
Mariners are advised that as of November 17, 2008, the St. Lawrence Seaway Management Corporation will be conducting tests using revised two-person lockage procedures at Iroquois lock. It is to be noted that the existing testing of pilot changes with 2 wires and mooring vessels with less than 4 wires at Iroquois lock will continue using revised two-person procedures. Typically, mooring wires n° 2 and 1 will be secured first, followed by the stern wires. Pilots / Masters are asked to convey any comments they have to the lock crew. TSB Release Findings on St. Lawrence Seaway Accident
The Transportation Safety Board of Canada (TSB) issues its report on last year's St. In summary: on 31 March 2011 at 0309 Eastern Daylight Time, the downbound vessel BBC Steinhoeft, under the conduct of a pilot, ran aground in the South Shore Canal of the St. Lawrence Seaway downstream of St. Lambert Lock. Seaway traffic remained closed for 10 hours after the grounding until the vessel was refloated by 2 assisting tugs. There were no injuries or pollution as a result of this occurrence.
NTSB Issues Report on 2016 Columbia River Bulker Grounding
The National Transportation Safety Board (NTSB) issued a report on its investigation into the November 2016 grounding of the bulk carrier Nenita in the Columbia River. The Marshall Islands-flagged vessel was fully laden when it suffered an engine failure that impacted its ability to maneuver and subsequently ran aground at Three Tree Point on the Washington State side of the river. The ship’s bulbous bow and hull were damaged, but no injuries or pollution were reported. The vessel was towed to Longview, Wash.
Seaway Corporations Open Waterway to Mandatory AIS
The U.S. Department of Transportation’s Saint Lawrence Seaway Development Corporation (SLSDC) and the Canadian St. Lawrence Seaway Management Corporation (SLSMC) opened the binational waterway’s 45th navigation season. This season marks the beginning of mandatory Automatic Identification System (AIS) use on commercial vessels entering waterway in North America to employ this technology as a requirement for transit. “AIS represents a significant improvement in marine transportation navigation, integrating vital navigation data long available through our Vessel Traffic Control Centers (VTCCs) with electronic chart display technology at the fingertips of officers on the bridge,” said SLSDC Administrator Albert Jacquez.

Bridge Mismanagment Cited in Collision
The Canadian Transportation Safety Board (TSB) issued its report of the investigation into the collision between the bulk carrier CANADIAN PROSPECTOR and the heavy lift ship STELLANOVA in the St. Lawrence Seaway on 12 October 2002. As the two ships approached each other in the narrow seaway, the STELLANOVA began to experience bank effect. In an attempt to avoid being sucked into the bank, the pitch of the controllable pitch propeller was first decreased and then increased. The result was that the ship lost maneuverability and swung into the passing CANADIAN PROSPECTOR. The TSB determined that the primary cause of the collision was the failure of the pilot and master of the STELLANOVA to exercise proper bridge resource management principles. JRC AIS System Earns USCG and FCC Type Approval
The USCG and the FCC have awarded JRC’s AIS system, the “JHS-180” Type Approval. Previously awarded Type Approvals by EU Wheelmark MED, UK, Japan and Industry Canada, this completes the Approval process for JRC’s AIS system, making it available worldwide for most vessels complying with this new IMO requirement. Seaway Concludes 50th Anniversary Season
The St. Lawrence Seaway concluded its 50th anniversary season on December 28 with the passage of the JW Shelley. The vessel transited the Iroquois Lock at 7:37 p.m. on route to Lake Ontario. The Seaway navigation season for 2009 spanned 274 days. The Welland Canal, which has been in operation since 1932, remained open to navigation until December 30, as the CSL Tadoussac transited Lock 1 at 3:04 p.m. and cleared Port Weller entering Lake Ontario at 3:22 p.m. Total Seaway cargo volume for 2009 is estimated to amount to 30.5 million tonnes, the lowest volume witnessed since the early 1960's. The 25% decrease in cargo volume compared to 2008 can be attributed to the depth of the recession, which sharply curtailed movements of iron ore and steel on the waterway.
Search for ONGC Offshore Helicopter Crew Continues
The Indian Navy has widened its search operations for the missing crew members of the Pawan Hans helicopter (C/s VT-PWA) which crashed off the Mumbai coast on Saturday. The helicopter with seven people on-board, including five Oil and Natural Gas Corporation (ONGC) officers and two pilots, crashed off the Mumbai coast minutes after it took off for the state-owned company’s oil installation in the Arabian sea on Saturday. According to NDTV report, on the third day of search in the high seas, the rescuers located the last remaining body - of the missing pilot.
Coast Guard Responds to Grounded Vessel in St. Lawrence Seaway
The U.S. Coast Guard and the Saint Lawrence Seaway Development Corporation are responding to the motor vessel Pacific Huron, loaded with soybean, that ran aground late Wednesday in the Saint Lawrence Seaway near Wellesley Island, New York. The forward portion of the 623-foot motor vessel is aground and their stern anchor is deployed. The vessel is 1,000 feet outside of the channel. There are no reported injuries to the crew, and no reported leaks, pollution, or flooding on the vessel. The seaway is continuing to manage traffic around the vessel through the navigation channel. D-Day Ship Turned Ferry Repowered
As part of the June 6, 1944 Normandy landings, the USS LST-510 (landing ship for tanks) delivered 200 GIs, and 70 tanks and jeeps to Omaha Beach. She then anchored offshore to serve as an impromptu hospital ship for the over 150,000 Allied wounded. For three months following the invasion, she ferried injured soldiers back to England and supplies back to the front, evading German U-boats and dive bombers. U.S., Canada Collaborate on Inland Waterway Security
On September 12th, 2005, the Royal Canadian Mounted Police (RCMP) and United States Coast Guard (USCG) began a two-week pilot project to enhance inland marine border security. The pilot project, based on the innovative law enforcement concept, known as “Shiprider,” will involve joint marine patrols on the St. Clair River and surrounding waterways in the Windsor/Detroit region. During the project, USCG officers will join RCMP officers on their vessels, and conversely, RCMP officers will join USCG officers on their vessels. The four 25-foot rigid hull boats taking part in the pilot will patrol and travel in American and Canadian waters in the region.
Houston Pilots Train for Post-Panamax Vessels
Members of the Houston Pilots recently participated in two custom-built simulation courses vital to their Pilotage duties in the Houston Ship Channel and the Port of Houston, the largest landlocked Port in America. Each course was two days long, and was provided by the Maritime Simulation Resource Center (MSRC), at their Quebec City, Canada-based facility. The Houston Pilots face a multitude of factors when piloting ships in their waterways, including weather and wind, particularly with large ships, a very small turning basin, as well as intricate 24/7 traffic management.

The Seaway Handbook is distributed via DVD and the Seaway website. Printed copies of the Seaway Handbook are no longer offered. A printed copy of the Seaway Handbook can be produced by printing the individual PDF files found on the web site (or found on the DVD). A special version of the Seaway General Plans in PDF format is provided to permit printing on letter sized (8.5 by 11 inch) paper.
Seaway's Shipping Season to Open March 31
The Montreal to Lake Ontario and Welland Canal sections of the St. Lawrence Seaway will open for navigation at 8:00 a.m., March 31, according to an announcement made by the St. Lawrence Seaway Development Corp. (SLSDC). SLSDC administrator Albert S. Jacquez said, "This year's opening is especially significant because 1999 also happens to be the 40th anniversary of the dedication of the St. Lawrence Seaway at ceremonies in 1959, involving President Dwight D. In conjunction with the opening, Jacquez also said, "Our new state-of-the-art computerized vessel traffic control center at the Eisenhower Lock in Massena, N.Y., will become fully operational, and will provide Seaway users, both internal and extrenal, with a seamless source of vessel transit information covering both Seaway sections.
Seaway Launches E-Business Applications
The St. Lawrence Seaway Management Corporation (SLSMC) and the Saint Lawrence Seaway Development Corporation (SLSDC) announced today the launch of their E-Business Application Suite. Designed after extensive consultation with the marine industry, the suite provides a range of applications that will enhance the Seaway and Great Lakes as a key transportation artery within North America and gateway to global trade. Comprised of four applications, the suite enables stakeholders to efficiently plan transits, calculate costs, and coordinate activities with other stakeholders. Users can access the suite on the Seaway's www.greatlakes-seaway.com Web site. The subscription fee for 2002 is $1,000 (Cdn.).
St. Lawrence Seaway Closes 47th Navigation Season
The Great Lakes-St. Lawrence Seaway System issued a News Release stating that the 47 th navigation season for the St. Lawrence Seaway closed on December 29 with passage of the tanker Maria Desgagnes though the St. Lambert Lock. The seaway was open for 280 days during 2005. Maintenance and upgrades will be undertaken during the winter. The seaway is expected to re-open in late March. Source: HK Law
